MONITORING ALL STATE LEGISLATURES, AND LOBBYING NON-TARGETED STATE LEGISLATURES: Monitored all marijuana-related bills in the 50 states and the District of Columbia, published information on these bills on 51 state Web pages, issued state-specific email alerts to MPP's email subscribers in each state, and assisted with the drafting of legislation in a handful of states. (The total expense includes $1,371 for the staff/overhead costs of monitoring the progress of the grants that were issued to grantees in four states.)

NEVADA BALLOT INITIATIVE: Began a signature drive in Nevada to place a statewide initiative to tax and regulate marijuana like alcohol on the November 2012 ballot. The signature drive was aborted in June 2010, because of lack of funding.

ILLINOIS LOBBYING: Lobbied the Illinois legislature to pass legislation to (1) allow patients to use, possess, and grow their own marijuana for medical purposes; and (2) authorize nonprofit dispensaries to sell marijuana to patients. The bill came within three votes of passing on the floor of the state House, after having passed the state Senate in 2009 by the exact-minimum number of votes that were needed to pass in that chamber; in addition, the bill is supported by the governor. The process must now start over in early 2011.

FEDERAL LOBBYING: Monitored all marijuana-related bills in Congress, and specifically lobbied to build support for the introduction of three bills in the U.S. House to (1) end marijuana prohibition entirely on the federal level; (2) treat state-legal, marijuana-related businesses the same as any other business under the federal tax code; and (3) remove the threat of federal retribution against banking institutions that do business with state-legal, marijuana-related businesses. In the meantime, all this activity served to highlight the need to pass broad-based medical-marijuana legislation in Congress.

ARIZONA BALLOT INITIATIVE: Finished the statewide signature drive to place MPP's medical-marijuana initiative on the November 2010 ballot, including paying for petitioners, an in-state consulting firm, and one in-state MPP employee. On Election Day in November 2010, the initiative passed with 50.13% of the vote, making Arizona the 15th state to legalize medical marijuana.

NEW YORK LOBBYING: MPP was already primarily responsible for twice passing a good medical-marijuana bill through the Assembly side of the New York legislature, but the state Senate continues to hover just below 50% support. The focus of MPP's lobbying in 2010 was to pick up just a couple of votes in the state Senate; at the moment that it looked like this might happen, the state legislature had to adjourn for the year. This means the process must start over in early 2011, which isn't necessarily bad; rather, it's just as challenging as in previous years.

MASSACHUSETTS LOBBYING: Continued lobbying the Massachusetts legislature to pass medical-marijuana legislation. It's becoming clear that moving a bill through the legislature will be almost impossible without a fantastically large amount of money to pressure a couple of recalcitrant committee chairs, so the plan is to save money in 2011 and instead pursue a statewide ballot initiative, which will pass easily, according to public-opinion polling.

RHODE ISLAND LOBBYING: Following up on the aftermath of overriding Gov. Donald Carcieri's (R) veto of MPP's bill -- which marks the third time that the Rhode Island legislature overrode his veto to enact a good medical marijuana law in a handful of years -- MPP started the process of lobbying the state legislature to decriminalize the personal possession of marijuana for recreational use.

DELAWARE LOBBYING: Continued lobbying the Delaware legislature to pass medical marijuana legislation. MPP's bill passed a key committee in the state Senate, setting the bill up for passage in the legislature in 2011.

CALIFORNIA LOBBYING: Lobbied the California legislature to (1) pass legislation to tax and regulate marijuana like alcohol, (2) build support for legislation to create a state-licensing system for medical-marijuana dispensaries and their growers, and (3) fending off bad medical-marijuana legislation. Also, on the local level, MPP continued lobbying county-by-county to implement the 2003 state law (S.B. 420) that requires counties to issue medical marijuana ID cards to qualified patients. By the end of 2010, 97% of California's counties were abiding by state law, comprising 99.7% of the state's population.

NEW HAMPSHIRE LOBBYING: Recovering from the veto of MPP's medical-marijuana bill by Gov. John Lynch (D) in 2009, MPP and a grantee did a relatively low level of lobbying in New Hampshire in 2010, for the purpose of building support for a major push to enact the bill during the 2011-2012 legislature.

VERMONT LOBBYING: Lobbied the Vermont legislature to pass a marijuana-decriminalization bill, as well as a medical-marijuana-dispensary bill (to expand on the medical-marijuana law that MPP enacted in Vermont in 2004).

MARYLAND LOBBYING: Started the serious effort of lobbying the Maryland legislature to pass MPP's medical-marijuana bill. The lobbying effort will surely escalate in 2011, with the goal of enacting the bill during the 2012 legislative session. (MPP was primarily responsible for enacting Maryland's first, watered-down, medical-marijuana law in 2003, which was signed by then-Gov. Bob Ehrlich (R). The goal now is to improve the state law so that patients are no longer subject to arrest.)

MINNESOTA LOBBYING: Recovering from the veto of MPP's medical-marijuana bill by Gov. Tim Pawlenty (R) in 2009, MPP did a low level of lobbying in the Minnesota legislature in 2010, in the hope that a good governor would be elected in November 2010. This did not happen, as Mark Dayton (D) defeated Margaret Kelliher (D) in the primary election in 2010, virtually ensuring that MPP's medical-marijuana bill cannot be enacted until 2015. As a result, MPP has almost completely suspended lobbying efforts in Minnesota until 2014 or 2015.

LOBBYING: After the federal government removed the federal prohibition of medical marijuana in the District of Columbia in late 2009, MPP took charge of lobbying the local D.C. government to implement the local law with a minimum of restrictions against businesses that might choose to start growing and/or selling medical marijuana in D.C.

 m 70,000 MPP and MPP Foundation shared office space and therefore a photocopier, fax machine, printers, phones, and other equipment. Regardless, each organization paid its own share of the rent, the purchase of equipment, and the rental of equipment. So the $70,000 figure that's reported here is really just an estimate of the value of resources that were shared; there was no transfer of $70,000 from one organization to the other.
