Description of Uncertain Tax Positions Under FIN 48:	Part X:	The Council is exempt from taxation as a nonprofit organization in accordance with 501(c)(5) of the Internal Revenue Code. On February 28, 2011, the Council adopted the recognition requirements for uncertain income tax positions as required by the Financial Accounting Standards Board (FASB) Accounting Standards Codification 740-10 (formerly known as FASB Interpretation No. 48, Accounting for Uncertainty in Income Taxes), with no cumulative effect adjustment required. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return, only when it is determined that the income tax position will more-likely-than-not be sustained upon examination by taxing authorities. The Council has analyzed tax positions taken for filing with the Internal Revenue Service and the state jurisdiction where it operates. The Council believes that income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse affect on the Councils financial condition, results of operations or cash flows. Accordingly, the Council has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at February 28, 2011. The Council is subject to routine audits by taxing jurisdictions; however, there are currently no audits in progress for any tax open tax periods. The Council's open audit periods are the years ended February, 2008, 2009, and 2010.
