Lobbying at the State House: The 2012 legislative session was a series of battles to keep Maines carefully crafted environmental protections in place. MCV mounted a major effort to stop or minimize environmental rollbacks including: Preventing the legislature from abolishing and defunding the Land for Maines Future program, which protects Maines special forests, farmlands and coastal fisheries by creating new conservation and economic opportunities;Safeguarding important governance, planning and regulatory tools of the Land Use Regulation Commission, the body that oversees development of Maines northern unorganized territories. Without a well-functioning LURC, which has been in place for 40 years, development in northern Maine would become unregulated and open to anyone, anything, anywhere and anytime;Defeating takings legislation, which would undermine nearly every current or future law protecting Maines water, air, land and wildlife, and peoples health. This legislation would potentially incur huge costs for taxpayers and create a legal and fiscal morass for the state. Similar takings bills have been broadly rejected nationwide, and most of those that have passed have been overturned. Holding Maines elected officials accountableAfter the completion of the legislative session, MCV tracked each legislators votes and reported the results to the public in our signature educational publication, Maine Environmental Scorecard. The Scorecard publicly reports how each legislator voted on bills to protect Maines air, land, and water along with high and low points of the session. More than 10,000 copies were distributed to supporters, members of other environmental organizations and elected officials. Our interactive web-based version served as new tools for citizens to view their legislators scores.In October, MCV released its biennial report card evaluating the Governors conservation record. This educational report included the administrations overall commitment to Maines environment and the impacts of its actions on Maines local and state economies, the health of Maine people, and the transparency and fairness of our government and regulatory process. MCV sought opinions and information from a broad range of individuals and organizations that represent Maines environmental leadership as well as Governor Paul LePage and his administration. In the end, MCV assigned Governor LePage the grade of D because he missed the mark in three important areas: conserving Maines natural resources, building the foundation for Maines future economic prosperity, and protecting the health of Maine people. Educating the publicIn the fall of 2012, MCV held its tenth annual Evening for the Environment, attended by more than 300 conservationists, business leaders, elected officials and philanthropists. MCV also organized three Conservation Luncheons to bring community leaders together to discuss cutting edge environmental issues.Endorsing candidates for officeMCV endorsed candidates for public office who, if elected, would be leaders on protecting Maines air, land, water and wildlife. In 2012, 83 percent of the candidates endorsed by MCV won their legislative races.
