COLORADO BALLOT INITIATIVE: Paid for 90% of the signature drive to qualify MPP's initiative for the Colorado ballot in November 2012. The initiative would regulate marijuana similarly to alcohol so -- if the initiative passes with a simple majority vote in November 2012 -- this would be the most significant victory in the history of the overall movement to end marijuana prohibition in the U.S.

NATIONAL CANNABIS INDUSTRY ASSOCIATION: In the fall of 2010, two MPP staffers (Rob Kampia and Steve Fox) teamed up with Aaron Smith (a former MPP staffer) to form NCIA. Aaron serves as the executive director of NCIA, Rob sits on NCIA's board of directors, and Steve serves as the secretary of the board. In 2011, the MPP office served as the hub for NCIA's presence in Washington, D.C. Most of MPP's expenses relating to NCIA were reimbursed by NCIA.

DELAWARE LOBBYING: Continued lobbying the Delaware legislature to pass medical marijuana legislation, which we succeeded at doing. MPP's bill was signed by Gov. Jack Markell (D) in the spring of 2011.

VERMONT LOBBYING: Lobbied the Vermont legislature to pass a marijuana-decriminalization bill, as well as a bill to legalize medical-marijuana dispensaries in the state. We succeeded with the latter bill, which Gov. Pete Shumlin (D) signed into law in the spring of 2011.

RHODE ISLAND LOBBYING: We continued the process of lobbying the state legislature to decriminalize the personal possession of marijuana for recreational use.

MARYLAND LOBBYING: MPP enacted an improved medical-marijuana law in Maryland, which provides for a defense for anyone who is arrested for marijuana and can reasonably argue in court that his or her possession of marijuana was medical in nature. This 2011 law also created a governor's commission to investigate expanding Maryland's medical-marijuana law; one of MPP's staff attorneys was appointed to serve on this commission.

NEW YORK LOBBYING: MPP continued to lobby the New York legislature to pass a medical-marijuana bill, with the understanding that the Assembly side of the legislature had already passed MPP's bill -- and will continue to pass MPP's bill. All the action is on the Senate side, where MPP is trying to pick up just three or four votes.

NEW HAMPSHIRE LOBBYING: Recovering from the veto of MPP's medical-marijuana bill by Gov. John Lynch (D) in 2009, MPP and a grantee did a relatively low level of lobbying in New Hampshire in 2011, for the purpose of building support for a major push to enact similar legislation in 2012.

The idea was that paying $200/month for unlimited use of what was essentially a "hotel room" would save MPP a large amount of money, rather than paying for hotel rooms in downtown Denver at a cost of between $100/night and $200/night. The idea paid off, saving MPP many thousands of dollars.
SchJ_P01_S00_L01b Schedule J, Part I, Line 1b MPP didn't implement a written policy regarding the rental of the $200/room in Denver. Rather, MPP's Rob Kampia received oral approval from the MPP board before executing the rental agreement, which was a "no-brainer," given how much money the short-term rental agreement was saving MPP, as opposed to paying for nightly hotel rooms in downtown Denver for MPP's Rob Kampia.
