United Way of Greater Lima has a public information file that includes audits and IRS 990 filings that are available to the public upon request on site. A United way policy manual, currently being updated, is also available on site. A charge is made for any copies or mailed documents requested.

Form 990, Part VI, Line 15b: Compensation Review and Approval Process for Officers and Key Employees
Annually, usually in mid-late October, the administration, Personnel and Nominating Committee (APNC) issues a performance measurement tool to the United Way Executive Committee, committee chairs and/or other community representative working most closely with the President. The full United Way Board of Directors also receives the request for input. All members of the APNC, the Executive Committee and the Board of Directors are volunteers representing various constituencies in our area. The performance measurement tool is accompanied by a memorandum asking for input using a rating scale, and for comments regarding performance and the sufficiency of information provided by the President to volunteers, information that is intended to allow them to do their jobs with understanding of the work to be done and various perspectives to consider. A postage paid return envelope addressed to the APNC chair is included.Following the receipt of the returns, the Board Chair and the APNC Chair meet to open the returns, review them and discuss them with the President. A report of the input is presented by the APNC Chair to the APNC members for discussion, and a written report is then presented to the United Way Executive Committee for their review and recommendations, followed by full report to the Board of Directors for finalization and approval. The report would include a general overview of the input and any recommendations for additional work or for improvement.To determine compensation for the President, the APNC reviews data provided by United Way of America on salary and salary ranges for like positions nationwide, in the Midwest region, and by similar fund raising size (currently a Metro III raising between $2,000,000 and $4,999,999). A survey of Ohio communities of similar size is also made for current salary information for the President; this sometimes produces salary ranges only. The committee also occasionally looks at any local data that can be found, but such data is usually rare. All the national information provides various breakdowns by the various percentiles (10th, 25th, 75th and 90th) and the median.The committee looks at the data, the current pay rate of the President, performance, the economic conditions and the campaign results and makes a recommendation for any adjustment to the United Way Board of Directors. Pay changes for all staff are generally at the same time (effective with the first pay of the year).The committee also looks at data regarding wages for all other positions at UWGL and makes recommendations regarding salary ranges for each position, usually every 2-3 years. The President approves salary adjustments for staff members in keeping with a board approved budget.

Board members, officers and all employees, as well as committee volunteers receive a Conflict of Interest survey each year and are expected to disclose conflicts on the form. The forms are reviewed and any conflicts taken into consideration when assigning volunteers to specific projects, such as fund distribution, or performance review matters. United Way Executive Committee members may not serve on the boards of partner agencies and if they wish to serve on the agency board, they must resign from the United Way Board. Volunteers serving on boards of partner agencies, or who might have other relationships with an agency (using service, for example), are not placed on fund distribution panels that review the agency in question. Staff members may not serve on partner agency governing boards.

Board members receive and review copies of the annual audit and IRS 990 at a regularly scheduled board meeting, at which time a member of the audit firm is in attendance to discuss the work. The board then votes to accept and approve the documents. A volunteer audit committee also reviews the documents and offers input as needed to the United Way Board.
