MARINE AQUACULTURE Conducted scientific research on 33 projects on marine fish stock replenishment and enhancement. Stock replenishment is an important tool for sustainable fisheries management. It involves the rearing of aquatic organisms during part of their life cycle for subsequent release in open waters to replenish natural populations. Stock enhancement of both inland and coastal fisheries is a complex undertaking and requires significant scientific knowledge in a diverse array of fields, high levels of several technological skills, and sensitive application to put it into practice.Interest by anglers' groups, private entities and the state in a replenishment program for California halibut continued to grow in 2011-12. A genetic management plan for broodstock and production cohorts was drafted and new brood fish have been introduced into HSWRI's existing breeding population. Researchers at HSWRI began participating in a new multi-institution collaborative project focused on improving larval nutrition for marine finfish species through optimizing feed types, composition, and delivery methods. Weaning juvenile fish from live food to a pelleted diet is a key challenge facing marine aquaculture. HSWRI is making progress in identifying an appropriate live-feeds weaning regime for two commercially and recreationally important species, white seabass and California yellowtail. Another series of nutrition studies is focused on incorporating alternative protein and oil sources into fish diets. The results are promising: the fish are eating the various diets and growing well. Based on these successes, the duration of feeding trials has expanded from a few weeks to many months to ensure the diets' suitability throughout the growout process. Research on yellowfin tuna aquaculture continued in 2012. Working collaboratively with the Inter American Tropical Tuna Commission (IATTC), HSWRI demonstrated that tuna larvae could be shipped successfully by air from the IATTC laboratory in Panama to the HSWRI facility in San Diego. HSWRI scientists are making regular trips to the IATTC laboratory in Panama to ensure that rearing conditions are the same at both laboratories and to compare the performance of larvae that have been shipped to San Diego with the performance of larvae undergoing a simulated shipping experiment in Panama. Egg quality assessments are being performed to determine if there are any broodstock effects on larval performance. The techniques developed during this collaborative larval culture project with yellowfin tuna may be applicable to other tuna species in the future. The aquaculture program branched out into shellfish research in 2012 with a study to determine the genetic stock structure of green abalone. Green abalone is listed as a Species of Concern by NOAA Fisheries and is being considered as a candidate for stock replenishment in southern California. Preliminary data analyses suggest that there may be no definable stock structure in the region. However, a small group of hatchery-bred abalone included in the analyses exhibited a markedly different genetic structure than the wild-caught animals, something that any future restoration effort will need to take into account.Expansion of the HSWRI aquaculture program in Florida has been slow but steady. Discussions with local, state and federal partners regarding a fish replenishment hatchery in Pensacola continue. A construction site has been proposed and a funding source has been identified.

PHYSIOLOGY/OCEAN HEALTH Conducted scientific research on 17 projects on marine animal physiology. As humans expand their use of the ocean, the need to understand the basic biology of marine animals becomes more critical. Conserving biological diversity, assessing animal health, and long-term ecosystem studies are vital to understand and protect the marine environment. The HSWRI marine mammal stranding rescue and research team responded to dozens of whale and dolphin strandings in east central Florida, including bottlenose dolphins, a humpback whale, a Risso's dolphin, pygmy sperm whales and pilot whales. The team was called in twice by NOAA Fisheries to provide support outside its usual response area, to lead the necropsy of a juvenile humpback whale and to assist with a mass stranding of pilot whales in Fort Pierce, Florida. Additional accomplishments included disentangling several animals (including two bottlenose dolphin calves) and providing training in marine mammal stranding response and research to other members of the stranding network.Scientists at HSWRI partnered with colleagues at the Wildlife Health Center, University of California-Davis, on a study of elephant seals as potential vectors of avian influenza virus. Hundreds of elephant seals and seabirds were screened for several subtypes of the virus as part of an international wildlife surveillance program for influenza. The Center for Marine Veterinary Virology (CMVV) continued to focus on analysis and writing, with several papers published or in press on marine mammal viruses and their significance to individual animals and population health.

ECOLOGY Conducted scientific research on 12 projects on marine animal ecology. Understanding ocean migratory patterns, foraging behavior, and critical habitats are essential ingredients to sustaining the biological diversity of our ocean. HSWRI is at the forefront of using satellite telemetry to track the ocean journeys of whale sharks, endangered leatherback sea turtles, and Hawaiian monk seals. Fieldwork on marine mammals in the Indian River Lagoon, Florida, continued in 2012 with collaborative photo-identification surveys to document the residency and movement patterns of bottlenose dolphins in an expansive stretch of the Intracoastal Waterway. HSWRI researchers also collaborated with scientists at Harbor Branch Oceanographic Institute on the first use of satellite telemetry in the Indian River Lagoon estuary to track bottlenose dolphins. HSWRI scientists tracked the movements of two fur seals and three sea turtles rescued and rehabilitated by SeaWorld San Diego in 2012. Satellite transmitters were attached to the animals before their return to southern California waters, and near daily reports of their locations were communicated to the public via social media and interactive displays at SeaWorld. The data collected from these animals will inform future rescue efforts and will expand our knowledge of the habitat requirements of these threatened and endangered species.The HSWRI Life History Laboratory partnered with other marine mammal stranding network members, NOAA Fisheries, and Duke University on an investigation of the impact of by-catch on populations of white-sided dolphins and harbor porpoises. The HSWRI team processed and examined over 600 teeth from dolphins and porpoises, providing age estimates of animals that had stranded along the Atlantic coast or been incidentally caught in fishing nets.The HSWRI collaborative whale shark research program (the largest of its kind in the world) continued in 2012. Field expeditions to the Philippines, Western Australia, the Maldives, and West Papua took place within the last year, and scientists worked closely with local educators and others to communicate findings to local stakeholders such as eco-tourism operators and management agencies. New and much less expensive tracking devices were tested in 2012 as a way of increasing the number of sharks that can be studied. HSWRI assisted the National Marine Mammal Laboratory with northern fur seal studies on St. Paul Island, Alaska. Research is focused on understanding the cause of the species' dramatic population decline. The population is currently estimated at 666,000, down from a historical high of 2.1 million animals in the late 1940s to early 1950s.

Their review and recommendation are based upon use of data as to comparable compensation for similarly qualified persons in functionally comparable positions at similarly situated organizations. A contemporaneous record of their discussions and decisions is maintained as part of the corporate record. The President's compensation was last reviewed in 2008 with his last salary increase in 2006.
Form 990, Part VI, Line 12c Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts HSWRI requires all officers, trustees and key employees to annually affirm in writing their understanding and conformance to HSWRI's written conflict of interest policy. This policy requires that all employees report any potential conflicts of interest to the Chief Financial Officer, who is an officer of the organization. Officers and trustees report any potential conflicts to Board Chair who convenes the Executive Committee, which determines whether an actual or perceived conflict exists and steps to mitigate or eliminate the conflict. For employees, this determination is made by the President. All parties to the potential conflict do not participate in the deliberations or decisions on the transaction.

The importance of acoustic communication is just beginning to be understood for many species. Marine and terrestrial animals use auditory communication in a myriad of ways and they are vulnerable to human-made noise. Our researchers are working to understand how noise affects animals and how these effects can be mitigated. This year, the efforts of the HSWRI Bioacoustics Program were focused on research projects involving SeaWorld's animal collection. Several graduate students from the University of San Diego and the University of Washington were involved with the program made important contributions. Research topics included vocal learning in killer whale, including several projects providing evidence for a 'sensitive period'; differences in the timing and acoustic features of killer whale calls in matching exchanges related to positive and negative responses from a social partner; and new tools for processing killer whale calls, including techniques for identifying individuals reliably.Additionally, the laboratory has developed a system for visualizing killer whale calls in the same frame as digital video of behavior, allowing a detailed analysis of the interactions between social behavior and sound production.
