	The Development Corporation was formed in 1961 for the purpose of promotion of industrial development and job creation and retention. In pursuing its corporate mission, the corporation develops, manages, leases and sells industrial facilities in Clinton County, NY. The corporation markets the industrial potential of the county. The Development Corporation also manages several ancillary economic development activities including the County of Clinton Industrial Development Agency, The Town of Champlain Industrial Development Agency, The Clinton County Empire Zone and Foreign Trade Zone #54, under contract.On February 14, 1980, the County of Clinton was named grantee of foreign trade zone number 54 by the Foreign Trade Zones Board. In turn, the Corporation entered into an agreement with the County of Clinton to act as the Zone Administrator and Operator. A similar agreement exists with the County of Clinton for the administration of the Clinton County Empire Zone.In an agreement with the County of Clinton Industrial Development Agency, The Development Corporation provides all necessary administrative services on a contracted fee for service basis.
