Briefly describe the organization’s mission: The Charities Aid Foundation of America's mission is to expand international philanthropy by offering safe, secure, and efficient methods for US donors to tax efficiently support international charities. Through various donor advised giving solutions, CAFAmerica makes it possible to support almost any charity in the world. CAFAmerica serves as a partner to donors around the world, guiding them through the entirety of the grant making process, beginning with grant recipient identification, using our 100-point due diligence process to ensure that donors' money will be properly stewarded, and finally making the grant. Each year we report on organizations' use of their CAFAmerica grant money, verifying that positive outcomes grow from the support we provide on behalf of our donors.

CAFAmerica currently operates Donor Advised Funds (DAFs), Matching Donor Advised Funds (MDAFs), and Friends Funds, who in FY 2011/2012 gave 1,418 grants totaling $16,296,927. These DAFs represent US corporate, individual, and foundation donors supporting organizations in more than 70 countries. We partner with these donors to ensure that they have all the information relevant to their philanthropic decision making process, and that their gifts have the impact they desire. Of the above number $1,048,385 in grants were donated to Friend Funds, a type of fund that allows international charities to receive tax efficient gifts from US donors in any amount. For many charities this is an essential tool for establishing their presence and courting donors in the US. CAFAmerica provides gift forms, an online interface and the appropriate tax receipting on behalf of the fund holders.

In FY 2011/2012 370 donors worked with CAFAmerica to make 451 Single Donor Advised Gifts (DAGs) totaling $3,949,927. The DAG is a unique product that enables donors of all types to make one-time gifts of $500 or more to organizations around the world. Though it functions similar to a DAF, the DAG supports donors in the beginning stages of realizing their international philanthropic aspirations, or who intend to give less often at smaller levels. The gift minimum is among the smallest in the country, simultaneously lowering the barrier to entry for domestic donors, and increasing a foreign charity's ability to provide giving options to donors they identify in the US.

CAFAmerica offers an array of Philanthropic Advisory Service ranging from the identification of single grantees to the creation of Comprehensive Corporate Giving programs. Leveraging more than 20 years of experience in the international grant making field, CAFAmerica is uniquely equipped to advise its donors on best practices, and to assist in navigating the dynamic philanthropic regulatory environments that exist in various countries around the world. CAFAmerica regularly works with its corporate partners to develop strategies that create more impactful philanthropy, and devise meaningful opportunities to engage employees around the world. In addition, CAFAmerica often assists other grantmakers by providing Due Diligence on identified organizations; ensuring that the potential grantees meet CAFAmerica's widely respected due diligence requirements. This work provides US funders with the security necessary to make international grants with convidnce.

Southampton Row Trust Limited, dba CAF American Donor Fund (CADF), a subsidiary of CAFAmerica, offers a unique giving solution that allows donors paying both US and UK income taxes to receive recognition for their charitable giving in both countries. By donating through a fund at CADF, charitable gifts qualify for gift aid in the UK, as well as standard tax deductibility in the US. This service also extends to those who pay taxes in the Netherlands. This is a uniquely valuable tool for the hundreds of thousands of donors who find themselves with taxable earnings in multiple locations, and streamlines the process of tracking charitable giving. CADF staff also offers guidance on how and where to give. With access to Philanthropic Advisory Services, donors are assured that they are making the most of their giving everywhere in the world. Last year 130 donors contributed $31,991,996 to funds at CADF. These were used to make 609 grants to 298 organizations around the world. These grants totaled $25,884,074.

SchF_P01_S00_L02 Schedule F, Part I, Line 2 CAFAmerica and SRTL have a detailed 30 page grants administration policy and protocol: 'General Principles of Governance and Administration for CAFAmerica.' SRTL has a similar document that is reviewed every 3 months by staff and annually by both the Board of Directors of CAFAmerica and SRTL and external legal counsel. The grant making protocols apply a "risk-based" approach to grant making which has been endorsed by the Council on Foundations, United States International Grantmakers Group (USIG), the Department of the US Treasury in its Anti-Terrorist Financing Guidelines and the Exempt Organizations Committee of the American Bar Association; and in the UK by Her Majesty's Inland Revenue Service. The U.S. "risk-based" approach is designed to substantially reduce CAFAmerica to grants being: * Used for non-charitable purposes; * Awarded to banned organizations or sanctioned countries specified by the US or UK governments; * Made to charities that are not in line with CAFAmerica policy on terrorism; * Diverted to support terrorism. CAFAmerica has a fraud and money laundering policy and undertakes checks on donors and foreign charities at the time of assessing, and making a grant. CAFAmerica also complies with the CAF International policy on money laundering, and whenever necessary can access the money laundering and internal audit unit at CAF. CAFAmerica regularly checks for FATF (Financial Action Task Force) and OFAC (Office of Foreign Asset Control) updates. SRTL follows both the CAFAmerica protocol and CAF money laundering and anti-terrorist financing procedures. Wherever possible, CAFAmerica follows the guidance contained in the "US Department of the Treasury Anti-Terrorist Financing Guidelines: Voluntary Best Practices for US-Based Charities (revised October 2006)" and the practices outlined in the Council on Foundations document 'Principles of International Charity (March 2005) and the Risk Matrix for the Charitable Sector issues by the US Department of the Treasury's Office of Foreign Assets Control. An online license from Bridger Choice Point and World Check is used to complete this terror and money laundering vetting exercise. CAFAmerica is a 501(c)(3) public charity and generally only accepts foreign organizations that have charitable registration status or equivalent standing under local laws in their own countries. In countries where no equivalent standing is widely applicable, CAFAmerica can accept organizations officially recognized as nonprofit, so long as their purposes are consistent with the purposes set forth in section 501(c)(3) of the U.S. Internal Revenue Code. Per IRS regulations, CAFAmerica requires a grantee project expenditure report be submitted the quarter after the end of the funded grantees fiscal year. The grantees attest to the fund amount, expenditure to date and how the funds were utilized. SchI_P01_S00_L02 Schedule I, Part I, Line 2 CAFAmerica checks the charities for a 501c3 status and charitable purpose. We run the names of the board of directors through the World Check database and validate the organization. Per IRS regulations, CAFAmerica requires a grantee project expenditure report be submitted the quarter after the end of the funded grantees fiscal year. The grantees attest to the fund amount, expenditure to date and how the funds were utilized. If the funds were not expended in their entirety, another report will be required the following fiscal year. Both CAFAmerica and SRTL undertake periodic site visits to foreign grantees and have the ability to undertake a detailed grant making audit as required.

All management activities are carried out at the direction and under the supervision of the STRL Board.
F990_P06_S0A_L06 Form 990, Part VI, Section A, Line 6 CAFAmerica has a sole member who elects directors to the CAFAmerica Board and also has the authority to ask directors to resign. The sole member holds an annual general meeting in September where the member reviews the activities of CAFA and its board. The sole member is John Low, CBE, Chief Executive Officer of Charities Aid Foundation in th United Kingdom. SRTL has its own independent board. SRTL board members are elected by the current SRTL board or appointed by the board of CAFAmerica.

CAFAmerica CEO monitors compliance with the policy with the Board President every 6 months. SRTL directors are required to sign a disclosure form at the beginning of their term of office.

CAFAmerica's audited financial statement, conflict of interest policy, whistleblower, anti-terrorism financing policy and IRS form 990 are posted on the Foundation's web site, and are available to view in the office.
