Form 990, Part VI, Line 15b: Compensation Review and Approval Process for Officers and Key Employees
Salary survey information provided by the National Foundation of Credit Counseling was used to assist in ranking the positions and placing them into competitive salary ranges. Additional program information obtained from the Wyatt Corporation, the world's largest salary administration and human resources company, was also considered in the establishment of the salary ranges. The ranges are divided into four quartiles with a midpoint. Midpoints are often times used in salary surveys for competitive comparison.

HCCI Board of Directors, staff, and volunteers review and sign the Conflict of Interest policy form during orientation and once annually after that. The Conflict of Interest policy is a part of new employee training. Management and Board have a global view and awareness of activities and relationships within the agency that prompt investigation if any areas of concern are observed.

The Executive/Finance Committee of the HCCI Board of Directors reviews the Form 990 before it is filed and communicates any corrections, changes, or additions to the accounting firm who prepares the return. Should there be matters of significant concern, the Executive/Finance Committee will bring these concerns to attention of the entire board.

Form 990, Part III, Line 3: Ceased Conducting or Significant Changes To Services
The HCCI Management and Board discussed the potential that funding sources might significantly reduce contributions as early as 2008. The President/CEO and Board outlined a very pro-active two year contingency plan of action for the 2009-2010 and HCCI implemented the following measures that have reduced costs while maintaining efficiency: 1.) Conferred with HUD and received permission to eliminate the Continuum of Care Program that did not include funding from HUD for HCCI's administrative costs and required a 25% "match;" 2.) Closed a branch office in Emporia (thereby reducing the amount of management oversight from the Topeka office, travel costs and related program support staff time).
