| Facts And Circumstances Test |

| Royal neighbors Foundation was established by Royal Neighbors of America, a 501(c)(8) fraternal benefit society as a 501(c)(3) public charity to provide a vehicle for its members and the general public to support the mission of empowering women and the ones they love through. Although as a 501(c)(8) Royal Neighbors could collect and make contributions to further charitable endeavors, a decision to form the Royal Neighbors Foundation was made to separate the function of the two organizations and to make the transfer for individuals who wished to support the foundations causes easer to track. In 2010 the foundation did not meet the 33 1/3 support test if the amount contributed by Royal Neighbors of America is required to be included under the 2% donor test. If the contribution from Royal Neighbors is deemed to be a contribution from antoher charitable organization, the Royal Neighbors Foundation would clearly meet the 33 1/3 test. The purpose of the Royal Neighbors contributions to the foundation was a source of seed money to jump start the new initiatives the foundation has been putting in place over the past couple of years to allow the foundation to more fully carry out its mission of supporting women. These funds were designed to help fulfill its mission as a fraternal benefit society, which, as previously explained includes a charitable component. ^ Additionally, the Foundation meets the facts and circumstance test for this year. The results of the public support test show that on average over the past five years almost 33% of its support comes from the general public. As previously noted the foundation was established to allow members of Royal Neighbors of America and the general public to provide contributions to support the cuases associated with the women and those they care about. These efforts have resulted in the awarding of various scholarships across the country under the state scholarship program as well as through the Heros at Home scholarship progrm to women veterans returning to school. In addition the foundation supported the Habitat for Humanity build in Austin, Texas, as well as a Parkersburg, Iowa home build after the devastating tornado hit the area. In 2010 the Foundation tightened its foucus of empowering women by initiation of financial education seminars free to women of limited means. These seminars are to address issues of concerns to each of the individual audiences. The Foundation has also begun offering financial education through it's webpage and is looking at other opportunities to assist women in achieving financial literacy. |
