	Small Business Action Committee's (SBAC) accomplishments included numerous activities/efforts to benefit the public and advance social welfare by conducting public education and advocating support for policies that promote creation of small and medium-sized enterprises, improve their competiveness, and assist their job creation abilities, for the benefit of society as a whole. These activities/efforts included involvement dealing with legislation and policy discussions in California, such as (a) Public education on small business issues by making speeches to a variety of businesses, universities, and conferences throughout the year; (b) participating in various business events, meetings and panels throughout the year; (c) making numerous appearances on various television and radio news related shows and writing editorials and articles for various publications and the Internet. Advocacy for Small Business* SBAC was involved over the course of the year in a number of high profile tax and regulation discussions that affect the business community. Representatives of SBAC made speeches, participated in media interviews, presented at media events and panels on a number of these issues.* SBAC offered information to Small Business on the Affordable Care Act through web blogs and contact with ACA regional director. * SBAC dealt with the issues of governance in California participating in the Governance Magazine conference. * SBAC representative is involved in a project to promote and aid in creating Hispanic entrepreneurship. * SBAC participated in conferences sponsored by the California Business Roundtable and the Urban League on creating business and jobs in the inner city and for the young. * SBAC commented on, endorsed, or opposed legislation in the California legislature on a number of business related issues. Chief concerns were taxes, regulations, jobs, the economy, and governance issues. * SBAC has participated on a committee throughout the year dealing with improving California's initiative process, which is a major tool for governance in California. * SBAC helped coordinate a statewide polling effort co-sponsored by the California Business Roundtable and Pepperdine Universitys Graduate School of Public Policy.This polling operation is expected to be activated again soon. SBAC Coordinated and Cooperated with Other Small Business Advocacy Groups and Chambers of Commerce: * SBAC was a co-sponsor at California Small Business Day, which involves hundreds of small businesses and nearly one-hundred state legislators. * SBAC is on the executive committees of a business-oriented groups that deal with tax and spend issues that could effect small business. One committee was to oppose new property taxes on business property. * SBAC has been involved with projects or spoken to a number of other business groups throughout the year including the California Chamber of Commerce, the Los Angeles Chamber of Commerce, the Los Angeles Business Federation, and the United Chambers of Commerce. * SBAC spoke on the issue of a split property tax roll to real estate associations. Finally, SBAC sponsors Fox and Hounds Daily (www.foxandhoundsdaily.com) a website dedicated to the confluence of business and politics in California. SBAC president Joel Fox writes commentary for and edits the site, which has commentary on business issues and political issues from many different and varied voices. The site produces about 1000 commentaries during the year, most of which directly or indirectly affect businesses in California. The website was recognized by the Washington Post as one of the best state political/public affairs blog sites. SBAC was also involved in a number of State Ballot Measures, which were supported through SBACs separate segregated fund for legislative action: * SBAC supported Proposition 32 for political contribution reform. The voice of small business is often lost when corporations and unions are able to use financial resources to influence legislation and legislators. The ballot measure intended to limit the ability of corporations and unions to contribute to legislators leveling the playing field for small business.* SBAC opposed Proposition 30 an income tax and sales tax measure that would hurt small business. Since most small businesses are S Corporations, partnerships, or sole proprietorships, they pay their business taxes at the rates for individuals. That makes Californias taxes on small businesses some of the most burdensome in the nation and Proposition 30 would have potentially increased the burden on these small businesses.* SBAC supported Proposition 31, a governance and budget reform. Californias budget problems need to be fixed in order for the state to become more business friendly and reduce the burden on small business.* SBAC supported Proposition 40. Passing this referendum would keep in place the redistricting plan created by an independent commission. The original proposition that created the commission was supported by SBAC. The organization believes that small business benefits when the political process is fair and that the independent redistricting process would provide better representation.* SBAC opposed Proposition 29, a cigarette tax, which would have added an additional burden to many small businesses that carry the product and set a precedent of taxing business and setting aside the funds for special projects.* SBAC spoke at the editorial boards of many of Californias major newspapers discussing ballot measures, including the Los Angeles Times, San Francisco Chronicle, Sacramento Bee, and LA Opinion among others.
