FISCAL YEAR END FINANCIAL STATEMENTS ARE INDEPENDENTLY AUDITED EACH YEAR. THIS AUDIT IS PRESENTED TO THE BOARD'S FINANCE AND AUDIT COMMITTEES AND THE FULL BOARD OF TRUSTEES. THE FINANCE DIRECTOR AND CONTROLLER COMPILE SUPPORTING PAPERWORK NEEDED FOR COMPLETION OF THE TAX RETURN - IN ADDITION TO WHAT IS AVAILABLE IN THE INDEPENDENT AUDIT REPORT. INDEPENDENT TAX SPECIALISTS PREPARE THE TAX RETURN. THE FINANCE DIRECTOR REVIEWS THE TAX RETURN PRIOR TO IT BEING SUBMITTED TO THE IRS. BOARD MEMBERS SIGN A CONFLICT OF INTEREST POLICY AS THEY JOIN THE BOARD. BOARD MEMBERS HAVE THREE YEAR TERMS. THIS SURVEY, ALONG WITH INFORMATION ABOUT LOCAL WAGES FOR COMPARABLE POSITIONS, IS USED DURING THE YEAR AS OPEN POSITIONS ARE FILLED. WHEN OFFICER POSITIONS ARE VACANT, ADDITIONAL NATIONAL COMPARISONS ARE OBTAINED FOR LIKE POSITIONS ADJUSTED FOR THE RELATIVE STANDARD OF LIVING COSTS FROM THE SURVEYED AREAS. THE LAST COMPENSATION REVIEW PROCESS WAS CONDUCTED IN 2009 AND AGAIN IN FISCAL YEAR 2012.
