Program 1. Line 28 Open Educational Resource OER Program In 2011 and 2012, we devoted a major amount of time and resources to building an educational platform for Vietnamese users to contribute to and to download teaching and learning materials free of charge. The goal was to help solve the lack of educational content in Vietnam. We collaborated closely with Rice University, the Connexions Consortium in Houston, the OpenCourseWare Consortium in Boston, and the NextG software company in Hanoi to develop a suitable platform for the needs of the Vietnamese users. We also mobilized Vietnamese educational and research institutions and universities to contribute materials. To that end, we trained more than 180 authors and contributors to use our software platform.

Program 1. Line 28 contd Today, our platform is operational and growing. It is called the Vietnam Open Educational Resource VOER - www.voer.edu.vn http//www.voer.edu.vn and is the only comprehensive OER platform in the country of Vietnam. It has more than 20,000 knowledge modules and attracts more than 20,000 visitors per day. We also provide print-on-demand service which is free of charge to support several universities using VOER content in their teaching and learning. We printed about 50 selected topics 10 to 20 copies each topic.

Program 1. Line 28 contd As an active member in OER worldwide movement, VNF has developed a strong network at international, regional and national levels. We have participated in UNESCO meetings on OER to exchange knowledge and practical experiences of developing OER in Vietnam. We worked closely with Wawasan University in Malaysia to promote the development of OER Asia. In country, we coordinated with local universities, research institutes, small business, non-governmental organizations and other institutes to found a community of using and developing VOER technologies called VOLT Vietnam Open Learning Technologies which included 137 official members.

Program 2. Line 29 Institutional Linkage Program In 2011 and 2012, we continued to maintain and strengthen ties between US universities and Vietnamese instiutions. We provided assistance to a significant number of faculty from U.S. universities including Rice University, Stanford University, the University of California in Irvine, the University of California in San Diego, the University of Iowa to establish contacts and exchanges with suitable educational entities in Vietnam. From these efforts, U.S. schools were able to establish programs in Vietnam. As a case in point, the University of California in Irvine now has a regular program to bring qualified Vietnamese students into their undergraduate schools.

Line 30 We also provided assistance to handicapped students in local universities, helped Vietnamese non-profit groups organize their operations, supported developing a website of online books and materials for the blind http//sachnoionline.com/, and provided gifts to primary schools and orphanages. During the year 2011-2012, we granted 67 scholarships each costs USD 238 and 22 laptops each costs USD 374 to outstanding blind college students. We supported USD 478 to organize a field study trip for blind college students and donated USD 1,000 to The Vietnam Children Fund to help poor children.
