What is the organization's primary exempt purpose? The Oregon Title Insurance Rating Organization (OTIRO) is licensed as a rating organization by the Insurance Division of the Oregon Department of Consumer and Business Services. OTIRO maintains a rating manual of title insurance rates and forms approved by the Insurance Division. OTIRO's members are all or most of the title insurers authorized to transact title insurance in Oregon. An OTIRO member adheres to the rating manual, except to the extent it receives approval from the Insurance Division to deviate from the manual. OTIRO also compiles data related to title insurance in Oregon and furnishes data to the Insurance Division annually. As a rating organization, OTIRO is governed by the provisions of ORS Chapter 737.
