BCDC started predevelopment work and obtained construction permits for the following projects: RBH Group Teachers Village, 810 Broad Street (Indigo Hotel), Marriott Courtyard Hotel, 75 1st Street Supermarket, Newark Screens Multiplex Movie Theater and Newark Framers Market. These construction projects will bring over 646 jobs to the City of Newark. BCDC Business Attraction facilitated location of the following key employers to the City of Newark: Pitney Bowes, Newark Farmers Market, Standard Chartered expansion, Marine Container, Newark Refrigerated WareHouse and Websignia. These created additional 546 jobs.

Sustainability Initiative: Activity Highlights Sustainability Initiative Development: *Sustainability Officer position framed as facilitating interdepartmental coordination and developing policy, programs and partnerships to advance "green economic development" and "green infrastructure." Activities have advanced items in both areas; highlights include: Green Economic Development: *Energizing Newark: Convened collaborative partnership of public agencies and community partners to kick off Newark's Energy Initiative geared to conserve energy, realize savings, and reduce our carbon footprint. Activities are addressing the municipal, residential and commercial sectors. Carbon inventory completed; over 11,000 CFL light bulbs distributed; energy audits of municipal buildings underway; diesel vehicles retrofit and a small pilot fleet of electric cars is being sought. Workshops held for residential and port related sector. Funding applications submitted for CNG sanitation trucks and CNG station. Activities for all sectors to be ramped up through Energy Conservation Block Grant stimulus funding. Participating in ICLEI Local Governments for Sustainability and other national forums. Tracking state and federal policy. *Green Jobs: Developed Green Jobs Network (with Newark Works) facilitating communication with 22 job training related organizations. Worked with ISJ to submit a $200k Brownfields Job Training grant application to provide 75 ex-offenders with three to five certifications toward providing career path opportunities. Funding received. *Brownfields: Sought $1.6 million dollars in EPA brownfields cleanup funding (with Engineering, Economic Development and BCDC) - $600k to clean up 3 sites; and $1 million to seed a revolving loan fund to make cleanup financing available. Green Infrastructure: *Integration: Providing input into master plan; economic development; open space design guidelines and other planning department projects. Staffing Newark's first Environmental Commission (sworn in March 2009). *Stormwater: Facilitating a storm water mitigation demonstration project (with Baykeeper, Sewer & Water, Planning, and Housing Dept's). Worked with Rutger's Cooperative Ag. Ext. to develop funding application for watershed improvements. Funding received. Five rainwater gardens being developed. Working with Planning, Engineering, Sewer and Water Departments to update municipal stormwater ordinance and incorporate green mitigation strategies. *Urban Forestry, Community gardens and Urban Agriculture: Over 500 trees planted (municipal and non-profit); developing strategy to ramp up tree planting. Working with inter-departmental team to streamline municipal 'adopt a lot' program to be more user friendly and scoping establishment of a land trust. Providing support to enhance nascent urban agriculture projects led by community organizations. Outreach & Engagement: *Local: Have hosted and participated in numerous local forums to raise awareness, share resources and develop local capacity. Highlights include Sept 12-13th Dec 12th Community Green Fair (400 people); NJ WEC (100); Greening and Energy Workshop for Faith Based Organizations (45); Youth Leaders Forum (50). Please see attached list. *Regional: Representing Mayor Booker on NJ Mayor's Committee for a Green Future which is the Executive Committee behind Sustainable Jersey, an initiative that 180 communities have signed onto. Informal collaboration with the City of Trenton around energy issues. Staffed green subcommittee of Booker led NJ Mayor's initiative that produced policy recommendations for the new federal administration. Speaker at various state organization conferences. *National: Speaker at Conference of Foundations Annual Conference; Speaker on national ICLEI webinar and regional Northeast Conference; participating in Living Cities' network; and representing the City in national Climate Communities initiative.

BCDC's audited financial reports and IRS Form 990, are presented first to BCDC's Audit Committee for review and approval and subsequently submitted it to the full Board of Directors at the next Board Meeting. The full Board of Directors reviews these reports and make a final approval.

BCDC Policies and Procedures Manual, including the Employee Handbook is reviewed and updated. Employees are required to sign the Code of Business Conduct Policy, of which the conflict of Interest Policy is included. Additionaly, BCDC's Executive Staff completes an Ethics Policy form which incorporates a Conflict of interest policy annualy.

BCDC CEO compensation is reviewed annually using comparable industry data and approved by the Board of Directors. The CEO in turn reviews the compensation level of all other officers of the organization using comparable industry and non-profit data. All employees are reviewed annually to determine any merit increase.
