Facts And Circumstances Test
The organization maintain a bona fide program for solicitation of funds from the general public, some corporations, governmental units and other public charities as United Way. In addition it has an Strategic Plan 2016 that include a section to develop a fund raising permanent office. The organization has an active governing body that can you see the members in section VII of the form 990 which represents the broads interests of the public; and provides facilities or services directly for the benefit of the general public on a continuing basis across of the incubator facilities that offer medical services, laboratory services, child care services by Head Start agencies, technology assistance, mail and communication services, orientations in agriculture, leadership, economics, seminars and others. In addition the organization is sponsor of 918 unit of affordable housing for low, very low and moderate income in the urban area.
