THE MEDICAL CENTER OPERATES A CRITICAL ACCESS HOSPITAL WITH A CLEAR AND CONSISTENT CHARITABLE PURPOSE WHICH IS TO PROVIDE HEALTHCARE SERVICES TO ALL RESIDENTS OF THE COMMUNITIES SERVED WITHOUT REGARD TO AGE, RACE, GENDER, CREED, NATIONAL ORIGIN, ABILITY TO PAY, AND PHYSICAL OR MENTAL HANDICAP. THE DEDICATION OF THE MEDICAL CENTER'S WORKFORCE PROVIDES A STRONG FOUNDATION FOR PROGRAM DEVELOPMENT THAT IS BASED UPON COMMUNITY NEED AND IN ALIGNMENT WITH ORGANIZATIONAL VALUES OF SERVICE EXCELLENCE, INTEGRITY, INNOVATION, COLLABORATION, COMPASSION AND FISCAL RESPONSIBILITY. BEYOND THE PROVISION OF TRADITIONAL INPATIENT HOSPITALIZATIONS, ONE OF OUR STRENGTHS IS THE PROVISION OF QUALITY INTEGRATED HEALTHCARE WHICH IS OFFERED TO HOSPITAL PATIENTS BY A DIVERSE GROUP OF PRIMARY CARE PHYSICIANS AND MID-LEVEL PROVIDERS IN OUR BALDWIN CLINIC DIVISION. IN ADDITION, THE MEDICAL CENTER OFFERS MANY OTHER HEALTH SERVICES INCLUDING: BIRTHING CENTER, SKILLED NURSING FACILITY CARE VIA A SWING BED PROGRAM, EMERGENCY SERVICES, DIAGNOSTICS, CHEMOTHERAPY, INFUSION SERVICES, LABORATORY SERVICES, PHYSICAL & OCCUPATIONAL THERAPY, LOCAL ACCESS TO SPECIALTY MEDICINE, CARDIAC REHAB, PULMONARY REHAB, SLEEP STUDIES, SPEECH & AUDIOLOGY, SURGICAL SERVICES, WOMEN'S HEALTH SERVICES, A FITNESS CENTER, AND MANY OTHER SERVICE LINES DEMANDED BY THE NEEDS OF THE PATIENT POPULATION WE SERVE. DURING FISCAL YEAR 2011, THERE WERE 679 MEDICAL/SURGICAL ADMISSIONS, 81 OBSTETRIC ADMISSIONS, 28 SWING BED ADMISSIONS, AND 75 NEWBORN DELIVERIES. THE MEDICAL CENTER ALSO HAD 4,176 EMERGENCY ROOM VISITS AND PROVIDED 29,876 TREATMENTS TO OUTPATIENTS IN FISCAL YEAR 2011. MEDICAL CENTER REPRESENTATIVES PROVIDE A VARIETY OF VOLUNTEER SERVICES TO ENHANCE THE COMMUNITY BY PARTICIPATING IN AREA UNITED WAY CAMPAIGNS, THE RELAY FOR LIFE, LOCAL HIGH SCHOOL EDUCATIONAL PROGRAMS FOR STUDENTS IN REGARD TO CAREER CHOICES, AND MANY OTHER INITIATIVES. THE MEDICAL CENTER MAINTAINS A CONTRACTUAL RELATIONSHIP WITH THE LOCAL SCHOOL DISTRICT AND PROVIDES HIGHLY QUALIFIED NURSING LEADERSHIP AND SUPPORT PERSONNEL TO BOTH DESIGN AND MAINTAIN THE SCHOOL NURSING PROGRAM AT OR LESS THAN DIRECT COST FOR THE SERVICE DELIVERED. THE ORGANIZATION OFFERS SCHOLARSHIP FUNDS TO SELECT AREA HIGH SCHOOL SENIORS LOOKING TO PURSUE A CAREER IN HEALTHCARE AND GRANT PROGRAM DOLLARS TO EMPLOYEES LOOKING TO ENHANCE THEIR PROFESSIONAL SKILLS IN A HEALTH RELATED EDUCATIONAL FIELD. THE MEDICAL CENTER FURTHER SERVES THE COMMUNITY BY PROVIDING OUTREACH PROGRAMS AND SERVICES THAT ARE INTENDED TO ENHANCE THE HEALTH AND WELL-BEING OF THE PEOPLE IN THE COMMUNITY. SOME OF THESE SERVICES AND/OR SUPPORT GROUPS INCLUDE: - HEALTH AND WELLNESS FAIRS - CARDIAC, DIABETES, MENTAL HEALTH, AND DEPRESSION SUPPORT GROUPS - "BE WELL": A PROGRAM TO PREVENT OBESITY IN ELEMENTARY AGE STUDENTS - DIABETES SELF-MANAGEMENT CLASSES - NUTRITION AND WEIGHT MANAGEMENT CONSULTATION - EXPECTANT PARENT CLASSES AND BREASTFEEDING EDUCATIONUNCOMPENSATED CARE:THE MOST SIGNIFICANT EXPRESSION OF CHARITABLE SERVICE IS THE PROVISION OF UNCOMPENSATED HEALTHCARE SERVICES.A. CHARITY CARE $773,781THE MEDICAL CENTER PROVIDES HEALTHCARE SERVICES TO ALL PEOPLE, REGARDLESS OF THEIR ABILITY TO PAY. FOR THOSE INDIVIDUALS WITH VERIFIED INCOME THAT IS AT OR BELOW 150% OF THE FEDERAL POVERTY GUIDELINES, SERVICES ARE PROVIDED WITHOUT ANY EXPECTATION OF PAYMENT. FOR INDIVIDUALS THAT HAVE VERIFIED INCOME AT OR BELOW 300% OF THE FEDERAL POVERTY GUIDELINE, CARE IS AVAILABLE ON A DISCOUNTED SLIDING SCALE. THE MEDICAL CENTER BOTH SCREENS POTENTIAL CHARITY CARE PROGRAM PARTICIPANTS AND MAKES PATIENT INFORMATION READILY AVAILABLE ON THE CHARITY CARE PROGRAM. PROCEDURES ARE IN PLACE THAT ACTIVELY SEEK TO IDENTIFY PATIENTS WHO MAY QUALIFY FOR CHARITY CARE. B. THESE DUES ARE PRIMARILY FOR ACCESS TO EDUCATIONAL MATERIALS AND STAFF TRAINING AND DEVELOPMENT. WHA AND AHA HAVE NOTIFIED BAMC THAT APPROXIMATELY $2,572 OF THE ANNUAL DUES WERE USED IN CONJUNCTION WITH LOBBYING ACTIVITIES WITH THE GOAL OF IMPROVING THE OVERALL HEALTHCARE ENVIRONMENT. BAMC IS ALSO A MEMBER OF THE RURAL WISCONSIN HEALTH COOPERATIVE (RWHC). EACH YEAR, BAMC PAYS MEMBERSHIP FEES TO RWHC. RWHC PROVIDES SUPPORT SERVICES FOR A NUMBER OF ITS MEMBER HOSPITALS THROUGHOUT THE STATE OF WISCONSIN. SOME OF THE MANY SERVICES PROVIDED TO MEMBER HOSPITALS INCLUDE PROVIDING ASSISTANCE TO ORGANIZATIONS IN FINDING GRANT FUNDING FOR NEW PROGRAMS, LEGAL SERVICES, REIMBURSEMENT REVIEW SERVICES, ACCOUNTING ASSISTANCE, CONTRACTING FOR THERAPIST AND EMERGENCY ROOM PATIENT CARE COVERAGE, AND ADMINISTRATIVE CONSULTING SERVICES. AS A PART OF THESE SERVICES, THE RWHC ALSO PROVIDES AN ANALYSIS ON CURRENT HEALTHCARE ISSUES IN AN EFFORT TO PROMOTE AND BETTER HEALTHCARE OPERATIONS FOR HOSPITALS IN RURAL COMMUNITIES THROUGHOUT WISCONSIN. THE ORGANIZATION IS ALSO EXEMPT FROM STATE INCOME TAXES PURSUANT TO SIMILAR STATE OF WISCONSIN TAX LAWS. IN ORDER TO ACCOUNT FOR ANY UNCERTAIN TAX POSITIONS, THE ORGANIZATION DETERMINES WHETHER IT IS MORE LIKELY THAN NOT THAT A TAX POSITION WILL BE SUSTAINED UPON EXAMINATION OF THE TECHNICAL MERITS OF THE POSITION, ASSUMING THE TAXING AUTHORITY HAS FULL KNOWLEDGE OF ALL INFORMATION. BALDWIN AREA MEDICAL CENTER ALSO REVIEWS STATISTICS IN THE HOSPITAL, CLINIC, AND OTHER ORGANIZATIONAL DEPARTMENTS TO REVIEW THE CURRENT SERVICES BEING OFFERED AND ENSURE THAT RESOURCES ARE BEING APPROPRIATELY ALLOCATED TO AREAS IN NEED BY COMMUNITY MEMBERS AND PATIENTS. THE ORGANIZATION ALSO MEETS WITH LOCAL COMMUNITY MEMBERS AND IT'S PHYSICIAN GROUP TO DETERMINE WHICH SERVICES MAY BENEFIT THE COMMUNITY.
    PART VI, LINE 3: UNINSURED AND UNDERINSURED PATIENTS ARE ASKED TO MEET WITH THE ORGANIZATION'S FINANCIAL COUNSELOR EITHER AT THE TIME SERVICE IS PROVIDED OR WHEN THE PATIENT'S BILL IS GENERATED. THE FINANCIAL COUNSELOR EXPLAINS THE VARIOUS PAYMENT OPTIONS AVAILABLE TO THE PATIENT AS WELL AS THE HOSPITAL'S CHARITY CARE PROGRAM AND OFFERS THE CHARITY CARE APPLICATION WHEN APPROPRIATE. THE CLINIC IS EQUIPPED WITH COMPUTERIZED MEDICAL RECORD SYSTEM DESIGNED TO SPEED THE FLOW OF DECISION-MAKING INFORMATION TO MEDICAL PROFESSIONALS AND IMPROVE THE QUALITY OF CARE. EFFECTIVE JUNE 1, 2011, BALDWIN AREA MEDICAL CENTER MERGED IN NORTHWEST COUNSELING SERVICES, A LEADER IN BEHAVIORAL HEALTH. BEHAVORIAL HEALTH SERVICES ARE OFFERED IN OFFICES IN BALDWIN, ROBERTS, AND HUDSON. NORTHWEST COUNSELING PROVIDES CHILD, ADOLESCENT, INDIVIDUAL, FAMILY, COUPLES, AND MARITAL THERAPY SERVICES. PSYCHOLOGISTS ALSO PERFORM ASSESSMENTS FOR A NUMBER OF POTENTIAL ISSUES, INCLUDING ATTENTION DEFICIT DISORDERS, LEARNING ISSUES, AND AUTISM SPECTRUM DISORDERS.
