	The Planning and Expansion Functional Agreement (PEFA) is successfully identifying and resolving congestion and reliability issues on the Northwest transmission grid. In early 2011 ColumbiaGrid adopted its third Biennial Transmission Expansion Plan. Six months later we published a new annual system assessment that lays the groundwork for updating that plan. ColumbiaGrid study teams reported significant progress this year toward transmission upgrades to ensure reliability/address congestion. In the Puget Sound area, a study team approved a plan to reduce the risk of curtailments for transfers between the Northwest and British Columbia. The utilities involved are moving forward with an agreement, including cost shares, for upgrades that are expected to be in service as early as 2016.

	Under the leadership of ColumbiaGrid, the signatories to the OASIS Functional Agreement work together to support multi-party provision of transmission services and which are consistent with the regulatory requirements of the Open Access Same-Time Information System (OASIS). To accomplish that goal, ColumbiaGrid has led the way in establishing a single OASIS interface on the WesTTrans OASIS home page, http://www.oatioasis.com/cogr. ColumbiaGrid launched its OASIS portal in June 2011, a step toward optimizing transmission use and easing the way to move generation across multiple providers on the grid. We are talking to transmission customers about ways to enhance the portal to best serve their needs. The OASIS portal launch puts in place another foundational tool for furthering the efficient use of the transmission grid.
