2-1-1: United Way 2-1-1 is a single source for information about community services and for referrals to health and human service programs. Bilingual associates are available during regular business hours. Triangle Residents call 2-1-1 information and referral services for many different types of help. Professional associates at United Way 2-1-1 help callers with complex issues such as substance abuse, support groups, domestic violence, financial assistance, day care and much more. United Way 2-1-1 associates help callers find help or community services in their area.

Escrow or Custodial Account Liability Schedule D, Part IV, Line 2b Broughton scholarship $7,630 - Established by the family of Melville Broughton to provide scholarships to staff members of Wake County's member agencies. The Broughton volunteer award recognizes excellence in volunteer service to the nonprofit community. First citizens Bank $14,469 - First Citizens forwards their employee payroll deductions to United Way of the Greater Triangle monthly with instructions as to which United Way agency should be given the funds. These funds accumulate monthly and are paid out quarterly.
Intended Uses of Endowment Funds Schedule D, Part V, Line 4 Board designated endowment funds: Response funds are intended to be used as one-time grants to nonprofits health and human service agencies to address needs in the following categories: Unanticipated emergencies, community partnership opportunities and discretionary funds for individual/family needs. The C. M. and Margaret D. Suther Memorial Fund was established in 1980. Criteria established by the Trust Advisory Committee of Wells-Fargo Bank guides the disbursement of the income from this fund to the Organization to support "renovations, repairs and capital improvements" in Durham County. Once county allocations have been established for the Give United Fund, the cabinets may decide to hold some funds back to address future critical needs. Permanently restricted funds: The Broughton Scholarship fund was established in the amount of $20,000 by the family of Melville Broughton to provide scholarships to staff members of Wake County's member agencies. The assets are subject to donor-imposed restrictions that the assets be permanently maintained by the Organization and that the donor has permitted the Organization to use the funds only for specific purposes. The Broughton Volunteer Award recognizes excellence in volunteer service to the nonprofit community, and the Broughton Scholarship Award supports a recipient agency's training budget. In addition, Triangle Community Foundation maintains a Legacy Society Fund for the future benefit of the Organization.
Liability for Uncertain Tax Position (ASC 740) Schedule D, Part X, Line 2 ASC 740 / FIN48 Footnote: In July 2006, the FASB issued clarification regarding the accounting for uncertainty in income taxes recognized in the financial statements in accordance with previously issued guidance. The new clarification provides guidance on the financial statement recognition and measurement of tax positions taken or expected to be taken in a tax return, and also provides guidance on de-recognition, classification, disclosure and transition. The Organization adopted the provisions of this new guidance on January 1, 2009, and, due to the Company's status as a non-profit, there was no material impact on the Organization's financial statements.

Procedure for Monitoring Use of Grant Funds Inside U.S. Schedule I, Part I, Line 2 United Way of the Greater Triangle's resource investment department is responsible for ensuring donors' gifts are invested wisely in the community and to examine the needs in each county and to determine how gifts to the United Way of the Greater Triangle can be maximized to achieve measureable results. The organization's volunteer teams use assessment and other data to identify the gaps in human services. The organization also has a committee assigned to ensure that all agencies meet accountability standards of United Way membership. The county community care cabinets create county action plans that will guide how funds are spent to fund programs to achieve specific community outcomes.

Significant New Program Services Form 990, Part III, Line 2 During the year, the John Rex Endowment for Positive Youth Development contributed funds to United Way of the Greater Triangle for the purpose of establishing a grant: Collaborative Partnership for Excellence in Youth Development. The grant is targeted toward all entities and stakeholders that play a role in shaping programs, policies and environments that affect the growth and development of youth in Wake County. Initiatives include developing a youth services asset map for Wake County via a team of trained youth; Leveraging of local resources and expertise to design an Annual Institute and Quarterly Training Calendar for youth workers in Wake County; Development of a web-based youth serving agency data management and referral system; and Development of a cadre of youth who are 1) involved in the work of the collaborative, 2) engaged in community decision-making, and 3) advocating for community needs from their perspective. United Way of the Greater Triangle will serve as the fiscal agent for the grant funds and will work closely with the Youth Thrive Committee and John Rex Endowment to provide management and oversight of grant distributions from the fund.

The number of Volunteer Income Tax Assistance (VITA) sites increased 33% from the previous tax year. 1,085 people received help with clothing. 3,593 people gained access to and received public assistance benefits. 15,528,102 pounds of food were distributed to agencies and individuals. 252,074 hungry people got help with food. 13,110 homeless people found shelter and other services to help rebuild their lives. 2,621 people avoided eviction or moved into stable housing. 320 people learned new career skills, got a new job, kept their jobs and increased their income. Education 2,700 youths improved their academic performance. 6,218 youths engaged in health behaviors and made good life choices. 806 youths learned skills to avoid gangs, bullying and other kinds of violence. 795 people improved reading, comprehension and English language skills. 249 mentoring matches improved the lives of youths. 483 child care programs increased their quality. 2,138 early childhood teachers improved their teaching practices. 4,156 children enrolled in high quality child care. 1,237 children entered kindergarten healthy and ready to learn. 195 disconnected youths reduced their delinquency. Health 1,849 youths and adults received treatment and improved their health problems due to addiction. 696 children with developmental disabilities and their families improved their skills and met their goals. 325 persons with intellectual and developmental disabilities made progress toward personal centered goals. 37,462 units of blood were collected and distributed. 24,841 people learned how to respond to emergencies through CPR and First Aid training. 51,888 prescriptions were filled for patients without health insurance. 17,758 people's physical health was improved through access to care and information. 4,926 prevented illness and stayed well through educational sessions, testing and counseling. 852 people learned how to improve their own and their families' nutrition. 3,194 clients improved their mental health through counseling, education and other supports. Safety 2,932 parents and families reduced family stress and improved parent-child interactions. 36,526 victims of domestic violence received information, counseling, shelter and other services to help them lead safer lives. 2,898 perpetrators of domestic violence repaired family relationships, avoided further violence and re-arrest. 489 children prevented substance abuse before it started. 281 caregivers reduced stress in their homes by using respite care services. 8,665 seniors remained active in the community and independently living at home. 1,006 people resolved their legal emergencies. 601 families with a loved one in the armed services received support in a time of crisis. 1,561 people survived a disaster situation with supports in place.
Delegation of Authority Form 990, Part VI The Executive Committee shall have and may exercise the authority of the Board in the management of the business and affairs of the Corporation during intervals between Board meetings.
Form 990 Review Process Form 990, Part VI, Line 11b A detailed review was completed by Mark Langford (CFO) and his staff prior to filing the return. The board of directors was provided with a copy of the return prior to filing, however due to timing, the review presentation of the return to the board of directors will occur after the return is filed.
Conflict of Interest Policy Monitoring & Enforcement Form 990, Part VI, Line 12c The conflict of interest policy is handed out to the board of directors and all employees annually. All persons are required to sign a statement stating that they have read and complied with the policy. Potential conflicts are identified and documented. Any conflicted persons are recused from discussions and voting.
Process for Determining Compensation Form 990, Part VI, Line 15a & 15b Our executive committee is responsible for setting the compensation of the President. The President is responsible for setting compensation for all other officers and employees based on the budget approved by the board. We use comparative data from United Way of America and comparative data from other non-profits in our region.
