TO PROVIDE INFORMATION TO MEMBERS ABOUT INNOVATIONS IN THE INDUSTRY. TO PROVIDE A CLEARING HOUSE FOR SUCH PROBLEMS AS MAY ARISE IN ORDER THAT MEMBERS MAY BENEFIT FROM THE EXPERIENCE OF OTHER MEMBERS. TO PROMOTE THE RESIDENTIAL BUILDING INDUSTRY WITHIN THE 28 COUNTIES OF ILLINOIS GOVERNED BY THE RCEC CARPENTERS COLLECTIVE BARGAINING AGREEMENT.

	RCEC meets with labor representing this organization and its members in the residential construction industry. The council has a representative group of members from many different trade associations. Its primary concern is carpentry, the single-most important trade in residential construction. RCEC serves to consolidate managerial interest and strives to represent the entire residential construction industry demonstrating a united front in the consideration of labor matters. RCEC strives for improvements in labor relationships.

Uncertain tax positions	Schedule D, Part X:	In accordance with the accounting standard on Accounting for Uncertainty in Income Taxes, the Council addresses the determination of whether tax benefits claimed on a tax return should be recorded in the financial statements. Under this guidance, the Council may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merit of the position. Examples of tax positions include the tax-exempt status of the Council and various positions related to the potential sources of unrelated business taxable income. There were no unrecognized tax benefits identified or recorded as liabilities during fiscal year 2010. Open tax years subject to examination by the U.S. and state taxing authorities are for the years 2006 to 2010, which statutes expire in 2010 to 2014, respectively.
