What is the organization's primary exempt purpose? Public outreach, education: dog-/companion-animal-related issues
Describe what was achieved in carrying out the organization's exempt purposes. In a clear and concise manner, describe the services provided, the number of persons benefited, and other relevant information for each program title.
28 Safe Humane Chicago: The Safe Humane model is an unprecedented community-wide alliance and collaboration of non-traditional partners. It creates safer, more humane neighborhoods by combating violence and promoting compassion, caring and respect for animals as well as people. Comprehensive programming targets neighborhoods most affected by violence and in need of resources using schools, churches and community groups. The campaign trains and mentors community members to educate the public about responsible pet ownership and safety; promotes programs that stop the violence associated with dog fighting and animal abuse by providing positive, beneficial activities; and connects pet owners to available resources. By taking steps to instill kindness and to reduce violence in our communities, it creates safer, more stable homes and environments for animals and people. It positively impacts the quality of companion animal lives. In 2010 Safe Humane programming has become a successful and sought-after model of grassroots partnerships for communities of people and animals, both for saving lives and improving the quality of lives, and participation by new populations. Highlights: (1) Youth Leaders for Safe Humane Chicago: 89 different Youth Leaders at our participating high schools visited 16 elementary schools in neighborhoods challenged by crime and lack of resources for both people and pets. They interacted with 1,953 elementary students (who reported a total of 2,259 pets in their homes), introducing them to a range of ambassador dogs and providing messages about, and resources for, animals who most often end up in our shelters. Some highlights of their other activities include (a) Youth Leaders from Payton College Prep won 2nd place in "Heroes in the Hood: Paying tribute to 2010 Heroes and Honored Role Models," for their work with Safe Humane and Best Friends Animal Society, (b) Youth Leaders from Payton College Prep started a Safe Humane Chicago Club with a presence on Facebook, focusing on community service for animal welfare, (c) Youth Leaders participated in spring-break day camps (Camp City Year) for 3rd to 5th graders reaching 309 campers); an 8-week after-school program about addressing animal cruelty; Jane Goodall Institute's Roots & Shoots regional summit; various community events, including City Clerk of Chicago's 2nd annual Dog Day on the Green Festival and Illinois State Representative Osterman's weekly Doggie Fests; and other after-school wellness and community service fairs. (2) Lifetime Bonds Detention Center Program: Despite a move from the Illinois Youth Center (IYC) Chicago to St. Charles for part of the summer following a storm that damaged the facility, dedicated volunteers and Safe Humane Ambassador Dogs provided weekly programming in four three-month sessions for 55 juvenile males. They worked with 70 shelter dogs from Network Charity Chicago Canine Rescue Foundation, most of whom had been transferred there from Chicago Animal Care and Control: 46 dogs were adopted by year's end and the rest are in foster or at shelter. In addition, 3 graduates contacted Safe Humane Chicago for internship and volunteer possibilities after they left the facility. Comments from recent graduates in a post-program questionnaire include the following: In answer to a question about how the program changed or affected them, Tuajuan said simply, it changed "my life, feelings." In response to a question about activities they learned you can do with one's dog, Duquan wrote, "Everything you can do with a brother." And in response to a question about whether the program had changed any of their opinions about dogs, Dantrell wrote, "I have respect for them." (3) Chicago Court Case Dogs Program: In January 2010, we implemented the Chicago Court Case Dogs Program at Chicago Animal Care and Control (CACC). Court Case Dogs are dogs who are rescued from abuse and dog fighting investigations and whose ownerships have been given to ACC through court proceedings. Prior to 2010, such dogs were routinely euthanized: the estimated save rate was about 2%. As a result of this program, the save rate increased almost twenty-fold: 50 dogs saved in 2010 instead of just 2 or 3! Where were these dogs at the end of 2010? 25 were adopted; 15 were in foster homes or private no-kill facilities; and 10 were in training with Chicago Training Partners and Safe Humane Volunteers at CACC. 92% of the Court Case Dogs were pit-bull-terrier-type dogs - a result that enhances our efforts to save America's dog and change the perception of them by getting them into good homes and ensuring their success with continuing training and medical resources. (4) Justice Support: 2010 was the year for training, as the following numbers show; and the impact is evident in more activity in the court system and more volunteerism by criminal justice professionals in animal welfare activities: (a) 1,720 Chicago police officers in 13 of 25 police districts were trained in 25-minute roll call trainings (120 sessions) on animal laws and procedures in Cook County, Illinois, and how to "read" dog body language. Two presenters with 23 different Safe Humane ambassador dogs and their 21 handlers participated. Chicago has seen an increase in animal abuse arrests by officers. (b) 282 Chicago Police Detectives in 10 sessions were trained on doggy DNA, reckless owners, investigating dog bites and the ineffectiveness of breed discriminatory laws. One result is a streaming e-learning video of guest trainer Ledy VanKavage on Chicago Police Department website. (c) 18 new prosecutors in Chicago misdemeanor courtrooms were trained on Illinois animal law, Cook County procedures in animal cases, and the urgent need to get the animal victims transferred to rescues or adopted. (d) 13 Circuit Court judges from Chicago misdemeanor and preliminary hearing courtrooms toured Chicago Animal Care and Control, including pavilions where Court Case Dogs are held; and reviewed Illinois animal law and Cook County procedures for hearing cases involving animal abuse and neglect of all forms. (e) Work was completed on a US Department of Justice COPS Innovations Manual with Best Friends, Safe Humane Chicago, University of Illinois and National Canine Research Council staff. (4) Chicago Assessment and Strategic Planning Study completed in 2010: Chicago City Council accepted the data and analysis leading to findings and recommendations for further review and made the report available online.

29 D A W G Court Advocacy: D.A.W.G. (Dog Advisory Work Group) and Safe Humane Chicago continued an already successful Court Advocacy Program for animal-related court cases that started with a partnership with the Chicago Police Department in December 2000. In 2010, some 80 people attended scheduled training sessions to become court advocates. They learned about animal laws, their successful prosecution, available remedies and the fate of the victim animals. They joined other previously trained court advocates to stand up for more than 600 victimized animals in more than 125 court cases -- and they participated in ten regular monthly meetings as well. Their commitment adds to the understanding of violence and abuse that this program has developed in more than 5,000 courtroom hearings. It has also increased the seriousness with which these cases are addressed, ensuring that offenders are given the education they need or are removed from neighborhoods.

Explanation:
An extension was applied for and granted. At different times during late 2010 and early 2011, both the treasurer's and filer's computer systems crashed and were replaced. Data had to be re-entered and checked. Also, this organization is volunteer-staffed. Please consider abating any penalities to our very successful anti-violence campaign for financially challenged communities, as our programs are having impact beyond what one would expect from our gross revenues. We are piecing together funds from small grants and numerous hours of volunteer effort. In 2010, we depended on some 400 volunteers giving some 8,700 hours, and that does not included administrative support or Court Advocates time in court.
