		members, all of whom must reside or do business in
		the City of South Bend, the City of Mishawaka, or
		elsewhere in St. Joseph County. The members shall
		be representative of the areas they represent and
		be representative of local governments, private
		lending institutions, community and/or neighborhood
		associations, business organizations, and labor
		organizations. The members have the right to elect
		members of the Board of Directors.
