    STATEMENT OF EXEMPT PURPOSE: THE MISSION OF THE SOLDIERS HOME FOUNDATION, INC, IS TO PROTECT, PRESERVE, AND RENOVATE THE BUILDINGS AND GROUNDS OF THE NATIONAL SOLDIERS HOME HISTORIC DISTRICT LOCATED ON THE CLEMENT J ZABLOCKI MEDICAL CENTER GROUNDS IN MILWAUKEE, WISCONSIN FOR SERVICES TO VETERANS. THE SOLDIERS HOME FOUNDATION HAS BEEN ACTIVE IN THE NOMINATION PROCESS OF THE NATIONAL SOLDIERS HOME HISTORIC DISTRICT TO RECEIVE NATIONAL LANDMARK STATUS. THE FIRST RENOVATION PROJECT UNDERTAKEN BY THE SOLDIERS HOME FOUNDATION IS THE MILWAUKEE CHAPEL PROJECT WHICH INCLUDES THE 1889 HOME CHAPEL, (BUILDING 12), THE 1901 CHAPLAINS QUARTERS, (BUILDING 16), AND 3 ACRES OF LAND. THE SITE IS LOCATED IN THE NATIONAL SOLDIERS HOME HISTORIC DISTRICT ON THE CLEMENT J ZABLOCKI MEDICAL CENTER GROUNDS IN MILWAUKEE, WISCONSIN. THE SITE IS ADJACENT TO WOOD NATIONAL CEMETARY. HENRY C. KOCH, A RENOWNED ARCHITECT AND CIVIL WAR VETERAN, DESIGNED THE 1889 HOME CHAPEL. IT IS A 7,000 SQUARE FOOT SHINGLE-STYLED CHAPEL WITH QUEEN ANNE DESIGN FEATURING BOTH MAIN AND LOWER GABLED, WOOD-SHINGLED ROOFS. BUILT IN THE SHAPE OF A CROSS, THE CHAPEL FEATURES A STEEPLE AND BELL TOWER AND IS SIDED WITH A COMBINATION OF CLAPBOARDS AND ORNATE SHINGLES. THE HOME CHAPEL OPENED IN 1889 AS A MULTI-DENOMINATIONAL HOUSE OF WORSHIP FOR ALL FAITHS BY VETERANS FOLLOWING THE TRADITION SET BY THE SOLDIERS HOME FOUNDERS. IT WAS THE FIRST FREESTANDING MULTIDENOMINATIONAL CHAPEL ON FEDERAL PROPERTY AND REPORTEDLY THE FIRST SUCH CHAPEL IN WISCONSIN. THE PROJECT THE SOLDIERS HOME FOUNDATION, INC. (SHF, INC.) WILL ENTER INTO AN ENHANCED USE LEASE WITH THE U.S. DEPARTMENT OF VETERANS AFFAIRS TO RESTORE THE 1889 HOME CHAPEL, THE CHAPLAINS QUARTERS AND CREATE A VETERAN MEMORIAL GARDEN. THE SHF, INC. IS A NON-GOVERNMENTAL 501(C)(3) THAT HAS A TWO-FOLD MISSION: HISTORICALLY ACCURATE RESTORATION OF THE BUILDINGS AND THE RESUMPTION OF SERVICES TO VETERANS AND THEIR FAMILIES. THE TOTAL CAPITAL COST OF THE PROJECT IS $6.4 MILLION AND INCLUDES A CONTINGENCY FUND TO MAINTAIN THE BUILDINGS AFTER THEY ARE RESTORED. THE SHF, INC. HAS PUT TOGETHER A FINANCING PACKAGE THAT UTILIZES FEDERAL AND STATE HISTORIC TAX CREDITS, NEW MARKET CREDITS AND A LOCAL COMMUNITY LENDER, LANDMARK CREDIT UNION, WHO WILL PROVIDE BOTH THE BRIDGE LOAN AND IF NEEDED, LONG TERM FINANCING. AN EXTENSIVE FUNDRAISING EFFORT IS ORGANIZED TO RAISE $3.2 MILLION FROM FOUNDATIONS, CORPORATIONS AND INTERESTED INDIVIDUALS. THE SCOPE OF THE FUNDRAISING PLAN WILL BE LOCAL, REGIONAL AND NATIONAL. THE 1889 HOME CHAPEL IS SCHEDULED TO REOPEN FOR VETERAN USE. VETERAN PROGRAMS THE MILWAUKEE COUNTY VETERAN SERVICE OFFICE WILL BE RELOCATED FROM BUILDING 4 TO THE CHAPLAINS QUARTERS (BUILDING 16). BASED ON CURRENT USAGE, THE MILWAUKEE COUNTY VETERAN SERVICE OFFICE SEES ON AVERAGE 115 VETERANS PER WEEK. THIS EQUATES TO 460 PER MONTH AND 5,520 PER YEAR. IT IS IMPORTANT TO NOTE THAT THE OFFICE HAS EXPERIENCED A STEADILY INCREASING NUMBER OF VISITS OVER THE LAST 12 TO 18 MONTHS. AN INTEGRAL PART OF THIS PLAN WILL BE A SPECIAL EMPHASIS TO REACH OUT TO THE HOMELESS VETERAN COMMUNITY. COMMUNITY CHURCHES AND LAY MINISTERS WILL JOIN WITH US TO VOLUNTEER THEIR SERVICES TO SERVE THE NEEDS OF THE HOMELESS VETERAN. IT IS ESTIMATED THAT OUTREACH TO THE HOMELESS VETERAN COMMUNITY WOULD RESULT IN APPROXIMATELY 50-75 VISITS PER WEEK. THIS EQUATES TO 200-300 PER MONTH AND 2400-3600 PER YEAR. THIS OUTREACH WOULD INVOLVE MINISTERIAL COUNSELING, CLOTHING ISSUE, FOOD AND REFRESHMENTS AS WELL AS REFERRAL TO OTHER IMPORTANT THINGS SUCH AS MEDICAL SERVICES, HOUSING AND TRANSPORTATION. SOLDIERS HOME FOUNDATION, INC. APPROACH THE SHF, INC. HAS ASSEMBLED A SUPERLATIVE TEAM OF EXPERIENCED EXPERTS WHOM ARE DEDICATED TO LEADING THE EFFORT TO REOPEN THE 1889 HOME CHAPEL. THIS PROJECT WILL SERVE AS A MODEL FOR THE CONTINUED RESTORATION AND REUSE OF THE BUILDINGS FOR VETERAN SERVICES IN THE NATIONAL SOLDIERS HOME HISTORIC DISTRICT LOCATED IN MILWAUKEE THAT IS ANTICIPATED TO RECEIVE NATIONAL LANDMARK STATUS IN 2012. IT WILL ALSO BE CONSIDERED TO BE LISTED AS ONE OF THE ELEVEN MOST ENDANGERED HISTORIC SITES BY THE NATIONAL HISTORIC TRUST.
