Facts And Circumstances Test
THE SIGMA CHI SCHOLARSHIP FUND BELIEVES THAT, TAKING INTO ACCOUNT ALL PERTINENT FACTS AND CIRCUMSTANCES, IT QUALIFIES AS A PUBLICLY SUPPORTED ORGANIZATION. IN ORDER TO QUALIFY AS A PUBLICLY SUPPORTED ORGANIZATION, THE FUND MUST MEET THE FACTS AND CIRCUMSTANCES TEST. THIS TEST CONTAINS THREE COMPONENTS. THE FIRST COMPONENT IS WHETHER THE FUND HAS PUBLIC SUPPORT OF AT LEAST 10%. OVER THE PAST FIVE YEARS THE TOTAL SUPPORT RECEIVED WAS 198,454, OF THIS AMOUNT, 31,427 WAS FROM PUBLIC SUPPORT, APPROXIMATELY 16%. ANOTHER COMPONENT THE FUND MUST MEET IS THROUGH THE CONTINUOUS ATTRACTION OF PUBLIC SUPPORT. THE SCHOLARSHIP FUND ATTRACTS SUPPORT THROUGH THEIR WEBSITE AND THEIR FRATERNITY MEMBERS. THE WEBSITE INCLUDES INFORMATION ON WHO TO CONTACT TO SUPPORT THE FUND AND THE TAX DEDUCTIBILITY OF THE DONATIONS. THE FUND ATTRACTS NEW SUPPORT THROUGH ITS FRATERNITY MEMBERS. NEW MEMBERS ARE ADMITTED EACH YEAR RESULTING IN NEW PUBLIC SUPPORT FROM THE MEMBERS AND THEIR FAMILIES. THE THIRD COMPONENT CONTAINS SEVERAL FACTORS TO DETERMINE WHETHER THE FUND IS PUBLICLY SUPPORTED. INCLUDED IN THESE FACTORS IS THE SOURCE FOR THE PUBLIC SUPPORT. THE SUPPORT RECEIVED TO FUND THESE SCHOLARSHIPS COMES FROM NUMEROUS INDIVIDUALS AND FOUNDATIONS. IN THE PAST FIVE YEARS, THE DIRECT PUBLIC SUPPORT WAS RECEIVED FROM 18 DIFFERENT SOURCES. OF THIS DIRECT PUBLIC SUPPORT ONLY .5% WAS FROM THE BOARD OF DIRECTORS. THE BOARD IS COMPRISED OF SIX INDIVIDUALS INCLUDING ONE PROFESSOR. ANOTHER ADDITIONAL FACTOR TO TAKE INTO CONSIDERATION IS THE PUBLIC AVAILABILITY OF THE SCHOLARSHIPS. THE SIGMA CHI SCHOLARSHIP FUND HAS BEEN IN EXISTENCE SINCE 1988 PROVIDING 500 AND 1,000 SCHOLARSHIPS TO QUALIFYING STUDENTS AT BUTLER UNIVERISTY EACH SEMESTER. TO QUALIFY FOR A SCHOLARSHIP, THE PERSON MUST HAVE EVIDENCE OF SCHOLARLY ACHIEVEMENT OR IMPROVEMENT, DISPLAY LEADERSHIP TRAITS, AND SERVICES PERFORMED FOR BUTLER UNIVERSITY OR A RELATED ORGANIZATION. THESE SCHOLARSHIPS ARE NOT SOLELY FOR SIGMA CHI MEMBERS BUT ARE AVAILABLE TO ALL BUTLER UNIVERSITY STUDENTS, AND THEREFORE, APPLY TO A BROAD PUBLIC INTEREST TO PROMOTE AND HELP FUND EDUCATION AT BUTLER UNIVERSITY. BECAUSE THE SCHOLARSHIP FUND HAS PUBLIC SUPPORT OF MORE THAN 10%, IT ATTRACTS NEW PUBLIC SUPPORT ON A CONTINUOUS BASIS, AND IT IS PUBLICLY SUPPORTED; THE FUND MEETS THE FACTS AND CIRCUMSTANCES REQUIREMENT TO STILL QUALIFY AS A PUBLICLY SUPPORTED ORGANIZATION.
