After the Form 990 is prepared, the Finance Committee of the Board will review it at a scheduled meeting, via Email, or via a telephone conference. The preparer may or may not be present for this review. The Finance Committee has the authority to make necessary changes and authorize the filing of the Form 990 with the IRS. After the Finance Committee reviews the Form 990, the final draft will be distributed to the entire Board of Trustees at a scheduled meeting, regular mail, Email or via any other electronic form prior to filing the Form 990 with the IRS. Any member of the Board of Trustees may direct any questions regarding the Form 990 to the Chairperson of the Finance Committee, the President or the Vice President of Finance.

Whenever transactions are performed with employees, Board Trustees or vendors that may have the appearance of a conflict of interest, these transacation are reviewed by management to assure that the transactions are at arms-length and in compliance with the Agency's written "Conflict of Interest policy". Any gray areas are brought to the attention of the Board of Trustees for further review and approval of these transactions.

At the Board of Trustee's meeting held at the end of each fiscal year in June, the Trustees evaluate the President's performance for the past year, and gathers and compares external data for Executive compensation from similar non-profit organizations. The Board then determines whether or not to adjust the President's salary. The President sets the starting salaries for top management officials based on comparative salaries offered at similar non-profit organizations. The President reviews and approves salary adjustments for top managemnt based on performance appraisals and on the availability of funds. The Human Resource department, along with top management determines starting wages and salaries for all non-management personnel based on comparative compensation offered at similar non-profit organizations. Program supervisors review and approve all wages and salary adjustments for their specific employees based on performance appraisals as well as the availability of funds.
