DESCRIPTION OF PROGRAM SERVICE ONE: FORM 990, PART III, LINE 4A: I. FAMILY AND COMMUNITY FUNDS: IN FISCAL YEAR 2011, MARIN COMMUNITY FOUNDATION (MCF) PAID $20.1 MILLION IN GRANTS FROM ITS FAMILY AND COMMUNITY FUNDS TO NONPROFITS IN MARIN COUNTY, ELSEWHERE IN THE U.S., AND AROUND THE WORLD. THESE GRANTS SUPPORTED A WIDE RANGE OF COMMUNITY NEEDS, INCLUDING SOCIAL SERVICES, EDUCATIONAL PROGRAMS, THE ARTS, AND ENVIRONMENTAL ISSUES. MCF SUPPORTED THE PHILANTHROPIC INVOLVEMENT OF INDIVIDUALS, FAMILIES, GROUPS, BUSINESSES, AND ORGANIZATIONS IN THE COMMUNITY THROUGH THE ESTABLISHMENT OF UNRESTRICTED, DONOR-ADVISED, FIELD-OF-INTEREST, DESIGNATED BENEFICIARY, AND SCHOLARSHIP FUNDS. AT THE END OF FISCAL YEAR 2011, MCF ADMINISTERED OVER 400 COMPONENT FUNDS AND 12 SUPPORTING ORGANIZATIONS. II. DISTRIBUTION TRUSTEE OF THE LEONARD AND BERYL BUCK TRUST ("BUCK TRUST"): DURING FISCAL YEAR 2011, NEW GRANTS AWARDED FROM THE BUCK TRUST IN SUPPORT OF MCF'S STRATEGIC PLAN TOTALED $25.9 MILLION. GRANTS WERE MADE TO SUPPORT FOUR STRATEGIC INITIATIVES AS WELL AS NINE COMMUNITY GRANTS AREAS. THE STRATEGIC INITIATIVES ARE: CLOSING THE EDUCATIONAL ACHIEVEMENT GAP; INCREASING AFFORDABLE HOUSING; ENDING THE CYCLE OF POVERTY; AND REDUCING THE IMPACTS OF CLIMATE CHANGE. ISSUE AREAS BEING SUPPORTED UNDER THE COMMUNITY GRANTS AREAS WERE IMMIGRANT INTEGRATION, SERVICES FOR OLDER ADULTS, COMMUNITY HEALTH, LEGAL SERVICES, ARTS EDUCATION AND COMMUNITY ARTS, SOCIAL JUSTICE, AND ACCESS TO PARKS AND OPEN SPACE. III. LOANS AT THE END OF FY 2011, THE COMMUNITY INVESTMENT LOAN FUND HAD 18 LOANS IN ITS PORTFOLIO AND $13.9 MILLION IN PRINCIPAL OUTSTANDING. THE FOUNDATION MAKES BELOW-MARKET RATE LOANS TO NONPROFIT ORGANIZATIONS TO MEET A NUMBER OF OBJECTIVES: TO PROVIDE INVESTMENT CAPITAL PROJECTS AND REVENUE-PRODUCING VENTURES; TO ENCOURAGE THE ECONOMIC INDEPENDENCE AND STABILITY OF NONPROFIT ORGANIZATIONS; TO PROVIDE ALTERNATIVES TO OR AUGMENT TRADITIONAL FUNDING SOURCES; TO MEET EMERGENCY CASH FLOW NEEDS AND OTHER SITUATIONS; AND TO FINANCE EQUIPMENT PURCHASES. IV. RESEARCH AND EVALUATION: MCF ESTABLISHED A RESEARCH & EVALUATION DEPARTMENT TO OVERSEE THE CREATION AND ONGOING MONITORING OF OUTCOME MEASUREMENTS AND METRICS FOR GRANTS MADE UNDER THE FOUNDATION'S STRATEGIC PLAN. KEY PRINCIPLES GUIDING MCF'S EVALUATION INCLUDE: 1) PROACTIVELY MAKING INTENDED OUTCOMES AND IMPACTS EXPLICIT; 2) FOCUSING ON KEY PERFORMANCE INDICATORS; 3) TREATING METRICS AS INFORMATION TARGETS THAT POINT TO MEANINGFUL SIGNS OF PROGRESS OR THE NEED TO ADJUST OR ABANDON THE STRATEGY; 4) DIRECTLY ENGAGING KEY DECISION-MAKERS AND STAKEHOLDERS; AND, 5) DESIGNING FOR "ROLL-UP" OF RESULTS WITHIN A GRANT AREA TO ASSESS OVERALL PERFORMANCE. RESEARCH AND EVALUATION STAFF HAS ESTABLISHED PROCESSES FOR THE COLLECTION OF DATA, PLANNING OF OUTCOMES (E.G., "OUTCOME TEMPLATES" FOR NEGOTIATION WITH GRANTEES), INTERPRETATION OF INFORMATION, AND EVALUATION OF PROGRESS IN WAYS THAT SUPPORT INFORMED DECISION-MAKING AND PROMOTE THE USE OF ONGOING EVALUATION TO SHAPE PROGRAMMING. AS A RESULT, METRICS HAVE BECOME INTEGRATED INTO ALL ASPECTS OF THE GRANTMAKING WORKFLOW, INCLUDING THE PROCESSES OF REQUESTING PROPOSALS, SELECTING GRANTEES, MAKING GRANT RECOMMENDATIONS, AND CREATING GRANT AGREEMENTS. DURING THE LAST YEAR, OVER 200 GRANTS ACROSS THE STRATEGIC INITIATIVE AND COMMUNITY GRANT AREAS WERE MADE WITH SPECIFIC, MEASUREABLE OUTCOMES.
