SCHEDULE I, PART I, LINE 2 DESCRIPTION OF ORGANIZATION'S PROCEDURES FOR MONITORING THE USE OF GRANTS THE RESPONSIBILITY FOR MONITORING GRANT AND PROGRAM DISTRIBUTIONS IS DISTRIBUTED TO FIVE COMMITTEES REPRESENTING FIVE PROGRAM AREAS. THE FIVE PROGRAM AREAS ARE SERVING THE VULNERABLE (HELPING THOSE IN NEED), LEADERSHIP (DEVELOPING THE NEXT GENERATION OF LEADERS), ISRAEL & OVERSEAS (PARTNERING WITH ISRAEL AND THE GLOBAL COMMUNITY), COMMUNITY (BUILDING A DIVERSE AND TOLERANT LOS ANGELES), AND EDUCATION (STRENGTHENING JEWISH IDENTITY THROUGH EDUCATION). EACH PROGRAM AREA IS MANAGED BY PROFESSIONAL STAFF AND VOLUNTEERS WHO WORK TOGETHER TO IDENTIFY COMMUNITY NEEDS WITHIN THE PROGRAM AREA. THE STAFF AND VOLUNTEERS ARE RESPONSIBLE FOR DEVELOPING AN ANNUAL BUDGET, AND FOR COMMUNICATING NEW PROGRAM NEEDS THAT MAY ARISE DURING THE YEAR TO EXECUTIVE MANAGEMENT AND THE BOARD. ADDITIONALLY, THEY MAY WORK WITH GRANTORS AND CONTRIBUTORS WHO FUND RESTRICTED PROGRAMS. ON AN ANNUAL BASIS, PROGRAM MANAGEMENT PROPOSES A BUDGET, WHICH IS APPROVED BY THE BOARD OF DIRECTORS. THROUGHOUT THE YEAR, PROGRAM STAFF MONITORS THE DISTRIBUTIONS AGAINST BUDGETED ALLOCATIONS. ADDITIONALLY, THE PROGRAM STAFF MONITORS THE PROGRAM CONTENT OF RESTRICTED GRANTS.

THE COMPENSATION COMMITTEE REVIEWS AND APPROVES THE COMPENSATION, INCLUDING BENEFITS, OF THE PRESIDENT, CHIEF OPERATING AND FINANCIAL OFFICER, THE EXECUTIVE VICE PRESIDENT OF FINANCIAL RESOURCE DEVELOPMENT AND OTHER SELECTED EMPLOYEES WHO COMPRISE THE FIVE HIGHEST PAID EMPLOYEES OF THE FEDERATION. IN 2009 THE COMMITTEE REVIEWED THE COMPENSATION OF ALL EMPLOYEES WITH THE TITLE OF EXECUTIVE VICE PRESIDENT AND ASSOCIATE EXECUTIVE VICE PRESIDENT AND PERSONS HIRED WITHIN THE YEAR AT A SALARY OVER $150,000. IN 2009 THE COMMITTEE ENGAGED AN OUTSIDE CONSULTANT WHO USED SALARY SURVEYS AND STUDIES OF NON-PROFIT ORGANIZATIONS TO PROPOSE A COMPENSATION PACKAGE FOR THE NEW PRESIDENT. THE COMPENSATION PACKAGE FOR THE NEW PRESIDENT WAS APPROVED BY THE EXECUTIVE COMPENSATION COMMITTEE AND SUBSEQUENTLY REPORTED TO THE BOARD IN DECEMBER 2009.
