PROGRAM SERVICE STATEMENT FORM 990, PART III, LINE 4A COMMUNITY INVESTMENT STRATEGIES: UNITED WAY OF GREATER MILWAUKEE'S PHILOSOPHY: EVERYONE DESERVES OPPORTUNITIES TO BUILD A GOOD LIFE - A QUALITY EDUCATION THAT LEADS TO A STABLE JOB, ENOUGH INCOME TO SUPPORT A FAMILY THROUGH ALL OF LIFE'S STAGES, GOOD HEALTH AND A SAFE HOME. UNITED WAY OF GREATER MILWAUKEE'S GOAL: TO CREATE LONG-LASTING CHANGE BY ADDRESSING OUR COMMUNITY'S MOST SERIOUS PROBLEMS THROUGH PROVIDING ACCESS TO HIGH-QUALITY BASIC NEEDS SERVICES AND BREAKING THE CYCLE OF POVERTY. UNITED WAY OF GREATER MILWAUKEE'S STRATEGY: FOCUS ON THREE CRITICAL ISSUE AREAS, EDUCATION, INCOME AND HEALTH - THE BUILDING BLOCKS TO A GOOD LIFE. EDUCATION - HELPING CHILDREN AND YOUTH ACHIEVE THEIR POTENTIAL: TODAY'S YOUNG AMERICANS ARE LESS LIKELY TO EARN DIPLOMAS THAN THEIR PARENTS, A DISTINCTION NOT SHARED BY ANY OTHER INDUSTRIALIZED COUNTRY. UNITED WAY OF GREATER MILWAUKEE IS CHANGING THAT REALITY BY BOOSTING EVERY CHILD'S CHANCE FOR SUCCESS IN SCHOOL, WORK AND LIFE. OBJECTIVES: INCREASE THE NUMBER OF CHILDREN WHO * ENTER SCHOOL READY TO SUCCEED. * READ PROFICIENTLY BY 4TH GRADE. * GRADUATE FROM HIGH SCHOOL ON TIME. * ARE PREPARED FOR SUCCESS IN COLLEGE, WORK AND LIFE. UNTIL 3RD GRADE, CHILDREN ARE LEARNING TO READ. AFTER 4TH GRADE, THEY'RE READING TO LEARN. BY 4TH GRADE, A CHILD'S GRADES AND ABSENTEEISM CAN PREDICT WITH 90% ACCURACY WHETHER HE OR SHE WILL GRADUATE FROM HIGH SCHOOL ON TIME. UNITED WAY RESULT: 92% OF CHILDREN IN UNITED WAY YOUTH PROGRAMS SAY THEY TRY HARDER TO DO THEIR BEST IN SCHOOL. INCOME - PROMOTING FINANCIAL STABILITY AND INDEPENDENCE AS MANY AS ONE-THIRD OF WORKING AMERICANS DO NOT EARN ENOUGH MONEY TO MEET THEIR BASIC NEEDS AND HAVE NO ABILITY TO SAVE FOR COLLEGE, A HOME, OR RETIREMENT. UNITED WAY OF GREATER MILWAUKEE PROVIDES TOOLS THAT HELP FAMILIES INCREASE AND MAXIMIZE THEIR INCOME TO MEET DAILY EXPENSES, AND BEGIN THE LONGER-TERM PROCESS OF SAVING AND BUILDING ASSETS. OBJECTIVES: INCREASE THE NUMBER OF ADULTS AND FAMILIES WHO * EARN ENOUGH INCOME TO MEET DAILY EXPENSES AND BASIC NEEDS. * HAVE SKILLS TO GAIN AND SUSTAIN EMPLOYMENT. * SAVE FOR AND BUILD ASSETS LIKE HOME OWNERSHIP OR POSTSECONDARY EDUCATION. RESEARCH INDICATES THAT AS LITTLE AS 10 HOURS OF PERSONAL FINANCIAL EDUCATION POSITIVELY AFFECTS SPENDING AND SAVINGS HABITS. OUR NATION'S PERSONAL SAVINGS RATE IN 2006 WAS -1%, THE LOWEST IN 73 YEARS. OVER 40% OF THE AVERAGE U.S. FAMILY'S NET WORTH IS IN THE FORM OF HOME EQUITY. UNITED WAY RESULT: THE AVERAGE MILWAUKEE HOMEOWNER WAS SEVEN TIMES MORE LIKELY TO FORECLOSE COMPARED TO INDIVIDUALS WHO ATTENDED UNITED WAY HOME PRE-PURCHASE CLASSES. HEALTH - PROVIDING BASIC NEEDS AND IMPROVING PEOPLE'S HEALTH AND SAFETY HEALTH IMPACTS EVERY ASPECT OF A PERSON'S DAILY LIFE. UNITED WAY OF GREATER MILWAUKEE ENSURES PEOPLE HAVE ACCESS TO BASIC HUMAN NEEDS LIKE FOOD AND SHELTER, AND RESOURCES TO LIVE HEALTHY LIVES FROM PRENATAL PROGRAMS TO END-OF-LIFE CARE, AND EVERYTHING IN BETWEEN. OBJECTIVES: INCREASE ACCESS TO * EMERGENCY RESOURCES AND BASIC NEEDS LIKE FOOD AND SHELTER. * PHYSICAL AND MENTAL HEALTH CARE, DENTAL CARE AND AFFORDABLE PRESCRIPTIONS. * SUBSTANCE ABUSE, CHILD ABUSE AND FAMILY VIOLENCE PREVENTION SERVICES. * A SUPPORT NETWORK TO HELP INDIVIDUALS WITH COGNITIVE AND PHYSICAL DISABILITIES TO LIVE INDEPENDENTLY, AND WITH DIGNITY. * RESOURCES TO HELP OLDER ADULTS REMAIN HEALTHY AND SAFE IN THEIR OWN HOMES. MILWAUKEE HAS ONE OF THE HIGHEST TEEN BIRTH RATES IN THE COUNTRY. UNITED WAY RESULT: IN OCTOBER 2010, THE CITY OF MILWAUKEE HEALTH DEPARTMENT ANNOUNCED MILWAUKEE'S TEEN BIRTH RATE DECLINED FOR THE THIRD YEAR IN A ROW THANKS TO UNITED WAY'S LEADERSHIP IN ADDRESSING THE ISSUE AND CONVENING COMMUNITYWIDE ORGANIZATIONS TO COMBINE EFFORTS.
PROGRAM SERVICE STATEMENT FORM 990, PART III, LINE 4B SPECIAL INITIATIVES - TEEN PREGNANCY PREVENTION UNITED WAY OF GREATER MILWAUKEE AND PARTNERS RECORDED A FOUR-YEAR DECLINE IN TEEN BIRTH RATES IN THE TARGET GROUP IN MILWAUKEE. FROM A STARTING RATE OF 52 BIRTHS TO TEEN MOTHERS AGES 15 TO 17 IN 2006, THE RATE DECLINED TO 44.4 BIRTHS PER 1,000 GIRLS IN 2009 (15%). THESE DECLINES OCCURRED EVEN WHILE MILWAUKEE'S POVERTY LEVEL ROSE. TEEN BIRTH RATES HAVE TRADITIONALLY GONE UP WITH POVERTY RATES, SO THIS IS A SIGNIFICANT FINDING THAT SUGGESTS MULTIPLE, POSITIVE FORCES ARE AT WORK. THE INNOVATIVE TEEN PREGNANCY PREVENTION COLLABORATIVE FUND, OF WHICH ROCKWELL IS A FOUNDING MEMBER, HAS AWARDED OVER 300,000 IN NEW DOLLARS TO INNOVATIVE PREGNANCY PREVENTION PROGRAMMING SINCE 2010. IN 2011, THE INITIATIVE WAS RECOGNIZED NATIONALLY BY MUTUAL OF AMERICA AND THE WHITE HOUSE AS A LEADING COLLABORATIVE IN THE NATION. JUST THIS WEEK, REPRESENTATIVES OF BRIDGESPAN VISITED MILWAUKEE TO LEARN MORE ABOUT OUR WORK. CLEARLY, OUR WORK IS RESONATING.
