The issues of children's coverage were addressed further with enactment of the PPACA federal health reform in early 2010. Several PPACA provisions significantly impact children's health coverage, including expansion of Medicaid to families earning 133% of the federal poverty rate and creation of state insurance exchanges to provide affordable coverage with federal premium tax credits to uninsured families earning more than 133% of the federal poverty level. These changes will not be effective until 2014, however, and they are linked to a complex set of non-children's health care issues. Federal rule-making on this complex of issues is in process, but remains incomplete at this time. The officers of America's Agenda: Health Care for Kids have been engaged in these issues, and there a range of allied organizations that are engaged directly in advocacy regarding federal rule-making and state implementation of the PPACA. America's Agenda: Health Care for Kids is monitoring closely the highly fluid situation on overall federal implementation of federal reform of 2010 (PPACA) and subsequent state implementation to ascertain when the current state of federal land state law become sufficiently clarified, again, so that we can effectively advocate specific public policies that will advance children's health care coverage. |
