28 The mission and objectives of the South Florida Chapter, consistent with those of the Federal Bar Association, the national organization, is to promote the sound administration of justice and to serve as the representative of the Federal legal profession in the Southern District of Florida. This includes programs calculated to enhance the professional growth, welfare, development and provide meaningful services for members of the Chapter; promote high standards of professional competence and ethical conduct; provide high quality educational programs; to keep members informed of developments in the law; and to encourage their involvement and provide opportunities to assume leadership roles to promote professional and social interaction among members of the Federal legal profession. During the past fiscal year, the South Florida Chapter of the Federal Bar Association directed several programs that were calculated to achieve its mission and objectives. There were various program, including the Federal Judicial Reception; the Annual Meeting and Dinner for Installation of Officers and Directors; the Bench & Bar Conference and approximately 12 FBA Luncheons and Seminars that were calculated to facilitate communication and collegiality among the judges and lawyers who practice before the Court with the hope of improving the administration of justice and to educate the bench and bar on matters of significant interest, including recent developments in the law. These were well attended by significant portions of our membership and other lawyers who may be eligible for membership in our chapter.

Explanation:
This Association is managed only by a group of lawyers who volunteer their time. There was no paid staff. The system of record-keeping has been chronically disorganized, involved several volunteers separately in charge of events, deposits, transfers, bill payments; all of which resulted in poor communication and the resultant problems with accurate records. With the recent expansion of the association, the accurate records continued to be a problem. In the past year, we have attempted to convert the system to a computer based accounting system, but there remained problems. We have recently hired a paid, part-time assistant several months ago to coordinate operations and to improve the accounting procedures in the organization. However, for the past 10 months, the books and records remained disorganized. As Treasurer, I volunteer my time to the association. Although I am designated the Treasurer, I am a lawyer with no training in accounting. Due to a combination of personal family problems, and the press of my regular legal practice, the filing of an extension of time to file was overlooked. I believed the extension had been filed. However, my personal family problems seemed to overcome my ability to retrieve, correct and maintain the books and records. When notice of the failure to file was received, I immediately made heroic efforts to compete the books and records. We are well aware of the importance of filing tax reports on a timely basis. This is the first time we have not filed on time and it will not happen again. We apologize for filing the return late. It will not happen again.
