WITHOUT PUBLIC SUPPORT TO SOLVE THE CLIMATE CRISIS, U.S. LEADERSHIP WILL NOT ADDRESS THE ISSUE DOMESTICALLY AND NEGOTIATION OF AN EFFECTIVE INTERNATIONAL TREATY WILL BE IMPOSSIBLE. THE ALLIANCE MISSION IS TO PERSUADE THE AMERICAN PEOPLE, AND PEOPLE ELSEWHERE IN THE WORLD, OF THE IMPORTANCE AND URGENCY OF ADOPTING AND IMPLEMENTING EFFECTIVE AND COMPREHENSIVE SOLUTIONS FOR THE CLIMATE CRISIS.

IF THE DOCUMENTS COMPLY WITH THE ALLIANCE'S REQUIREMENTS, THE GRANTEE SIGNS THE AGREEMENT AND SENDS THE EXECUTED DOCUMENT BACK TO THE ALLIANCE. THE AGREEMENT IS THEN SIGNED BY A DULY AUTHORIZED OFFICER OF THE ALLIANCE. 6. A REQUEST FOR FUNDING IS SUBMITTED TO THE ALLIANCE'S ACCOUNTING DEPARTMENT. AS SUCH, THE INTERNAL PROCEDURES OBSERVED IN THE EVALUATION OF GRANTEES ARE AS FOLLOWS: 1. AN ORGANIZATION DETERMINED TO MEET THE ALLIANCE'S STRATEGIC GOALS IS IDENTIFIED. 2. THE ALLIANCE'S DESIGNATED STAFF VERIFIES THROUGH PUBLICLY AVAILABLE SOURCES, SUCH AS THE INTERNET, THAT THE POTENTIAL GRANTEE WOULD BE CAPABLE OF ACCOMPLISHING THE CHARITABLE PURPOSE OF A GRANT. BASED ON THE FINDINGS, A RECOMMENDATION IS MADE ON WHETHER IT IS SUITABLE FOR A GRANT TO BE MADE TO THE ORGANIZATION. IF SUITABLE, A FUNDING RECOMMENDATION IS PROVIDED TO THE ALLIANCE'S CEO AND CFO FOR REVIEW AND APPROVAL. 3. THE PROSPECTIVE GRANTEE PROVIDES THE ALLIANCE WITH A WRITTEN GRANT PROPOSAL, WHICH INCLUDES A STATEMENT OF WORK DETAILING THE CHARITABLE PURPOSE OF THE GRANT, PERFORMANCE MILESTONES, A BUDGET, AND A REPORTING SCHEDULE. THE ORGANIZATION IS ASKED TO PROVIDE AN IRS DETERMINATION LETTER OR ADVANCE RULING NOTICE OF NONPROFIT/CHARITABLE ORGANIZATION STATUS AND OTHER INFORMATION PROVING GOOD CHARACTER AND FINANCIAL STANDING AS DEEMED NECESSARY BY THE ALLIANCE. ONCE THE GRANT PROPOSAL IS APPROVED BY THE ALLIANCE'S CEO AND CFO, THE TERMS OF THE AGREEMENT ARE NEGOTIATED BY BOTH PARTIES AND THE GRANT AGREEMENT IS DRAFTED. 4. WHEN THE APPROPRIATE DOCUMENTATION IS RECEIVED BY THE ALLIANCE AND DETERMINED TO COMPLY WITH ITS REQUIREMENTS, THE GRANTEE IS ASKED TO SIGN THE AGREEMENT AND SEND THE EXECUTED DOCUMENT BACK TO THE ALLIANCE. THE AGREEMENT IS THEN SIGNED BY A DULY AUTHORIZED OFFICER OF THE ALLIANCE AND A FULLY EXECUTED COPY IS PROVIDED TO THE GRANTEE FOR ITS RECORDS. 5. SUBSEQUENT PAYMENTS PURSUANT TO THE AGREEMENT, IF ANY, ARE CONTINGENT UPON TIMELY RECEIPT OF REPORTS AND A DETERMINATION AS TO WHETHER OR NOT THE GRANTEE HAS MET ITS KEY PERFORMANCE INDICATORS AND MILESTONES. THE ALLIANCE'S DESIGNATED STAFF TRACKS DEADLINES ACCORDING TO THE REPORTING SCHEDULE AND COMMUNICATES WITH THE GRANTEE TO ENSURE THAT IT IS ABLE TO MEET ITS TARGETS AND COMPLY WITH ALL GRANT REQUIREMENTS. FINAL PAYMENT TO THE GRANTEE IS MADE ONLY WHEN ITS OBLIGATIONS UNDER THE AGREEMENT ARE SATISFIED.
