In March 2010, the Town of Fort Mill entered into an agreement with Leroy Springs & Co. to jointly provide youth athletic programs (football, soccer, basketball, baseball, softball, cheerleading, etc.) to the public.

The governing body consists of eight members which have voting rights on matters regarding any amendments to the corporation's Certificate of Incorporation, dissolution/liquidation of corporation, amendment/repeal of any provision of certain articles in bylaws, election of new members, dispositions of interests in real property, and/or the development or use of real estate for recreation and/or preservation. The body also consists of seven directors (three of which are also members) who have voting rights on the general management of the affairs of the corporation. In addition, four directors make up the Executive Committee which has immediate charge, management, and control of the business affairs and charitable activities of the corporation.

The corporation amended its bylaws February 15, 2010 to reflect a change in Article III Section 1. The change included an updated mission statment for the corporation. A copy of the amended and restated bylaws has been attached.

Each director, principal officer and member of a committee with governing board delegated powers shall annually sign a statement which affirms such person: a) has received a copy of the conflicts of interest policy; b) has read and understands the policy; c) has agreed to comply with the policy; and d) understands the organization is charitible and in order to maintain its federal tax exemption, it must engage primarily in activities which accomplish one or more of its tax-exempt purposes. To ensure the organization operates in a manner consistent with charitable purposes, periodic reviews shall be conducted. The reviews shall include determining whether compensation arrangements are reasonable and whether partnerships, joint ventures, and arrangements with management organizations conform to the written policies, are properly recorded, reflect reasonable investment or payments for goods and services, further charitable purposes and do not result in inurement, impermissible private benefit or in an excess benefit transaction.
