This year to better assess the individual students needs we began psychiatric evaluation of some students. Working with the Betty Shirley Clinic, home of the Department of Psychiatry and Behavorial Medicine, University of Alabama School of Medicine, Tuscaloosa Campus, using satellite technology and video conferencing equipment real-time psychiatric evaluations were conducted on several students. The Tele-psychiarty service was a success and will be part of our program service next year.

Explanation:
The program that I use to file Form 990 for the third year in a row is Form 990 Online. As a general rule they receive and transmit returns until Midnight (Eastern time) of the deadline date and according to the Control Panel page it was the same for 2012 filings deadline of August 15, 2013. Around 6:30pm Central Time I logged back unto the website and went to the filings page to print the signature authorization and under the statement about IRS E-filing deadline-Midnight Eastern was a line I had not see at any time that I had logged onto any pages, that said Our E-filing Deadline- 5:00pm Eastern! I had missed their deadline by 2 1/2 hours and if the notice about the 5:00 pm deadline had been on the log-in page or the control panel page I would have finished the return in time to file. I tried to install a business tax program that had Form 990 from a cd that came with my 1040 tax program but it said it was unavailable. I did download the program from my tax program website but by then I had 3-3 1/2 hours left to finish the return that I was starting from scratch. Midnight came and for the first time in 11 years I failed to meet a filing deadline. I have copies of the notices and pages that were online. In my haste to complete the return on a program that I was not familiar with I made a mistake somewhere in the return and Part XI Reconcilliation of Net Assets did not balance. I worked with the new program thru the weekend and could not find the mistake. I returned to the Form 990 Online website and finished the return with no errors. The Organization did all that was required of them and should not be held responsible for the late filing. As the Tax Preparer I am responsible for filing my clients returns in a timely manner and any penalties should be charged to me not the Organization. In this case the lack of sufficient notice of a change in the filing deadline to 7 hours earlier was beyond my control and the reasonable cause for Late Filing of this return. I ask that you abate any penality amounts and find that the late filing was due to a reasonable cause.
