Briefly describe the organization’s mission: MPP's mission is to regulate marijuana similarly to alcohol in the United States. To this end, MPP pursues four strategies: (1) increase public support for non-punitive, non-coercive marijuana policies; (2) identify and activate supporters of non-punitive, non-coercive marijuana policies; (3) change state laws to reduce or eliminate penalties for the medical and non-medical use of marijuana; and (4) gain influence in Congress.

COLORADO BALLOT INITIATIVE: MPP ran the campaign that succeeded at legalizing marijuana in the first state in the country (and the first location in the world). It will be impossible to beat this feat in the future in any one state, which is why MPP must do so in multiple states in the future. MPP managed the Colorado staff, produced the radio and TV ads, oversaw the purchase of such ads, paid for the polling, and oversaw almost all other aspects of this statewide campaign, including coalition-building with clergy, physicians, and conservatives. As a result, marijuana is now legal in Colorado.

ARKANSAS BALLOT INITIATIVE: MPP provided approximately 98% of the money for the campaign to legalize medical marijuana in Arkansas, which would have been the first state in the South to do so. Unfortunately, MPP's fundraising fell short by $400,000, which resulted in the initiative failing by a 48.5% to 51.5% margin in November 2012.

NORTH DAKOTA BALLOT INITIATIVE: MPP attempted to place a medical marijuana initiative on the November 2012 ballot in North Dakota, but MPP was defrauded by a squad of football players who were subsequently convicted of fraud. As a result, voters didn't have a chance to vote on the question of legalizing medical marijuana in North Dakota. MPP will be pursuing the fraudulent actors via a civil lawsuit, in an attempt to recoup MPP's financial losses.

MONITORING ALL STATE LEGISLATURES, AND LOBBYING NON-TARGETED STATE LEGISLATURES: MPP monitored all marijuana-related bills in the 50 states and the District of Columbia, published information on these bills on 51 state Web pages, issued state-specific email alerts to MPP's email subscribers in each state, and assisted with the drafting of legislation in a handful of states.

NEW HAMPSHIRE LOBBYING: Recovering from the veto of MPP's medical marijuana bill by Gov. John Lynch (D) in 2009, MPP pushed hard for the purpose of passing a similar bill in 2012. Unfortunately, this horrible governor vetoed the bill a second time, so MPP decided to make a full-court press in 2013, because a new (good) governor was elected in November 2012. The prospects of passing MPP's medical marijuana bill in 2013 were looking quite good at the end of 2012.

ILLINOIS LOBBYING: MPP continued to lobby the Illinois legislature to pass legislation to legalize the medical use of marijuana, which would make Illinois the 19th state to legalize medical marijuana.

FEDERAL LOBBYING: MPP monitored all marijuana-related bills in Congress, specifically lobbying to build support for the landmark bill in the U.S. House that would end marijuana prohibition on the federal level. By the end of 2012, this bill -- which was introduced by U.S. Rep. Barney Frank (D-MA), had attracted 20 cosponsors, which was a larger number than most people had imagined would be possible.

RHODE ISLAND LOBBYING: MPP succeeded at passing a marijuana decriminalization bill in June 2012, which was to take effect in April 2013. In addition, MPP lobbied for legislation to make marijuana legal for adults 21 and older, similar to the Colorado law that MPP passed in November 2012.

NATIONAL CANNABIS INDUSTRY ASSOCIATION: In the fall of 2010, two MPP staffers (Rob Kampia and Steve Fox) teamed up with Aaron Smith (a former MPP staffer) to form NCIA. Aaron serves as the executive director of NCIA, Rob sits on NCIA's board of directors, and Steve serves as the secretary of the board. In 2012, the MPP office served as the hub for NCIA's presence in Washington, D.C. Most of MPP's expenses relating to NCIA were reimbursed by NCIA.

PUBLIC EDUCATION: MPP educated the public about the need to reform our nation's marijuana laws via MPP's Web site and other online properties, mainstream media coverage and blog posts, and personal communications with people who contacted the MPP office.

VERMONT LOBBYING: Bouncing forward from a major legislative victory in 2011 -- when Gov. Pete Shumlin (D) signed into law a bill that legalized medical marijuana dispensaries -- MPP moved forward with lobbying the Vermont government to decriminalize the personal possession of marijuana.

MICHIGAN LOBBYING: MPP conducted a low-level lobbying effort from D.C. to oppose bills that would have undermined the medical-marijuana initiative that MPP enacted in Michigan in November 2008, as well as to legalize medical marijuana dispensaries. As a result of MPP's and allies' work, some of the bad bills died, and others were modified to be less problematic. The dispensary bill also gained support in the state legislature.

IDAHO INITIATIVE: MPP provided seed money for passing a medical marijuana initiative in Idaho, which is known to be the most Republican state in the country. We won't know the results of this experiment until we see whether the initiative -- which MPP helped draft -- actually qualifies for the statewide ballot in a future year.

MARYLAND LOBBYING: Building upon MPP's successes in Maryland in 2011, MPP continued to lobby the Maryland legislature in 2012, building support for improving legal protections for medical marijuana patients and caregivers. As a result, both the House of Delegates and the state Senate approved bills to provide caregivers with a defense that could be raised in court, but the legislature ran out of time and -- as a result -- these bills must be reconsidered in 2013. (A penalty-reduction bill and a bill to allow police to cite -- but not arrest -- people for several crimes, including marijuana possession, also passed in 2012, but MPP didn't focus on these bills.)

LOBBYING IN CALIFORNIA, MASSACHUSETTS, AND MINNESOTA: MPP continued to spend limited resources trying to move legislation forward in the California, Massachusetts, and Minnesota legislatures.

DELAWARE LOBBYING: MPP lobbied the executive branch of Delaware to fully implement the state's medical marijuana law and to improve draft regulations for the patient registry identification card program. MPP's bill was actually signed by Gov. Jack Markell (D) in the spring of 2011, so the implementation of this state law has been slow-going.
