RECOGNIZING THE NEED FOR FUTURE HEALTH AND EYE CARE PROFESSIONALS, NORTHERN PLAINS EYE FOUNDATION (NPEF) AWARDED A TOTAL OF 11,000 IN HEALTH-CARE EDUCATION SCHOLARSHIPS TO ELEVEN STUDENTS PURSUING FULL-TIME POST HIGH SCHOOL HEALTH-CARE STUDIES. EIGHT SCHOLARSHIPS WERE AWARDED TO HIGH SCHOOL SENIORS, AND THREE SCHOLARSHIPS WERE AWARDED TO PREVIOUS NPEF SCHOLARSHIP WINNERS. RECIPIENTS WERE SELECTED FROM A GROUP OF 144 OUTSTANDING APPLICANTS, BASED ON OVERALL ACADEMIC MERIT, EXTRACURRICULAR AND HEALTH- CARE RELATED ACTIVITIES, LEADERSHIP AND LETTERS OF RECOMMENDATION. SINCE THE PROGRAM'S INAUGURAL YEAR IN 2005, NPEF HAS AWARDED 52 HEALTH-CARE EDUCATION SCHOLARSHIPS TOTALING 48,000.

THE ORGANIZATION'S PUBLIC SUPPORT TEST ON SCHEDULE A RESULTED IN ITS FALLING IN BETWEEN THE 33 1/3% AND THE 10% RANGE. THUS, WE HAVE REVIEWED THE "FACTS AND CIRCUMSTANCES" TEST (REG. 1.170A-9 (F) (3)) AND HAVE DETERMINED THAT NORTHERN PLAINS EYE FOUNDATION (NPEF) MEETS A MAJORITY OF THE CRITERIA. PARAGRAPH 3, BELOW, DESCRIBES THE PROGRAMS BEING CONDUCTED FOR THE GENERAL PUBLIC. CURRENT SUPPORT/DONATIONS COME FROM A WIDE VARIETY OF UNRELATED DONORS, (INDIVIDUAL AND BUSINESSES), AND HAVE BEEN STEADILY INCREASING. THE BOARD OF DIRECTORS IS MADE OF A BROAD BASE OF THE COMMUNITY'S PROFESSIONAL AND RETIRED PROFESSIONAL PERSONNEL, INCLUDING EYE CARE PROFESSIONALS AS WELL AS PEOPLE FROM A VARIETY OF BUSINESSES, WHO HAVE AN INTEREST IN EYE HEALTH AND REPRESENT THE BROAD INTERESTS OF THE PUBLIC. THIS PROGRAM PROMOTES AWARENESS OF THE IMPORTANCE OF EYE CARE AND HELPS IDENTIFY PREVIOUSLY UNDIAGNOSED VISION PROBLEMS IN CHILDREN. 3) CHRISTMAS GIFT OF SIGHT AWARDS SIGHT-SAVING SURGERY TO AN INDIVIDUAL(S) WITHOUT THE FINANCIAL MEANS TO AFFORD THE NECESSARY CARE. IN ADDITION, NPEF PRODUCES AND MAILS A NEWSLETTER TWICE A YEAR, AND PROVIDES RESOURCE MATERIALS TO SCHOOL NURSES THROUGH AN EXHIBIT AT THE SD SCHOOL NURSES ASSOCIATION. NPEF IS ALSO CONDUCTING A FIREWORKS-RELATED EYE INJURY STUDY, BEGUN IN 2009, WHICH GATHERS DATA FROM OPHTHALMOLOGISTS IN SD, OF PEOPLE INJURED BY FIREWORKS DURING THE TIME FRAME OF JUNE 15 TO JULY 31. EYE CARE PROFESSIONALS ARE VERY INVOLVED IN THE HEALTH-CARE EDUCATION SCHOLARSHIP, HEALTHY VISION WEEK AND CHRISTMAS GIFT OF SIGHT PROGRAMS. HIGH SCHOOLS THROUGHOUT NPEF'S SERVICE AREA ARE INSTRUMENTAL IN ADVERTISING THE HEALTH-CARE EDUCATION SCHOLARSHIP PROGRAM, AND ELEMENTARY SCHOOLS, AS WELL AS MANY LOCAL YOUTH SUPPORT ORGANIZATIONS (YMCA, YOUTH & FAMILY SERVICES, THE CLUB FOR BOYS, GIRLS, INC., ETC.) AWARDING OF A SCHOLARSHIP IS CONTINGENT ON A RECIPIENT'S ACCEPTANCE INTO A FULL-TIME POST HIGH SCHOOL HEALTH-CARE COURSE OF STUDY (FOR HIGH SCHOOL RECIPIENTS) OR CONTINUATION OF A FULL-TIME HEALTH-CARE COURSE OF STUDY (FOR CONTINUING SCHOLARS). THE SCHOLARSHIP AWARD IS DESIGNATED FOR SCHOOL- RELATED EXPENSES ONLY (I.E. TUITION, BOOKS, SCHOOL FEES, ETC.), AND IS ADMINISTERED THROUGH THE COLLEGE/UNIVERSITY. IT IS THE RECIPIENT'S RESPONSIBILITY TO HAVE THE COLLEGE/UNIVERSITY SENT TO NPEF, AY A DESIGNATED DATE IN JULY: 1) PROOF OF THE RECIPIENT'S ACCEPTENCE/ADMITTANCE INTO THE INSTITUTION, AND 2) THE EXACT OFFICE ADDRESS AND INDIVIDUAL WHO IS TO RECEIVE THE MONEY ON BEHALF OF THE RECIPIENT. THE CHRISTMAS GIFT OF SIGHT AWARD IS PROCESSED THROUGH THE NORTHERN PLAINS EYE FOUNDATION (NPEF) TO DETERMINE AN ELIGIBLE RECIPIENT. DEPENDING ON AVAILABLE FUNDING, THE APPLICANTS, AND SURGERY ESTIMATES, MORE THAN ONE RECIPIENT MAY BE CHOSEN. ONCE A RECIPIENT IS SELECTED (SEE GUIDELINES IN PART III, ITEM 4C (PAGE 2) OF FORM 990), AND THE DOCTOR TO PERFORM THE SURGERY IS DETERMINED (ADDRESSED IN THE RECOMMENDATION/APPLICATION PROCESS), THE RECIPIENT AND DOCTOR COORDINATE WITH THE SURGICAL FACILITY TO SCHEDULE THE SURGERY. NPEF REMAINS IN COMMUNICATION WITH ALL PARTIES INVOLVED (RECIPIENT, DOCTOR, FACILITY) AND COORDINATES WITH THE DOCTOR/FACILITY CONCERNING ESTIMATED EXPENSES, WHICH ARE NEGOTIATED WITH THE DOCTOR AND FACILITY, AS WELL AS ANY OTHER ISSUES CONCERNED, UNTIL THE SURGERY IS COMPLETED.
