ON AUGUST 1, 2010, THE MINNESOTA LITERACY COUNCIL SPUN OFF ITS BIGGEST PROGRAM, THE MINNESOTA READING CORPS (MRC). THIS PROGRAM HAD GROWN DRAMATICALLY AND WAS READY TO ADD THE MINNESOTA MATH CORPS TO ITS SERVICES. THE MINNESOTA LITERACY COUNCIL, TOGETHER WITH MRC'S MAJOR FUNDER (SERVE MINNESOTA), MADE THE DECISION TO CREATE AN INDEPENDENT NONPROFIT AGENCY, NOW CALLED THE MINNESOTA EDUCATION CORPS, TO OPERATE THESE PROGRAMS.
PROGRAM SERVICE STATEMENT

CAPACITY-BUILDING SERVICES -- THE MINNESOTA LITERACY COUNCIL STRENGTHENS COMMUNITIES BY RAISING AWARENESS OF LITERACY SERVICES, ENCOURAGING VOLUNTEERISM AND SHARING BEST PRACTICES WITH STATEWIDE PROGRAMS. THESE ARE SOME OF THE SERVICE ACCOMPLISHMENTS FOR THE LAST FISCAL YEAR: THE LITERACY COUNCIL PROVIDED TECHNOLOGY TRAINING FOR THE CLASSROOM, ONLINE COURSES AND VOLUNTEER MANAGEMENT SUPPORT TO ADULT BASIC EDUCATION (ABE) MANAGERS, TEACHERS AND VOLUNTEERS OF THE NEARLY 400 COMMUNITY LITERACY PROGRAMS SERVING 75,000 ADULTS ACROSS MINNESOTA. THE ABE VOLUNTEER OUTREACH AND TRAINING PROGRAMS CONDUCT VOLUNTEER TUTOR RECRUITMENT, TRAINING AND PLACEMENT, AND THE CHILDREN'S TUTOR TRAINING PROGRAM TRAINS VOLUNTEERS HELPING STRUGGLING READERS. LAST FISCAL YEAR, MLC TRAINED 1,797 VOLUNTEERS TO WORK WITH ADULTS AND 1,140 VOLUNTEERS TO WORK WITH CHILDREN. THE YEAR-LONG LITERACY VISTA PROGRAM RECRUITS AND TRAINS 40 AMERICORPS*VISTA MEMBERS TO SERVE IN ORGANIZATIONS TO BUILD THEIR CAPACITY TO EFFECTIVELY UTILIZE VOLUNTEERS, MARKET THEIR PROGRAMS AND GENERATE RESOURCES.

CHILDREN AND ADULT PROGRAMS - THE MINNESOTA LITERACY COUNCIL HELPS AT-RISK CHILDREN AND FAMILIES GAIN LITERACY SKILLS TO INCREASE SCHOOL SUCCESS AND HELPS ADULTS BECOME SELF-SUFFICIENT CITIZENS THROUGH IMPROVED LITERACY. FOR THE FISCAL YEAR ENDING JUNE 30, 2011, THESE ARE A FEW PROGRAM ACCOMPLISHMENTS: THE EARLY LITERACY AND FAMILIES PROGRAM REACHED 138 INDIVIDUALS (68 PARENTS AND 70 CHILDREN) THROUGH HOME VISITING AND PRESCHOOL ACTIVITIES. THE SUMMER READS PROGRAM UTILIZED 75 VOLUNTEERS IN SERVICE TO AMERICA (VISTAS) TO IMPROVE THE READING SKILLS OF 5,000 AT-RISK, K-3 CHILDREN IN AITKIN, AUSTIN, BARNUM, DULUTH, ELY, HIBBING, LITTLE FALLS, LONG PRAIRIE, MINNEAPOLIS, NEW HOPE, NORTHFIELD, ST. PAUL, WEST ST. PAUL AND WORTHINGTON. ADULT BASIC EDUCATION INSTRUCTION IS OFFERED AT FIVE LEARNING CENTERS. DURING THE YEAR, 2,651 TWIN CITIES RESIDENTS TOOK ENGLISH, BASIC MATH, GED PREPARATION, WORK-READINESS AND COMPUTER CLASSES. THE STATE'S ADULT LITERACY HOTLINE IS OPERATED BY THE MINNESOTA LITERACY COUNCIL; HOTLINE SPECIALISTS ANSWERED 2,896 LEARNER, VOLUNTEER AND SERVICE PROVIDER CALLS (SPANISH AND ENGLISH) AND THE WEBSITE RECEIVED 51,000 HITS FROM 12,000 UNIQUE USERS.

THE RETURN IS REVIEWED BY THE FINANCE DIRECTOR, THEN BY THE FINANCE COMMITTEE OF THE BOARD IN DETAIL. THE RETURN IS THEN SENT TO THE BOARD OF DIRECTORS WITH RECOMMENDATION OF APPROVAL BY THE FINANCE COMMITTEE.

ALL OFFICERS, DIRECTORS, AND KEY EMPLOYEES ARE REQUIRED TO SIGN A CONFLICT OF INTEREST DISCLOSURE ANNUALLY. THE DISCLOSURE IS REVIEWED BY THE FINANCE DIRECTOR FOR POTENTIAL CONFLICTS. IF AN ACTUAL CONFLICT ARISES, IT IS REVIEWED BY THE FINANCE COMMITTEE, WHICH DETERMINES THE RESTRICTIONS TO IMPOSE ON THE PERSON WITH A CONFLICT. A PERSON WITH A CONFLICT WOULD TYPICALLY BE RESTRICTED FROM VOTING ON RELATED MATTERS.

THE HR COMMITTEE REVIEWS COMPENSATION OF THE EXECUTIVE DIRECTOR AND FINANCE DIRECTOR ON AN ANNUAL BASIS USING COMPARABILITY DATA AND MAKES A RECOMMENDATION TO THE BOARD OF DIRECTORS. THIS PROCESSS WAS LAST UNDERTAKEN IN THE CURRENT YEAR.
