Compensation for the Executive Director and other key employees is reviewed annually by the Board of Directors. The Board votes on the compensation that will be given to said employees at an annual meeting where the upcoming budget is reviewed.

Other fees for services paid to non-employees of 250,288 is comprised of expenses related to the statewide billing project grant. These fees were paid to medical billing and accounting service companies and include the cost of the following creating manuals training local health departments designing software and graphics billing project managment meetings and training workshops.

The Coalition provides a copy of its Conflict of Interest policy to its Board of Directors, officers, and staff. On an annual basis, the Board must sign and complete an acknowledgement form, disclosing any potential conflicts. In addition, disclosure is required throughout the year whenever a conflict arises. Disinterested members of the Executive Committee which is comprised of select Board members make a determination as to whether a conflict exists and what subsequent action is appropriate. The Executive Committee reports such determinations and actions to the Board of Directors.

The Coalition undertook a significant program service in 2012 that was not on its 2011 Form 990-EZ. In 2012, the Coalition was awarded a grant to develop and implement a statewide billing program for Indianas local health departments.

The Coalitions current Executive Committee which includes select members of the Board of Directors received a copy of the completed Form 990 to review prior to its filing. The Executive Committee discussed the Form 990 and posed questions to the Coalitions Accountant who is also the tax preparer for this Form 990. Once all questions were answered and changes made to their satisfaction, the Form 990 was filed.
