| Client Note 1 - Statement of Program Service AccomplishmentsTri-Valley CAREs--2011 Form 990In support of its non-profit goals, Tri-Valley CAREs' 2011 activities included:1.PUBLIC EDUCATION ON NUCLEAR WEAPONS. Tri-Valley conducted research, and published and disseminated to government agencies, Tri-Valley CAREs' membership, other non-profits, campuses, the media, the community and the public at large, various studies on U.S. nuclear weapons programs and policies. Tri-Valley CAREs produced analyses of the Department of Energy (DOE) National Nuclear Security Administration's nuclear weapons programs, including at Livermore Lab. These analyses included technical issues at the National Ignition Facility, new questions posed by the B61-12 Life Extension Program, the Fiscal Year 2012 nuclear weapons activities budget request, and the policy confluence of U.S. nuclear weapons and nuclear power in the wake of the meltdowns at the Fukushima Daiichi power plant in Japan. Tri-Valley CAREs also produced technical comments on multiple facets of the nuclear weapons complex, including the continued operation and site-wide impacts of Livermore Lab, operation of the Sandia Labs, operation of the Nevada Test Site (also known as the Nevada Nuclear Security Site), and the proposed construction of a plutonium complex at the Los Alamos Lab, among others. Additionally, the group organized an annual commemoration at Livermore Lab on the anniversary of the atomic bombings of Hiroshima and Nagasaki. Tri-Valley CAREs also won a favorable settlement in its litigation against DOE for noncompliance with the Freedom of Information Act. $55,0862.PUBLIC EDUCATION ON THE ENVIRONMENTAL IMPACTS OF NUCLEAR WEAPONS. Tri-Valley conducted research, and published and disseminated to government agencies, Tri-Valley CAREs' membership, other non-profits, campuses, the media, the community and the public at large analyses of DOE's environmental management program, cleanup options at the Livermore Lab main site and Site 300 under the Superfund program, and related public health issues. The group produced technical comments and other materials on the remedy selection for the off-site contaminated groundwater plume emanating from the Livermore Lab main site, and hosted a community meeting on the topic. Additionally, the group analyzed the status of cleanup and remedial action alternatives for soil and groundwater at the Livermore Lab's Site 300 high explosives testing range, with a focus on key cleanup issues at a depleted uranium "firing table." The group held regular meetings with state and federal regulators, Livermore Lab and DOE officials on a range of Superfund cleanup topics. Tri-Valley CAREs published analyses of potential hazards posed by the DOE's advanced bio-warfare agent research at Livermore Lab, and pursued litigation to compel an environmental impact statement under the National Environmental Policy Act. The group also provided facilitation and support for meetings of DOE workers affected by on-the-job exposures at Livermore Lab and other sites to toxic and radioactive materials.$60,8463.OUTREACH TOOLS TO INVOLVE THE PUBLIC IN DECISION-MAKING. Tri-Valley CAREs conducted research, and published and disseminated reader-friendly fact sheets, fliers, newsletters and other materials, to enhance the public's ability to understand: hazardous and radioactive waste; nuclear disarmament; bio-defense; effective participation in public hearings and meetings; and, the environmental, policy and economic implications of DOE and Livermore Lab programs - current and proposed. These materials were widely disseminated to government agencies, Tri-Valley CAREs' membership, other non-profits, campuses, the media, the community, area libraries, and to the public at large (including via community events at the Farmers' Market, the Livermore Rodeo Parade and others). The group maintained a website to further disseminate its materials and promote public involvement. Additionally, the group maintained an in-house document repository and "reading room" for the community. Tri-Valley CAREs produced and circulated a petition on Superfund cleanup for members of the community in English and Spanish. $34,4594.COALITIONS, CONFERENCES AND SEMINARS. Tri-Valley CAREs initiated, sponsored, presented at and/or participated in meetings, seminars and conferences on topics such as: environmental issues at DOE sites, nuclear weapons issues, alternatives to weapons programs, and the health effects of radiation exposure. Venues ranged from a presentation on U.S. nuclear policy in Hiroshima, Japan to Bay Area-wide presentations on the nuclear weapons complex to Livermore neighborhood presentations on the off-site pollution emanating from the nearby nuclear weapons lab. $8,1045.REGULAR MEETINGS & ORGANIZATIONAL CAPACITY BUILDING. Tri-Valley CAREs held three additional types of meetings: one, a monthly Tri-Valley CAREs meeting open to all interested members and the public; two, a quarterly Board Meeting; and, three, occasional "study group" meetings on selected topics. These meetings took place at the Tri-Valley CAREs' office and at other Livermore locations. In addition, Tri-Valley CAREs conducted activities to maintain and enhance its organizational capacity, including an annual strategic planning retreat with the Board of Directors, staff and volunteers; staff and board member trainings and publications; and furniture and equipment to accommodate student interns and community volunteers. $18,274Total program services for 2011: $176,769 |
