DMHHome-Based Services:In-Home Services and Full Service Partnerships offer mental health and support services that allow children with problem behaviors to remain at home. A team approach provides a comprehensive package of tools and solutions that allow children and their families to succeed on their own. In-Home Family Services is designed to serve "at-risk children" and their families, including foster families, as they deal with problem behaviors. IHFS utilizes a "wraparound" philosophy that focuses on the needs and strengths of the child and family. Our mission is to bring a comprehensive package of solutions and supports to our clients that will allow them to reach their own goals and gradually discontinue our services. While working as a team with the family, we may provide therapy, look for the best school for the child, do research or work to enhance social and parenting skills. Outpatient/Psychiatric Services:Outpatient/Psychiatric Services provide easy access to mental health care and case management for both long and short-term problems for children and families living in Los Angeles County. Individual, family and group therapy, and crisis intervention, as well as services for longer term problems are available. Diagnostic assessment and referrals are offered. This program serves children from infancy to age 21 and their families. Treatment is available for physical or sexual abuse, suicidal thoughts or actions, disabling behavioral or emotional symptoms and mental illness. The staff is prepared to deal with problems at home, in the school, or in the community.PACEPartnerships and Community Engagement (PACE) Mental Health services provide a wide variety of diverse community-based services to meet the needs of youth and families in a treatment setting and within their own community. Activities and services are tailored to the unique strengths, developmental needs, and values of the child and family served. PACE provides groups and activities to support children in identifying their needs and addressing underlying behaviors so that they can improve their daily functioning. Families play a key role in this process and are part of a collaborative team that includes clinicians and PACE activity staff. PACE activities and groups are designed to support children in obtaining the skills needed to be successful at home in their community. This process utilizes a rich variety of strategies and activities to engage the child and family in the overall treatment program. As children progress toward their goals, PACE activities assist families in identifying community resources and natural supports available. PACE activities develop skills and competencies that are comprehensive and adaptable to enable the child to live a healthy, productive life. School-Based Services:Mental Health Services at Public Schools, Hathaway-Sycamores serves local public schools offering individual, group and family therapy, crisis intervention, and assessment services for students to help them manage stress and achieve greater academic success. The program provides crisis intervention, individual, group and family therapy for students and their families. This program also provides linkage services to other agencies, in-home family support and access to medication support. Having mental health services available at the school sites provides students access to much needed care and counseling that would otherwise be unavailable due to transportation difficulties, financial or time constraints. Therapeutic Behavioral ServicesTherapeutic Behavioral Services provides a one-to-one therapeutic contact between a mental health provider and a child/youth for a specific short period of time. The contacts are designed to maintain the child/youth's residential placement at the lowest appropriate level by resolving target behaviors and achieving short-term treatment goals. Hathaway-Sycamores receives referrals from many agencies in LA County, resulting in our current status as one of the largest TBS provider in LA County. Families, friends and communities partner with Hathaway-Sycamores to engage in a "team" approach to developing winning solutions that achieve successful outcomes for the individual child/youth and caregiver. The team is made up of key individuals identified by those involved in the child's life. Team building is accomplished through a series of pre-service meetings and then intensive scheduled contacts with the child and his/her caregiver, with the goal of resolving target behaviors and achieving short-term treatment goals.

Wraparound/ConnectionsHathaway-Sycamores Connections is developed for high-risk youth with serious emotional and behavioral problems, wraparound is used as an alternative to residential or group home institutional care. The goal is to keep the child at home while receiving treatment or if the child is already in institutional care, to return them home sooner. This program is designed to "wrap" services and supports around a child and family, to prevent the child from leaving home to receive services. This process encompasses a variety of programs and services based on the needs of the child and family involved. The purpose of wraparound is to establish one working plan even if the child is receiving services from other agencies in addition to the services provided by Hathaway-Sycamores Child and Family Services. Connections offers children and families team networking and resource development, one-to-one support for parents and children, crisis intervention, individual and family clinical services, educational support services and integrated planning for long-term community resources.

RCL 14 Residential ServicesHathaway-Sycamores Residential Services are dedicated to helping children and adolescents with emotional trauma and mental illness. We enlist the Department of Children and Family Services, parents and families as partners in short-term intervention. Our major goal is to shorten the length of stay for children and families in the continuum of care. Our approach to working with children and families adheres to the best practices in children's mental health. The residential treatment program serves boys eight to 18 years of age. The Departments of Mental Health, Children and Family Services and Probation refer children and youth for placement. Children have usually exhausted all alternative placements prior to coming to us. We welcome children and their families and enter into a partnership with them, building on their strengths and identifying their needs. Family involvement throughout the child's placement is considered paramount for both successful treatment and reintegration of the child into the community. Treatment planning is a collaborative team effort that includes the clinician, program supervisor, childcare workers, psychiatrist, family members, Parent Partners and others involved in the life of the child. Our residential program is designed to reduce stress, stimulation and demands so that the child, with the help of the professional staff and his team, can master the tasks of daily living.

Foster Care & Adoption ServicesFoster Care & Adoption Services provide therapeutic placements for children in the foster care system and adoptive families for special-needs children in Los Angeles County. One of the primary goals of Hathaway-Sycamores is preparing children who have been removed from their families to return home to an environment that has become safe and secure. If that is not possible, the agency seeks to place children in a less restrictive, more home-like setting. Hathaway-Sycamores Child and Family Services recruits, trains, certifies, supervises and supports foster families who are willing to open their hearts and homes to these children. The children and families we serve through foster and adoptive care have complex needs. Our Staff take an approach that focuses on the family's strengths and needs. They provide the most comprehensive and innovative services available that include: Weekly visits by a social worker, 24-hour support and guidance; Financial support; In-home psychotherapy, play therapy and other forms of intervention as needed; Assessment of educational needs and advocacy for appropriate educational setting and services; Access to the full-range of professional mental health services provided by Hathaway-Sycamores. When children come into foster care, efforts are made to help the biological family provide a safe and secure home so that the family may be successfully reunified. When reunification is not possible, the goal is to provide the child with a permanent adoptive family.

Family Resource CenterHathaway-Sycamores' Family Resource Center is located in an under-served community and provide programs and services that include after-school enrichment programs for children, individual and family counseling, adult education classes, access to community technology centers, and other preventative programs that are designed to help break the cycle of poverty and to enrich and empower families and their communities.Our Highland Park Resource Center is divided into four components. Those components are:Youth Enrichment and Activities Programs that include counseling, case management and after school classes. Activities include tutoring, a computer lab for kids, chorus, instrumental music classes, art and drama classes, dancing (including hip hop and Hawaiian type dancing), and a sports program which competes with other gang prevention programs across the city. The goal is to help young people stay healthy, achieve their potential and improve their community. Included within this is gang prevention as well as a one-to-one Mentoring program that links community resident volunteers with community youth for fun educational activities. High School students with leadership abilities comprise our Youth Leadership Council and they meet weekly to create community improvement projects and to inform us adults how we can better meet their needs.Early Childhood and School Readiness Programs that focus on providing various parent workshops focused on prevention and supporting very young children to be successful as they enter pre-school and elementary school. Some of the workshops include: Parents with Special Needs; Baby, Toddler, Pre-School & ME; once a week pre-school experience; Family Literacy Events; Assistance with Kindergarten Enrollment and Home Visitation services.Parent and Community Support and Empowerment that includes the Safe Passages program that meets monthly at the local middle school to address safety concerns and how to help children arrive at school and at home safely. The Promotoras Comunitarias empowers Latinas to become Community Health Educators, offering classes on health and nutrition, issues in the community, in partnerships with Planned Parenthood. A Family Development Network provides comprehensive case management, using a network of service centers in Northeast L.A., to help low income families achieve economic self-sufficiency. We also provide a weekly Food Bank of food provisions to 50 families. We also invite other non-profit services to be on our site to support the community. Mental Health Services, we have several options for children and families in this area, through a team of clinicians, case managers, youth activity program staff, and a psychiatrist, and it is expanding. We serve kids and their families through outpatient services and a network of school based services. We are also in the beginning stages of providing FSP services, as well as serving children more closely in nearby communities by having satellite offices those communities through collaborations with gang prevention programs such as those found at Barrio Action in El Sereno or the Youth and Family Center in Cypress Park.Non-Public SchoolThe Hathaway-Sycamores non-public school is state-certified and offers a year-round educational and behavioral program for students with serious emotional disturbances and learning disabilities. The program is designed to meet each child's Individual Education Plan (IEP) while creating an environment conducive to cognitive and affective growth. The Hathaway-Sycamores Community School accepts boys and girls ages seven to 18, who have been diagnosed with emotional and/or learning disabilities and have a current IEP with a non-public school placement designation. One credentialed teacher and as many as three educational assistants, provide instruction and support in the classroom. Class sizes are limited to 12 students. Each teacher implements an educational and behavioral program appropriate to the developmental stage of the students. The curriculum offers basic skills training and intervention for students with serious emotional and learning disabilities. Students are regularly evaluated with standardized and informal assessments so that teachers may focus on appropriate goals and individual student strengths. Teachers employ direct instruction, cognitive behavior modification, multi-sensory approaches, and hands-on approaches. Staff provides a safe and nurturing environment while providing instruction in math, reading, spelling, social science, science, grammar, writing and physical education. Life Works! is a job-training program for youth ages 14 to 22. It is designed to promote career awareness, exploration and skill development. Mental health services are available on an as-needed basis.

Description of Intended Use of Endowment Funds: Part V, Line 4: Income from donor restricted donations is used for scholarships and General Operations. Accumulated earnings as well as gains and losses related to endowment assets have been classified as temporarily restricted until they are appropriated by the Board for use in current operations. Hathaway-Sycamores considers that appropriation occurs as part of its annual budget approval process when its decision is made to spend some or all of the accumulated earnings.
Description of Uncertain Tax Positions Under FIN 48: Part X: Hathaway-Sycamores is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by Hathaway-Sycamores in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. Hathaway-Sycamores returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

Form 990, Part VI, Section A, line 2   The two officers are related through marriage. Larry Webb, member of the Board of Directors, is the insurance broker for the agency's property and casualty insurance.
Form 990, Part VI, Section B, line 11   The 990 is reviewed and approved by the Administration and Finance Committee prior to filing. The Administration and Finance Committee is a regular committee of the board, and has the power and authority of the board, as defined in the organizational by-laws, to act on behalf of the full board.
  Form 990, Part VI, Section B, line 12c PROCEDURES General Instructions 1. Affected Persons: Responsible to make full disclosure of any interest that might result in a conflict of interest to the Board prior to entry into a financial relationship which may bring a conflict into being. Full disclosure is to be made of any interest in or connection (as owner, officer, partner, etc. or monetarily) with any organization doing or seeking to transact business with Hathaway-Sycamores. This responsibility includes disclosure of a family member's known interest in or connection with such an organization. Disclosure will be made prior to entry into such relationship on a Conflict of Interest Form. 2. Additionally, in January of each year, each Affected Person will prepare an annual Conflict of Interest Statement affirming that he/she is not engaged in any conflict of interest activity, or disclosing any activity by the preparer which may result in or appear to be a possible conflict of interest. 3. Chief Financial Officer of Hathaway-Sycamores: Responsible for sending Conflict of Interest Statements to board members in January and assuring all forms are obtained. Any identified conflicts will be forwarded to the Administration and Finance Committee for review. CFO will maintain copies of all Conflict of Interest Statements for future reference. 4. Administration and Finance Committee: Responsible for reviewing any declarations where conflict of interest may exist, obtaining necessary clarification from the affected person, discuss statements with the affected person when action may be required, track for completion of remedial action if indicated and by the April Board Meeting make a summary report to the Board. On an on-going basis, the committee reviews any new potential conflicts reported throughout the year. 5. AVP, Human Resources: Responsible to inform all new Affected Persons who perform a staff role of this policy and obtain a Conflict of Interest Statement when their employment begins and annually thereafter. 6. Failure to abide by this policy may result in corrective action (such as a required change in the affected business relationship) and/or disciplinary action. Disciplinary action may include steps up to and including termination of the Affected Person from his/her relationship with Hathaway-Sycamores. 7. Concurrent reporting of conflict of interests is required. Waiting until the January annual disclosure process is not adequate. It is the responsibility of all Affected Persons to disclose a potential conflict of interest before the transaction is consummated. Concurrent disclosure requires a written explanation of the conflict of interest and why the relationship/agreement/etc. is still in the best interest of Hathaway-Sycamores.
  Form 990, Part VI, Section B, line 15 The Board of Directors is responsible for setting and reviewing and compensation for the President/CEO and the CFO of the Organization. A Compensation Committee is appointed by the Chairman of the Board to review the President/CEO and CFO's compensation packages. The make-up of the Compensation Committee includes the Board Chairman, Vice Chairman and Immediate Past Chairman if still serving on the Board or another member of the Board as appointed by the Chairman. Recommendations made by this committee will be brought to the Board of Directors for approval. Independently commissioned salary comparisons as well as salary studies conducted by local, state and national associations are utilized in determining comparable salary data.
