Explanation:

The 2011 Quartermaster abruptly resigned in April of 2011. I was appointed Acting Quartermaster for the remainder of his term. I was new to the job and did not realize that this form had not been submitted. The failure to file is mine, and I plead a lack of experiance as a reasonable cause for this late filing, and request your understanding. I did file an e-postcard in April of 2011, but, as it turns out, it was for a delinquint 2010 990 N.
