| Form 990, Part VI, Section B, line 15 | In December, the Project Manager reviews wages and determines an appropriate increase in annual salaries and hourly rates. He brings the proposal to the Board of Directors who discuss the matter and accept, reject or modify the proposal. A majority vote constitutes approval.
