    Client Note 1 - NOTE 1: Proxy Tax - Lobbying Expenses:Explanation of Internal Revenue Code Section 6033 (e)(3) exception for nondeductible dues:The Illinois Environmental Contractors Association receives 98% of its revenues in the form of a monthly check from the Laborers Education Fund which represent 12 cents an hour charged to member firms under a collective bargaining agreement between the Laborer's Local No. 225 and the Construction and General Laborers' District Council of Chicago and Vicinity. Accordingly, while these payments are called "membership dues," no proxy tax is due as 100% of the dues payments received are not deducted by the payor as the payor is a tax-exempt Labor Education Fund, a Labor organization as noted in the exception allowed per the Internal Revenue Code Section 6033 (e)(3). As the above exception has been met, the organization hereby requests a waiver from the payment of the proxy tax.
