Barton Health is a 501c3 nonprofit health system that includes a licensed 69-bed, general acute care hospital. Barton Health also offers outpatient clinics serving a population of approximately 85,000 residents on the South Shore of Lake Tahoe and surrounding areas. Barton Health provides exceptional medical care regardless of an individual's ability to pay. The following programs are a few of the discounted and free services that Barton Health gives to the community.Program: ACCELWhat is it? ACCEL (Access El Dorado) is a community-wide collaboration among public and private agencies seeking to create healthier communities, especially within vulnerable populations, in El Dorado County. Why do we do it? After identifying specific barriers to a healthy community, we developed improvements that include all partners and serve our entire community. These improvements are designed to help create a stronger, better coordinated community health care system for the people who live in El Dorado County. Barton Health is a key partner in this endeavor working with the Shingle Springs Community Health Clinic, Marshall Medical Center, El Dorado County Community Health Center and the El Dorado County Public Health Department.Program: Community Health Lecture SeriesWhat is it? A series of free lectures for our community by nurses, physical therapists, physicians and other health experts.Who is it for? For the South Lake Tahoe area and surrounding community members.Why do we do it? Health education is the key to a healthy community. By giving free lectures on health topics that are of interest to our community, we can promote preventative wellness.Impact: Over five lectures with an attendance of over 200 community members.Program: Telehealth for TahoeWhat is it? Barton Health now brings additional specialty health care to the South Lake Tahoe area through Telemedicine. The program allows Barton Health staff, nurses and physicians access to a virtual network of physicians to assist in consultations and monitoring of patients for better health care as well as offering patients a local alternative to travelling several hours to see a specialty health care provider. Who is it for? Community members who need access to specialists and do not have the means to travel to other communities to see them.Why do we do it? Being in a rural community, there is limited access to certain specialty services. By providing Telemedicine services, we can provide a high level of care and coordination with specialists in far-away areas for those patients who need it most.Impact: In 2010, Barton's Community Clinic performed more than 40 psychiatric and six endocrinology consultations a month. Program: 7th Grade EducationWhat is it? Barton Health focuses on the 7th grade students in our community for two education programs. The first program is called the Drug Store Project which educates students on the ramifications of the use of drugs and alcohol in under-aged students. We support Tahoe Youth and Family Services with this event by offering physicians, staff and props to educate our youth about the consequences of partaking in illegal drugs. The second program is a Health Career Day that allows students to shadow health care workers to see if health care is a career path they wish to pursue.Who is it for? South Lake Tahoe area youth in the 7th grade.Why do we do it? Lifestyle choices are made at this age. Healthy children with good lifestyle habits make healthy adults in our community.Impact: 450 children in the 7th grade.Program: Mom's Night OutWhat is it? This evening is a fun and informative night out for moms who had babies in 2010. Moms were invited to a special "Mom's Night Out" to review their childs' information before The Tahoe Tribune's "Babies of 2010" tabloid publication went to print and build relationships with other mothers. Who is it for? The event is specifically tailored to encourage new "2010" moms to take a "night off."Impact: 50 Attendees

Program: Barton Health Financial Assistance (Charity Care) ProgramWhat is it? The program assists patients of Barton Memorial Hospital with their medical bills. It matches the patients' ability to pay according to their unique circumstance. Patients are asked to complete an application and provide financial information about their income and assets to determine their ability to pay. The amount of discount the patient receives toward their medical bill depends on their adjusted income compared with the U.S. Department of Health & Human Services Poverty Income Guidelines. Who is it for? Designed for those patients who cannot afford their medical bills. Barton Health provides discounts for those with incomes up to 450 percent of the most recent Poverty Income Guidelines and/or under special circumstances.Impact: $4,192,426 affecting 1,542 patient accounts were written off for our community members.

Program: Barton Community ClinicWhat is it? The Barton Community Clinic provides routine medical and urgent care to Medicare and Medi-Cal beneficiaries in a Rural Underserved Area. Clinic patients can usually be seen "same day" which improves medical outcomes. The Barton Community Clinic employs 35 highly skilled, certified health care providers, medical support staff, and contracts with more than a dozen family and specialty physicians. Specialty physicians who see patients at the clinic include orthopedics, high risk obstetrics, gynecology, pain management, child psychiatry, adult telemedicine psychiatry, ADHD/ADD clinics and treatment, and neurology. Who is it for? More than 60 percent of the clinic's patients are women and children. The remaining 40 percent are teen and adult males. Approximately 43 percent of the patients use English as a second language.Private pay patients are charged on a sliding scale based on income and many pay as little as $5 for medical services. Patients are often undocumented migrant workers not eligible for Medi-Cal or are insured low income patients with very high deductibles. Migrant workers come to South Lake Tahoe to work in the Stateline casinos in the summer months and at the ski resorts during winter months.Why do we do it? Barton's Community Clinic serves as a gateway for patients in need of health care including those seeking Family Planning Services, Pre Conception information and referrals for sterilization, Level 1 infertility services, STD treatment, referrals for HIV services and screening for DES (diethylstilbestrol) exposure. The Barton Community Clinic operates at a loss of approximately $700,000 per year.

Number of Hospital Faciltiy - 0 Part V, Line 19d - Other Billing Determination of Individuals Without Insurance The Uninsured Patient Discount is a partial write-off of the hospital's undiscounted charges for covered services taken at the time an uninsured patient is billed for hospital services rendered. The Uninsured Patient Discount does not apply to patients who qualify for charity care or who receive services that are already discounted (i.e., package discounts for cosmetic services).Case rate and package rate pricing should not result in expected payment that is less than what the facility would expect had the Uninsured Patient Discount been applied to undiscounted charges for the services. Patients who are responsible for a hospital bill not covered or discounted by any type of insurance or governmental program, or whose benefts under insurance have been exhausted prior to admission are eligible for an Uninsured Discount if the patient or the patient's guarantor verifies that he or she is not aware of any right to insurance or government program benefits that would cover or discount the bill. Insurance in this case includes but is not limited to any HMO, PPO, indemnity coverage, or consumer-directed health plan. Barton Health offers Wellness Lab Blood Draws to the public. The draws are for any adult regardless of their health care coverage and are offered at a special wellness price twice a month at one location in California and one location in Nevada for a total of four lab draw days per month. At least three additional lab draw days were scheduled to accommodate high demand and to target PSA screenings for men. Who is it for? All adults, age 18 and over in the South Lake Tahoe area. Why do we do it? To offer a lower cost program to encourage our residents to be proactive about their health and see if there are any major health issues that can be identified before they become chronic or life-threatening.Impact: During 2010, around 1,500 community members received these lab draws.Program: Wellness Electrocardiogram (EKG) testsWhat is it? Barton Health offers wellness electrocardiogram tests (EKGs) to the public. EKGs are offered twice a month through Barton Memorial Hospital's Medical Imaging Department.Who is it for? EKGs are for any member of the public regardless of their health care coverage. Why we do it? Barton Health believes in offering affordable preventative screenings to our community. This service allows those who need an EKG to receive one with minimal impact to their finances.Impact: During 2010, around 90 community members received the wellness EKG services.Program: Community Flu and Pneumonia VaccinationsWhat is it? Barton Health offered discounted flu and pneumonia vaccinations to the community in Fall 2010 at Barton Urgent Care and Barton Family Medicine. Barton also offered on-site vaccinations for area employers who requested this service at their location of business for their employees at no additional charge.Who is it for? South Lake Tahoe area community membersWhy do we do it? To decrease the number of people who contract the flu and pneumonia for a healthy communityImpact: 635 flu and pneumonia vaccinations were given in 2010 through this program. Program: H1N1 Community Flu VaccinationsWhat is it? The vaccine was offered free of charge and was administered subject to availability. The community flu shot clinics in the Placerville area were sponsored by the El Dorado County Health Services Department, Public Health Division; the clinics in South Lake Tahoe were organized by Barton Health and co-sponsored by the Health Services Department and the Lake Tahoe Unified School District. Because of the small amounts of vaccine being shipped in the early segment of the H1N1 flu season, children only were vaccinated at the first clinic and as vaccine supplies became more plentiful, the H1N1 flu clinics were open to the entire community. These H1N1 vaccine clinics were held at area schools and the Lake Tahoe Community College.Who is it for? The H1N1 vaccination clinics were open to all El Dorado County residents, children, adults and the elderly. Why do we do it? To keep our community healthy and reduce flu related illnesses.Impact: From 2009 to 2010, 2088 children, adults and elderly received the H1N1 vaccination (700 of the 2088 were vaccinated in early 2010). Program: Latino Family Health DayWhat is it? Through donations from Barton Foundation and local service clubs, Barton Health partnered with more than a dozen local non-profit agencies to present about 20 free medical screenings and discounted wellness lab draws. Barton Health provided nearly a dozen health screening booths. In partnership with various community organizations, this event was made possible. There were children's activities, health related booths, food and fun for the entire family. Who is it for? This event was open to everyone in the community - with Spanish speaking interpreters available for the Latino community. Why do we do it? These free medical screenings and affordable wellness lab draws were brought to the community to help diagnose possible illnesses early.Impact: 500 attendees. OTHER PROGRAM SERVICES 5: Program: Online e-newsletters and Health LibraryWhat is it? Barton Health offers e-newsletters specific to the community members' interests. We have three e-newsletters that are sent out monthly to those that subscribe; general e-newsletter, pregnancy e-newsletter (sent out weekly) and parenting e-newsletter. The www.bartonhealth.org site also includes a full health library for questions about most health topics. Barton pays around $12,000 for this service to the community.Who is it for? Primary targets for this e-newsletter are residents of the South Lake Tahoe, Carson City and Carson Valley areas.Why do we do it? To continue to offer preventative wellness education and health resources for a healthy community.Impact: Community members have 24/7 access to local health information pertinent to their interests.Program: Community NewsletterWhat is it? A community health newsletter is mailed to over 50,000 homes. This piece includes seasonal health information that is pertinent to our residential population. Health tips, stories by our physicians and other helpful health resource information is included.Who is it for? All residents of the South Lake Tahoe, Carson City and Carson Valley areas.Why do we do it? To inform the public about services available and to give them information they need to make healthy decisions and practices in their life. Impact: Over 50,000 residents have the opportunity to get time sensitive, area specific health information. OTHER PROGRAM SERVICES 6: Program: Free MammogramsWhat is it? Barton Health, through grants received, provides free mammograms to those who are uninsured or underinsured and cannot afford one. Who is it for? Patients are identified through the Barton Community Clinic as candidates for this program. Women who are uninsured and fall within the guidelines are the best candidates for this program.Why we do it? We care about our community and feel that everyone has a right to health care, including preventative screenings. Mammograms can help save lives. OTHER PROGRAM SERVICES 7: Program: Emergency Management Community CouncilWhat is it? Barton Health chairs and hosts the Emergency Management Community Council. This council met monthly in 2010 with area agencies to discuss emergency preparedness and education to the South Lake Tahoe Community. Exercise drills, emergency preparedness materials and other programs come out of this group. Who is it for? The group was designed with the health and safety of our community in mind. The group includes representatives from Barton Health, Red Cross, El Dorado County Public Health, fire departments, police, Sherriff, ham radio and other representatives.Why do we do it? To protect the health of our community by being prepared and knowing our emergency partners in the event of an emergency in the South Lake Tahoe area.Impact: Emergency readiness for the next local disaster. OTHER PROGRAM SERVICES 8: Program: Childbirth EducationWhat is it? Barton Health, through Barton University, offered free and discounted Childbirth Education courses. In 2010, classes were offered in a five night format or a one day refresher class. The five night classes met every other month and the refresher classes met one day per month. Thanks to a grant from "First Five" through El Dorado County, Barton's childbirth education classes and refresher courses were available to expecting mothers and new parents at significant discounts. Who is it for? Expectant mothers and a partner. Why do we do it? Educate and comfort expectant mothers on what to expect during the later part of pregnancy and the hospital/delivery experience. Impact: 142 expecting parents/partners attended the classes.Program: Child/Infant CPR & First AidWhat is it? Classes given at a discount to educate community members on CPR and First Aid for infants and children. Who is it for? The entire community, but is targeted for new parents, and those who are around infants and young children, including daycare providers, grandparents and babysitters.Why we do it? Educating our community in emergency preparedness and treatment will help to save lives.Impact: 81 community members attended the courses. OTHER PROGRAM SERVICES 9: Program: Community Event Health ScreeningsWhat is it? Barton Health participates in many health fairs and other community events throughout the year including Air Fest, Tahoe Country Fair, Heavenly Fair, Chamber.org Business Expo, Day of the Young Child, Earth Day, Senior Celebration, South Lake Tahoe Farmer's Market, Carson Valley Medical Center Vendor Fair, Death Ride, Ride Around the Lake, Lake Tahoe Marathon, Relay for Life and others. At most events, Barton offers a free medical service such as blood pressure screening, lab draws, diabetes screening, CPR training, bone density screenings, cholesterol screening and body fat composition.
