Intended Uses of Endowment Funds Schedule D, Part V, Line 4 The intended uses of the United Way of Metropolitan Chicago endowment funds include funding innovative programs that address critical and emerging needs, ensuring that current needs are met, and providing resources to respond quickly and effectively to unexpected crisis.
Uncertain Tax Positions (FIN 48) Schedule D, Part X, Line 2 United Way Metropolitan Chicago has received favorable determination letters from the Internal Revenue Service, stating that they are exempt from Federal income taxes under the provisions of 501(c)(3) of the Internal Revenue Code of 1986 (IRC), except for income taxes pertaining to unrelated business income. Accounting guidance requires tax effects from uncertain tax positions to be recognized in the financial statements only if the position is more likely than not to be sustained if the position were to be challenged by a taxing authority. Management has determined there are no material uncertain positions that require recognition in the financial statements. Additionally, no provision for income taxes is reflected in these financial statements. There is no interest or penalties recognized in the statement of activities or statement of position. The tax years ending 2008, 2009, 2010 and 2011 are still open to audit for both Federal and state purposes.

FUNCTIONAL EXPENSES Form 990, PART IX, SUMMARY UWMC CALCULATES ITS 2011 TAX YEAR (FISCAL YEAR ENDED JUNE 30, 2012) OVERHEAD RATE USING THE SUM OF MANAGEMENT AND GENERAL TOTAL EXPENSES (4,793,573; COLUMN C) AND FUNDRAISING TOTAL EXPENSES (3,989,153; COLUMN D) REPORTED IN PART IX (STATEMENT OF FUNCTIONAL EXPENSES) DIVIDED BY THE TOTAL REVENUE REPORTED IN PART VIII, LINE 12 OF COLUMN A (46,990,030). THIS OVERHEAD RATE FOR THE 2011 TAX YEAR IS 18.7% COMPARED TO 17.4% FOR THE 2010 TAX YEAR (FISCAL YEAR ENDED JUNE 30, 2011). THE CHANGE IN THE OVERHEAD RATE WAS DUE PRINCIPALLY TO A COMBINATION OF FACTORS: (1) A DECREASE IN REVENUE OF $1.4M, (2) A CHANGE IN REPORTING IN THE FORM WHERE A PRIOR YEAR CAMPAIGN PLEDGE RECEIVABLE WRITE-OFF IS NOW REPORTED AS AN ITEM WITHIN THE RECONCILIATION OF ASSETS, AND (3) BECAUSE THE UWMC FOCUS HAS CHANGED TO COMMUNITY IMPACT IN THE AREAS OF INCOME, HEALTH AND EDUCATION, THE ALLOCATION METHODOLOGY FOR FUNCTIONAL EXPENSES WAS RE-EVALUATED TO BETTER REFLECT HOW THE OPERATIONS OF THE ORGANIZATION ARE SUPPORTING THE MISSION, RESULTING IN DIFFERENCES IN PROGRAM SERVICES AND SUPPORT SERVICES IN FISCAL YEAR 2012 COMPARED TO FISCAL YEAR 2011. IN TOTAL, FUNCTIONAL EXPENSES REMAINED FLAT IN FISCAL YEAR 2012 COMPARED TO FISCAL YEAR 2011. UWMC PROVIDES SUPPORT TO THE MUWS. A SUPPORT SERVICE FEE IS ASSESSED TO EACH MUW, HOWEVER NOT ALL COSTS ARE PASSED ON TO THE MUWS. THEREFORE, THE UWMC OVERHEAD RATE WILL BE IMPACTED BY THESE COSTS. UWMC CONTINUES TO ADOPT COST SAVINGS MEASURES IN LIGHT OF THE UNCERTAIN ECONOMY. THESE MEASURES WILL LAG BEHIND REVENUE DECLINES.
OTHER CHANGES IN NET ASSETS OR FUND BALANCES FORM 990, PART XI, LINE 5 LOSS ON 2010 CAMPAIGN PLEDGES (498,042) Net unrealized gains on investments (26,207) PENSION RELATED CHANGE (5,326,342) DESIGNATION FEES (226,479) IMPAIRMENT LOSS ON ASSETS HELD FOR SALE (1,370,292) TOTAL CHANGE IN NET ASSETS OR FUND BALANCES $(7,447,362) THE PENSION RELATED CHANGE OF $5.3M IS DUE PRIMARILY TO A DECREASE IN THE PENSION DISCOUNT RATE CAUSED BY BANKS' DOWNGRADE IN JUNE 2012 BY MOODY'S. THIS DECREASE IN THE PENSION DISCOUNT RATE INCREASED THE UNFUNDED STATUS OF UWMC'S PENSION PLAN. ON AUGUST 3, 2012, UWMC SOLD ITS MAJORITY OWNERSHIP OF ITS HEADQUARTERS BUILDING LOCATED AT 560 WEST LAKE STREET, CHICAGO, IL FOR $5,300,000. AS A RESULT, AN IMPAIRMENT LOSS ON ASSETS HELD FOR SALE OF $1,370,292 WAS RECORDED AT JUNE 30, 2012. ON AUGUST 13, 2012, UWMC EXERCISED ITS OPTION TO FULLY REDEEM ITS BONDS OF $2,675,000 USING THE PROCEEDS FROM THE SALE. THE SALE PLACES UWMC IN A MUCH BETTER LONG-TERM FINANCIAL POSITION AND ALLOWS A FOCUS OF RESOURCES IN PLANNING FOR LONG-TERM SECURITY AND SERVING THE COMMUNITY.
