Briefly describe the organization’s mission: PRIMARY EXEMPT PURPOSE: Ten community branches, Camp Cosby, Hargis Retreat and the Youth Center comprise the Birmingham Metropolitan YMCA - a charitable organization that opens its doors to all women, men, families, teenagers and children regardless of their ability to pay. Incorporating the core character values of caring, respect, honesty and responsibility into all of its programs, the YMCA is dedicated to providing a firm foundation and support system promoting healthy lifestyles, leadership development, community interaction and collaboration, volunteerism and philanthropy.MISSION: To put Judeo-Christian principles into practice through programs that build healthy spirit, mind and body for all.

Part III(4A)Youth Programs: See Schedule O for continuationChildcare is the first opportunity the YMCA has to care for its members. All YMCA child and youth programs build successful relationships between children and adults, whether those adults are parents, other caregivers, or YMCA volunteers and staff members. Presently more than 31 different programs incorporate core values of caring, honesty, respect and responsibility. With the encouragement of adults at the Y (often referred to as "Professional Role Models"), children of diverse backgrounds have increased opportunities to gain these critical Developmental Assets.* Support assets - Making connections between parents, extended family members, and non-related adults and youth. * Constructive use of time - YMCA sponsored activities and supervised recreation provide opportunities for positive use of our youth's time through after school programs, teen nights, summer day camps, holiday and school break camps and youth sports.* Commitment to learning - Tutoring and homework assistance in after school programs develops a sense of commitment and a healthy perspective on learning, while nurturing the all-important "mentor relationships."* Social and physical competencies - Arts programs and youth sports (where the YMCA motto, "Everybody plays, everybody wins" applies) help develop skills that promote good decisions and a healthy outlook on competition.* Positive identity - Community-related programming such as "Youth and Government" encourages adolescents to take on leadership roles while establishing a sense of self worth. Part III(4b) Health and Wellness for Adults and YouthAdult involvement at the YMCA helps keep all members healthier and more motivated. YMCA wellness programs stress the value of healthy lifestyles through exercise, proper nutrition, stress management and health education. Many adult members began their association with the YMCA in youth programs and have continued their association over the years, building healthy lifestyles for their futures. Adult programs include aerobics, aquatics, basketball, racquetball, free-weights and cardio/strength equipment, and thriving sports leagues. "Silver Sneakers" programs provide fitness and connectedness for mature members. Fitness programs for adults translate into healthier lifestyles, less stress and a better balance of work, family and life in general. Part III(4C) Day and Resident Camping and RetreatsBoth YMCA Camp Cosby and Hargis Retreat give youth the opportunity to learn new skills, make new friends, embrace diversity and become more confident. Environmental Education operates during the school year at Camp Cosby where children learn to respect our natural resources.Resident camps use outdoor experiences to help young people grow emotionally, mentally, physically and spiritually. YMCA camp programs are the perfect alternative for working parents, providing children with safe places to go during summer months. Financial assistance is available to anyone who cannot afford full camp fees.Most camp counselors are former YMCA campers who want to become role models for younger campers. This is typically a teen's first job. Other Program Services Part III(4d)Community Outreach ProgramsThe ability to break through the boundaries that often separate community is not an impossible task. From inner city children who have no hint of the exhilarating freedom of a week at camp to isolated seniors, the YMCA reaches out to help people go beyond their limits - physically, emotionally, and spiritually. YMCAs serve as "community hubs" where everyone benefits regardless of age, race, religion or socioeconomic background. The YMCA will continue to collaborate with other agencies to create a stronger sense of community. As part of that effort, a Chaplain for the Association continues to design services to meet the needs of members, communities, and staff across the city.Financial Aid ProgramThe Birmingham YMCA is committed to serving the needs of all members of our community regardless of their ability to pay. Financial assistance is available for memberships and for program fees, including all programs and services. Financial assistance is awarded on a need and availability basis.Financial assistance is made possible through grant funding, special events and by our community's friends and neighbors through the Association's spring Strong Kids & Communities Annual Support Campaign.Birmingham YMCA Youth Center We have increased our ability to positively support our community's young people through the establishment of the Birmingham YMCA Youth Center located in downtown Birmingham. Sited in the former Phillips High School gymnasium and surrounding properties on Seventh Avenue North, this exciting Youth Center is adjacent to the Park Place/Hope VI development, a national program of the Department of Housing and Urban Development. Following the successful $7 million "Build a Brighter Future for Birmingham's Kids" capital campaign, the Birmingham YMCA Youth Center opened its doors in August, 2006 - and established a Program Continuation and Maintenance Fund to support children who cannot afford YMCA program fees. The Fund will also provide resources for building maintenance and future Youth Center operations.

Explanation of Other Lobbying Activities: Part II-B, Line 1i: The Young Men's Christian Association of Birmingham is a member of the Alabama State Alliance of Young Men's Christian Associations whose purpose is to utilize the collective strength of all Alabama YMCA's to increase their ability to build stronger kids, families and communities throughout the state. Through statewide communication and cooperation, the State Alliance will assist member associations in their work of public policy advocacy, positioning, programming and quality. The State Alliance will educate and engage policy and decision makers on the YMCA's mission, history and programs, and will gain recognition for the YMCA as a leader on issues that affect children and families. To help accomplish this purpose, the State Alliance has engaged a "legislative analyst" to monitor any governmental issues, legislation or proposed legislation, and other matters before the Alabama Legislature, the executive departments and agencies, along with local governments, which are of direct interest to the YMCA's, to identify funding opportunities and to report to the Alliance on a quarterly basis.

Part XII, Line 2d - Other Adjustments:   Loss on interest rate swap
    In order to manage fluctuations in interest rates on the 2008 lease agreement, the YMCA entered into an interest rate swap agreement. The interest rate swap agreement functions as a hedge of cash flow variability caused by changes in interest rates. The differential interest required to be paid or that will be received under this agreement is accrued consistent with the terms of the agreement and is recognized in interest expense as accrued. Terms of the swap agreement require the differential interest to be paid or received monthly. Generally accepted accounting principles require derivative instruments, such as interest rate swap agreements, to be recognized at fair value as either assets or liabilities in the statement of financial position. Accordingly, the negative $975,855 value of the swap agreement at December 31, 2010, is reported as a liability in the statement of financial position, with a corresponding charge to interest expense for the year ended December 31, 2010. Value has been measured based on estimates of the amount needed to settle the agreement as calculated by the counterparty to the swap agreement. Such calculations were based on changes in market conditions and/or assumptions underlying valuation models.

Form 990, Part VI, Section B, line 11   The Audit and Finance Committee review a draft of the form 990 for recommendation to the Association's Board of Directors. The form 990 is then distributed to all members of the Board of Directors for review, comments and approval. After the form 990 is approved, it is signed and filed with the IRS.
  Form 990, Part VI, Section B, line 12c The conflict of interest policy covers key staff and decision-making policy volunteers. Upon hire, all key staff members are asked to sign the conflict of interest policy. All policy volunteers are asked to sign the statement upon initiation of their volunteer assignment. All key staff members and policy volunteers are required to update and sign the conflict of interest policy annually. Under the direction of the volunteer Audit Committee chairperson, the Internal Auditor reviews the staff conflict of interest disclosures. The Internal Auditor and the Audit Committee chair, determine whether a potential conflict exists. Annually, the Board of Directors reviews all potential conflicts of interest. The Board asks the interested persons to step out of the meeting for deliberation and vote. Persons with a conflict are prohibited from participating in all deliberations and decisions surrounding the identified potential conflict of interest transaction. Policy volunteers with conflicts of interest are excused from meetings and cannot weigh in or vote on transactions surrounding the identified area of conflict. Staff members with conflicts of interest do not participate in any decisions surrounding the identified area of conflict.
  Form 990, Part VI, Section B, line 15 Salaries of all employees are reviewed annually. The exempt salary scale is based on the recommendation of the YUSA Salary Administration Committee. The Birmingham YMCA reviews the merit increase structure based on the following: local comparables, Sullivan and Cotter Salary Surveys, and the salary surveys of the largest 60 YMCAs of the movement that comprises the Urban Group and the Metro 30 Chief HR Officers Organization. The HR Board Committee makes salary structure recommendations to the Board of Directors. Upon approval, the staff implements the recommendations for annual merit increases. The salary scale structure determines compensation for new hires and promotions.
  Form 990, Part VI, Section C, line 19 The Association makes its governing documents, conflict of interest and financial statements available to the public upon request. Additionally, financial information is reported to the Guidestar website, which is available to the public.
