New Program Services Form 990, Part III, line 2 In 2010 the organization undertook a new program service activity, the Domestic Policy Program, which is included under Part III - Line 4d and further described in this section.
Form 990, Part VI, Section A, line 2   Trustees John Dyson and Robert Dyson are brothers. Trustees Barbara Manfrey Vogelstein and John Vogelstein are married.
Form 990, Part VI, Section A, line 8b   The Third Way Board of Trustees (its governing body) did not have any committees with authority to act on its behalf in 2010.
Form 990, Part VI, Section B, line 11   First, the President, Treasurer and Chief Financial Officer conducted an in-depth review of an electronic version of the draft Form 990 as prepared by the CPAs. A second draft Form 990 was then reviewed by legal counsel. After incorporating additional changes,the updated, final version of the Form 990 was sent via e-mail to all members of the Board of Trustees for their review prior to filing the tax return with the IRS.
  Form 990, Part VI, Section B, line 12c The conflict of interest policy is furnished annually to senior staff and Trustees, and new individuals are provided with a copy of this policy upon joining the Board of Trustees or senior staff.

ECONOMIC PROGRAM Form 990, Part III, Line 4a Please note that for this program, and for all of the organization's programs, all reports developed by Third Way are made available to the general public through its website: www.thirdway.org. In 2010, the Economic Program had a number of significant exempt purpose achievements, including: 1. Middle Class Success: Proposed an extensive policy agenda to help middle-class Americans succeed economically. The agenda included ideas to: make college more affordable and accessible, build and preserve retirement savings, afford child care, empower consumers, and launch and support small businesses. 2. Federal Budget: Produced a series of policy memos, events, and proposals to highlight the threat presented to ecomonic growth by the federal budget deficit, put forward ideas to curb federal spending, and advocate improvements to the budget process. 3. Health Care Reform: Released a report describing how health care reform would lower health care costs and spending. 4. Trade and the Economy: Released reports, memos and held an event exploring how robust efforts to increase exports and enhance enforcement of trade rules can foster job creation and economic growth.
CULTURE PROGRAM Form 990, Part III, Line 4d In 2010, the Culture Program had a number of significant exempt purpose achievements, including: 1. Abortion: Released a memo summarizing the progress made on finding common ground on the issue of abortion. 2. Immigration: Released a memo reviewing public opinion research on immigration and offering a suggested framework for talking about reform with moderates. 3. Gay Equality: Released a report based on original public opinion research analyzing how to most effectively persuade the middle to support marriage. 4. Religion: Released a report offering a roadmap for reaching religious Americans on public policy issues.
CLEAN ENERGY PROGRAM Form 990, Part III, Line 4c In 2010, the Clean Energy Program had a number of significant exempt purpose achievements, including: 1. Spurring Energy Efficiency in Rural America: Released a policy paper proposing the creation of a program to encourage and help rural families pay for home energy efficiency improvements. 2. Expanding Use of Natural Gas: Issued a policy paper recommending ways to encourage the replacement of emission-intense fuels, including coal and diesel, with natural gas to reduce pollution. 3. Small Modular Reactors: Released a paper on the next-generation nuclear reactors, offering ideas to increase the use of pollution-free power. 4. Nuclear Revival: Convened a day-long conference with key policy makers and advocates of nuclear energy to discuss how to encourage construction of new nuclear power plants in the US to accelerate the use of clean energy and create new jobs.
NATIONAL SECURITY PROGRAM Form 990, Part III, Line 4b In 2010, the National Security Program had a number of significant exempt purpose achievements, including: 1.New START: Released two papers analyzing the New START treaty with Russia and outlining the national security implications of the accord. 2.Cybersecurity: Issued a paper calling for a U.S. lead cybersecurity summit as the first step in building an international cybersecurity treaty. 3.Intel Reform: Issued a memo on appropriate oversight for the intelligence community. 4.Issued a paper on the growing mental health crisis in the military and its implications for military readiness.
DOMESTIC POLICY PROGRAM Form 990, Part III, Line 4d In 2010, the Domestic Policy Program had a number of significant exempt purpose achievements, including: 1. Housing Crisis: Released a memo on the tremendous damage a national moratorium on housing foreclosures would do to the economy as a whole.
