| Subsequent Event - Proposed Affiliation | Form 990 - General Information | West Penn Allegheny Health System, of which West Penn Allegheny Oncology Network is an affiliate, is pursuing a formal corporate affiliation with UPE, a recently formed tax-exempt organization, and Highmark Inc., a non-profit corporation with substantial health insurance operations throughout Western Pennsylvania. UPE has made filings with the applicable regulatory authorities to acquire control of Highmark. Following the anticipated affiliation, UPE also will assume control of West Penn Allegheny Health System. West Penn Allegheny Health System approved the affiliation in 2011 in order to restore financial viability to the System and ensure its long term survival as a provider of quality healthcare services to the communities it has served for several generations. Among other advantages to the transaction, the affiliation will create a regional integrated health care services delivery and financing system that will better position West Penn Allegheny Health System given the competitive pressures in the Western Pennsylvania market. An affiliation agreement was signed by the parties in October, 2011. As of the date of this filing the regulatory agencies that must approve the transaction have either given their approval or are in the process of undertaking their review. We are optimistic that all approvals will be granted by the end of the 2012 calendar year and possibly sooner. |

| Statement of Program Service Accomplishments | Form 990, Page 2, Part III, Line 4a | INTRODUCTON TO WEST PENN ALLEGHENY ONCOLOGY NETWORK West Penn Allegheny Oncology Network (WPAON) is a Pennsylvania non-profit and non-stock corporation that was formed on March 17, 2003 and began operations on January 1, 2004. The charge of WPAON is to assist, promote, and advance the clinical, research, educational and charitable mission of the West Penn Allegheny Health System, Inc., its sole member. WPAON advances its charitable mission by providing access to high-quality, cost-efficient, community-based medical oncology and hematology specialty health care services throughout western Pennsylvania. WPAON is part of the West Penn Allegheny Health System (WPAHS). Organized in 2000, WPAHS (www.wpahs.org) is comprised of West Penn Allegheny Health System, Inc. (WPAHS, Inc.), Alle-Kiski Medical Center (AKMC), Canonsburg General Hospital (CGH), Allegheny Medical Practice Network (AMPN), Allegheny Specialty Practice Network (ASPN), Allegheny-Singer Research Institute (ASRI), West Penn Physician Practice Network (WPPPN), Canonsburg General Hospital Ambulance Service, Inc. (CGH Ambulance), Alle-Kiski Medical Center Trust (AKMC Trust), Forbes Health Foundation (FHF, Suburban Health Foundation (SHF) and The Western Pennsylvania Hospital Foundation (WPHF). To accomplish its mission of providing community-based medical oncology and hematology health care services, WPAON owns and operates 16 community based out-patient practice locations. By owning and operating these community practice locations, WPAON provides convenient access to sophisticated treatments to care for complex diseases close to where patients live. The physician employees of WPAON also provide inpatient care and consultation in 19 community and tertiary hospitals throughout western Pennsylvania insuring continuity and coordination of patient care. The physician employees of WPAON provide and coordinate the most advanced treatment options available to fight cancer through the West Penn Allegheny Cancer Institute. The compliment of advanced clinical capabilities coordinated through WPAON range from bone marrow transplantation to advanced radiation therapy, including intensity modulated radiation therapy (IMRT), to participation in cooperative group research and clinical trials through the National Surgical Adjuvant Breast and Bowel Project (NSABP). Dedicated to serving patients in urban and rural areas alike in the diagnosis and treatment of cancer, WPAON creates access to health care for patients regardless of the patient's ability to pay in communities that would otherwise be underserved. WPAON serves as the sole community cancer provider at Butler Memorial Hospital, Armstrong County Memorial Hospital, Citizens Ambulatory Care Center, Punxsutawney Area Hospital, Canonsburg General Hospital and WPAHS, Inc. - Suburban General campus. In order to support the patient and community needs, WPAON employs 25 medical oncologists and hematologists, as well as 193 health care professionals, including 9 certified registered nurse practitioners, 2 physician assistants, a clinical nurse practitioner manager, 5 full-time pharmacists, a social worker, and complementary medicine registered nurses who supplement the care of the physicians. WPAON also provides education and training for Hematology and Oncology Fellows in conjunction with The Western Pennsylvania Hospital and Temple University Medical School. In the out-patient community setting, the physician employees of WPAON provide clinical instruction and training for fellows in the evaluation and diagnosis of patients, as well as for the administration of chemotherapy and therapeutic supportive agents. WPAON staff counsels and assists patients without chemotherapy and therapeutic drug insurance coverage with enrollment in drug reimbursement programs with pharmaceutical manufacturers to secure pharmaceutical agents to be used in their treatment. WPAON specialists work in close collaboration with the patient's primary care physician to provide diagnostic and treatment services as close to the patient's home as possible. Multidisciplinary teams treat each patient and their family to address the patient's psychosocial, emotional, physical and rehabilitation needs at each stage of illness. WPAON provides palliative care services to cancer patients and their families. The palliative care physician and support staff provide expertise in pain and symptom management, counseling on treatment choices and decisions, emotional and spiritual support, patient and family counseling, bereavement support and referral services and also planning for post-hospital care. One of the primary goals of the palliative care team is to assure that the patients remain as comfortable and active as possible through the various stages of their illness. | Statement of Program Service Accomplishments - Continued | Form 990, Page 2, Part III, Line 4a | UNCOMPENSATED CARE To enhance the health status of the community in which it operates and consistent with its tax-exempt status, WPAON provides needed health care services to individuals regardless of their ability to pay for all or part of the services rendered. These services include both inpatient and outpatient services as well as an emergency room that is available 24 hours a day. During Fiscal 2011, WPAON provided charity care measured on a cost basis of $192,000. COMMUNITY ASSESSMENT Community Health Improvement Services and Community Benefit Operations Community health improvement services and community benefit operations include activities intended to improve community health. They extend beyond patient care activities and are subsidized by WPAON. The programs ranged from community health education to free clinics and screenings. WPAON provided the following community health services during Fiscal 2011 at an estimated cost of $64,000. Camp Raising Spirits - Physicians and non physicians volunteered at this event sponsored by the Oncology Nursing Society, Leukemia and Lymphoma Society and the American Cancer Society. The mission of Camp Raising Spirits is to provide a fun getaway weekend of physical, emotional and spiritual renewal for adults living with cancer. WPAON physicians were available at the event to answer questions from participants. The Healing Journey - WPAON provides a program entitled "The Healing Journey". This program is a support group designed for cancer survivors and primary care givers that focuses on wellness, relaxation, and treatment options. CPR Training - In conjunction with the American Heart Association, a WPAON nurse practitioner performs CPR training for individuals in the community. The training provides the individuals with basic life-saving knowledge and skills should they ever need to respond to a life-saving situation. Community Cancer Awareness - During the year WPAON staff performed several community projects aimed at promoting cancer awareness. Programs included, but were not limited to colon cancer awareness, skin cancer awareness, cancer and genetics, cancer caring centers and health fairs. Breast Cancer Education Lectures - WPAON provided the following two lectures: "Follow Up After Breast Cancer" and "Chemotherapy Management of Breast Cancer". These lectures were intended to provide the community education on the process of dealing with breast cancer after diagnosis. Mass Media Presentations - A WPAON physician participates in a local radio show entitled "Ask the Doctor". This radio call-in show encourages the listener to phone in with questions or concerns on cancer related topics. Health Professions Education WPAON provides health professionals with educational opportunities to advance their careers in healthcare. During Fiscal 2011, we provided the following education for health professionals at an estimated cost of $52,000. Breast Cancer Education - WPAON physicians provided education to health professionals caring for breast cancer patients. Participants learned how breast cancer develops, what factors increase the risk of getting breast cancer and the signs and symptoms to watch for. Hematology-Oncology Fellows Training and Education - WPAON Physicians provided clinical instruction and training to Hematology-Oncology Fellows in the evaluation and diagnosis of patients. This training includes instruction regarding the administration of chemotherapy and therapeutic supportive agents in the inpatient and outpatient settings. Financial Contributions Cash Donations - WPAON supports the community through cash contributions made at the discretion of WPAON and its directors, benefiting not only the non-profit recipient but ultimately the community as a whole. WPAON made cash contributions during Fiscal 2011 totaling $91,129 including the following: American Cancer Society West Penn Hospital Foundation Butler Health System Foundation Armstrong County Memorial Hospital Foundation Community Building Activities Community building activities include activities engaged in for the purpose of improving or protecting the health, future and wellbeing of the community. WPAON participated in the following community benefit operations during Fiscal 2011 at an estimated cost of $31,000 Relay for Life - WPAON, in conjunction with the American Cancer Society, participated in this event designed to celebrate cancer survivorship and promote cancer research. The Relay for Life is a life-changing event that gives everyone in communities across the globe a chance to celebrate the lives of people who have battled cancer, remember loved ones lost, and fight back against the disease. Walk for the Whisper - WPAON participated and sponsored an event entitled "Walk for the Whisper" which benefits ovarian cancer. This event is held to raise money to battle ovarian cancer as well as to raise awareness and break the silence on this deadly disease. The event concluded with WPAON physicians providing health screenings to participants. Light the Night - WPAON staff, in conjunction with the Leukemia & Lymphoma Society, sponsor the Light the Night event. This event is designed to bring help and hope to people battling blood cancers. Board of Directors - Several WPAON physicians serve as officers and directors of the American Cancer Society Pennsylvania and Pittsburgh Divisions. |
| Form 990 Review Process | Form 990, Page 6, Part VI, Section B, Question 11a | Form 990 is prepared internally by an employee of the West Penn Allegheny Health System, Inc. (Health System) Tax Department who is a certified public accountant. The document is then reviewed internally by top management officials of the Health System. A detailed external review is conducted by Health System external tax advisors, who sign the return as preparer. Members of the Audit and Compliance committee of the Health System Board review the Form 990 and recommend changes or accept the document as presented. A copy of the Form 990 is made available to every board member for review prior to filing the document with the Internal Revenue Service. |

WPAHS has a corporate compliance department that monitors and oversees compliance with the conflict of interest policy of all organizations in the health system. The following describes the manner in which the corporate compliance department monitors and oversees compliance with the conflict of interest policy for West Penn Allegheny Oncology Network as well as the other WPAHS affiliates: Conflict of Interest disclosure forms are completed on an annual basis by all board members, officers, employees who have a title of Manager and above, physicians in leadership roles, Pharmacy and Therapeutic Committee members, all employees of the System's Compliance and Internal Audit Departments as well as personnel involved with contracting in the Corporate Purchasing Department. Upon completion of the above disclosure statement by all applicable individuals, a report is generated listing all individuals that have reported a conflict. The System Compliance Officer and General Counsel review the conflicts disclosed. Those that require additional information or clarification receive a letter from the Compliance Officer requesting such. Once received, all additional information is added to the report and again reviewed by the Compliance Officer and General Counsel. Those conflicts that require a mitigation plan are sent to the respective organization's senior management for development of the mitigation plan. The organization's senior management is responsible to discuss the mitigation plan with the individual as needed and monitor compliance with the mitigation plan. Once mitigation is received, a final report is reviewed with the System Compliance Executive Committee and finally the Audit & Compliance Committee of the Board. In addition, all WPAHS board members, officers and key employees complete an annual independence disclosure statement which assists the System's Compliance Officer and Internal Audit Department to determine and monitor the levels of independence in each of the System's tax exempt affiliates as well as to determine the level of Form 990, Schedule L reporting. |
| Process Used to Determine Executive Compensation | Form 990, Page 6, Part VI, Section B, Line 15b | West Penn Allegheny Health Systems (WPAHS) process for determining compensation for executive positions (including officers, key employees and other management positions) within West Penn Allegheny Oncology Network is covered by the WPAHS Executive Compensation Policy. This policy was approved by the WPAHS Board of Directors. It is the policy of WPAHS and its Board of Directors to compensate its executives in accordance with the market and in relation to the experience, service and accomplishments of the individual both prior to and during their service with WPAHS. The Compensation Committee of the WPAHS Board of Directors approves the compensation for WPAHS senior executives. The Compensation Committee approves the initial compensation for newly hired senior executives, which shall include all compensation components, including without limitation, base compensation, incentive compensation, deferred compensation, fringe and other benefits, as well as the total compensation. It also approves all base compensation adjustments and all incentive compensation awards, as well as material changes to deferred compensation, fringe, or other benefits. The Compensation Committee uses comparability data provided by the System Human Resources Department, which may include industry surveys, expert compensation studies, documented compensation of persons holding similar positions, or other comparable data in approving any executive compensation. The Compensation Committee periodically retains the services of an independent compensation consultant to provide an expert opinion report as to the reasonableness of total compensation of West Penn Allegheny Oncology Network officers and key employees. Each Compensation Committee member voting on a senior executive's compensation arrangement ensures that he or she has no conflict of interest, including that he or she (a) does not economically benefit from the proposed employment; (b) does not receive compensation subject to the approval of the proposed employee; and (c) has no material financial interest affected by the transaction. The Compensation Committee consists of five independent Board Members of WPAHS. All decisions of the Compensation Committee regarding executive compensation matters are documented. |

If the director also volunteers time to one of the 12 related organizations in the capacity of a director for that related organization, one hour per week is reflected as devoted to each related organization served.
