    Directors qualification - Each Chapter President shall
    automatically become a member of the National Board
    of Directors unless already an Officer or Past President.
    The President will appoint one or two Chapter members
    not already Directors to serve on the National Board
    of Directors as needed. *Change* Duties of Officers - The office
    of President shall appoint all committees except the
    Hall of Fame Welfare Committee and the Membership and Welfare
    Committes. *Change* Duties of Officers - The office of
    the Second Vice President shall execute the duties of
    the President's office in the event of the death or disability
    of both the President and First Vice-President. *Change* Compensation
    of Officers - The Executive Secretary shall receive compensation
    of $1,200 per year for his/her duties for the first dozen
    years in this position. *Change* Duties of Officers - In the
    case of the absence of the Treasurer, the Executive Treasurer,
    if there is one, shall act in that role; if both are
    unavailable, the President may appoint an acting Treasurer.
    *Change* Composition and procedures of an audit committee -
    Upon passage of this bylaw, the President shall as quickly
    as possible empower an existing committee or form a new
    committee to enhance its internal financial controls.

    the highest standards possible to maintain the Association;s
    finances and its insurability.
990EZ Part I   Other revenue - $181 Reimbursement of supplies from
Line 8   officer - $1,019 Refund of expenses
990EZ Part I   At the end of 2011, the organization closed it's bank
Line 20   accounts in Florida and moved them to new accounts
    in Delaware bank branches. The amount deposited into
    the new bank account was $2,248 more than what the
    balances showed at the end of the 2011 year. The differenece
    are checks written in prior years that were never cashed.
990EZ Part III   To permit greater interest in the sport of harness
Exempt Purpose   racing through creating closer cooperation between
    writers of the sport and racing officials, trainers,
    owners and drivers in the harness horse field in the
    continental United States and its possessions, and for
    the general welfare and closer harmony among the
    writers, through the bond of mutual membership in the
    association.
