Komen for the Cure Advocacy Alliance (KAA) is the non-profit, non-partisan advocacy organization that provides a voice for the 2.5 million breast cancer survivors and those who love them and works to educate and encourage lawmakers, candidates, and government leaders to support legislative, regulatory and other policies that will help end breast cancer forever.

Supplemental Compensation Information Form 990, Part VII and Schedule J-2 Form 990, Part V, Line 2A - Number of employees reported on Form W-3 reported as zero (-0-). The Organization currently has no employees and utilizes employees of The Susan G. Komen Breast Cancer Foundation, Inc. (The Foundation) through a shared services agreement with costs and expenses reimbursed by the Organization. All wages of Advocacy Alliance have been appropriately included in the Foundation's payroll related reporting and tax filings under EIN # 75-1835298. Although the employees that participate in the shared services are included as part of the Foundation's payroll tax filings, the salaries and related expenses are shown on the Advocacy Alliance Form 990, Part VII and Part IX, Lines 5 through 10. Schedule J, Part I, Line 4a A severence payment was made during the year to Jennifer Luray. Schedule J, Part I, Line 7 The individuals listed on schedule J are employees of Susan G Komen for the Cure Breast Cancer Foundation and participate in that organization's bonus and incentive compensation plan. All employees are eligible to participate in the bonus incentive plan. There were no payments made in calendar year 2010.

STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTS Part III, LINES 4A-4C State Issues Education and Advocacy KAA developed and implemented various education and advocacy initiatives to encourage state elected and agency officials to support policies and legislation that further the overall mission to end breast cancer forever. KAA conducted education and outreach with key state elected leaders, state agencies, and candidates on breast cancer and breast health issues. Additionally, KAA coordinated various grassroots campaigns to mobilize the KAA network of breast cancer advocates. With states across the country facing serious budget deficits, these efforts helped to preserve over $100 million for screening programs for low income, uninsured and underinsured women in 40 states. KAA was also involved in the following legislative successes: Oral chemotherapy parity legislation was passed in 4 states, breast density legislation was passed in Texas; and legislation was passed with funding to expand Treatment Act coverage in Oregon. Federal Issues Education and Advocacy Through education, outreach and advocacy initiatives, KAA worked to encourage federal lawmakers, agency heads, and candidates to support programs, legislation, and policies that advance our mission of ending breast cancer forever. Specifically, KAA, with the support of its network of breast cancer advocates, engaged in efforts to educate lawmakers about the importance of early detection and to encourage their support for funding for the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) and for continuing to invest in breast cancer research. These efforts helped to maintain $206 million for NBCCEDP in the FY11 budget and result in only minimal cuts to the NIH/NCI budget. Grassroots Outreach and Education. KAA actively recruited advocates to further strengthen its grassroots advocacy network. KAA also implemented various programs to educate and engage advocates in breast cancer policy issues.
Member Election Form 990, Part VI, Question 6, 7a & 7b Susan G. Komen for the Cure Advocacy Alliances corporate documents provide for a sole Class A Voting Member and Class B Non-Voting Members. The sole Class A Voting Member is The Susan G. Komen Breast Cancer Foundation, Inc. Currently, there are no Class B Non-Voting Members. The Class A Voting Member may elect up to 15 members of the 31 member Board of Directors, but in no event will the Board of Directors have more than one less Class A Director than non-Class A Directors. The Class A Voting Member may elect 4 members of the 9 member Executive Committee of the Board of Directors, with the remaining 5 members elected by the Board. The Class A Voting Member approves all Non-Class A directors elected to the Board and to the Executive Committee. The Board of Directors needs the affirmative vote of the Class A Voting Member for any amendment or restatement of the Certificate of Formation, adoption, material alteration, material amendment or repeal of the Bylaws, any merger, creation of or dissolution of any subsidiaries or other legally-related organizations, entry into any contracts with a value in excess of $500,000 in the aggregate, material modification of the Susan G. Komen for the Cure Advocacy Alliances tax exempt status, sale of all or substantially all of the assets, conveyance of any real property, plan of conversion, plan of exchange, voluntary winding up or plan of distribution of the Susan G. Komen for the Cure Advocacy Alliance.
Describe the Process used by Management &/or Governing Body to Review 990 Form 990, Part VI, Question 11B MANAGEMENT PREPARES THE MATERIALS FOR THE FORM 990, WITH THE ASSISTANCE AND REVIEW BY EXTERNAL ACCOUNTANTS. SENIOR LEVELS OF MANAGEMENT REVIEW AND COMMENT ON THE FINAL DRAFT OF THE FORM 990 FOR PRESENTATION TO THE BOARD. The Executive Committee of the Board of Directors reviews and approves the Form 990 prior to being filed. Thereafter, each member of the Board of Directors receives an electronic copy of the Form 990 via email prior to the form being filed.
Description of Process to Monitor Transactions for Conflicts of Interest Form 990, Part VI, Question 12c The organization produces an annual survey requiring all employees, board members, committee members and advisory boards to inform on conflicts. Any conflicts are then reviewed by management and the audit committee and appropriate measures are taken. In addition, those same people have the obligation to update the conflict of interest statements during the year.
Offices & Positions for Which Process was Used, & Year Process was Begun Form 990, Part VI, Question 15a & 15b Beginning in 2007, the Board of Directors oversees compensation policies and practices. Responsibilities include oversight of the compensation of Senior Management, the range of compensation levels for the Organization's employees, and incentive/bonus compensation programs. The Organization currently has no employees and utilizes employees of The Susan G. Komen Breast Cancer Foundation, Inc. through a shared services agreement with costs and expenses reimbursed by the Organization. As part of the shared services, the Susan G. Komen for the Cure Advocacy Alliance utilizes the assistance of The Susan G. Komen Breast Cancer Foundation, Inc. in determining appropriate and reasonable compensation levels. The Susan G. Komen Breast Cancer Foundation, Inc. maintains a formal compensation policy that governs pay practices. Periodically, all positions are reviewed against external market data, engaging independent experts to conduct the benchmarking process. Compensation is then based upon comparable market rates of pay with consideration for internal equity and the financial position of the Organization. Salary increases, promotions or other forms of compensation are provided without regard to race, color, religion, gender, national origin, disability, veteran status or sexual orientation.
