THE MISSION OF COMMUNITY ACTION COUNCIL OF HOWARD COUNTY IS TO PROVIDE PROGRAMS AND SERVICES TO LOW-INCOME RESIDENTS OF HOWARD COUNTY IN ORDER TO ALLEVIATE THE EFFECTS OF POVERTY; TO PROMOTE SELF-SUFFICIENCY AS A MEANS OF INTERRUPTING THE CYCLE OF POVERTY; AND TO STIMULATE INCREASED AWARENESS OF, AND RESPONSIVENESS TO, THE NEEDS OF THE LOW-INCOME POPULATION ON THE PART OF THE LARGER COMMUNITY.

PROGRAM TO 144 THREE AND FOUR YEAR OLDS WHO ARE PREPARING TO ENTER THE HOWARD COUNTY PUBLIC SCHOOL SYSTEM. SCHOOL READINESS: THE MARYLAND DEPARTMENT OF EDUCATION ISSUES AN ANNUAL "SCHOOL READINESS REPORT" DETAILING HOWARD COUNTY'S KINDERGARTEN'S CHILDREN'S READINESS IN EACH LEARNING DOMAIN BY A) GENDER, PRIOR CARE, SPECIAL EDUCATION, ENGLISH LANGUAGE LEANERS, FREE AND REDUCED MEALS. THE FOLLOWING INFORMATION HIGHLIGHTS THESE SEVERAL AREAS: "CAC HEAD START STUDENTS' SCHOOL READINESS RATING ROSE TO 83% IN 2013 FROM 79% IN 2011 AND 77% IN 2010. "CAC HEAD START HAS ANNUALLY SUSTAINED DRASTIC IMPROVEMENTS IN RATINGS FROM A BASELINE IN 2007-08 OF 51%. CAC ADMINISTERS THE ASSETS FOR INDEPENDENCE PROGRAM IN HOWARD COUNTY. 13 HEAD START FAMILIES WERE ENROLLED IN THE PROGRAM IN 2013 WHICH ALLOWS FOR A FAMILY TO SAVE FOR UP TO 2,000 PER YEAR AND HAVE THE FUNDS MATCHED BY CAC 2 TO 1. THE FAMILY CAN USE THE CUMULATIVE FUNDS TO PURCHASE A HOME OR CONTINUE HIGHER EDUCATION, OR START A BUSINESS.

HOUSING ASSISTANCE - PROVIDES EVICTION PREVENTION, FIRST MONTH'S RENT, AND ONE MONTH'S RENT TO QUALIFIED PERSONS. EVICTION PREVENTION ASSISTS WITH PAYING PAST DUE RENT. ELIGIBILITY IS BASED ON INCOME AND EVIDENCE OF CRISIS SUCH AS A JUDGMENT OF RESTITUTION. RECIPIENTS MUST BE ABLE TO DEMONSTRATE THE ABILITY TO CONTINUE TO PAY RENT AFTER ASSISTANCE IS PROVIDED. FIRST MONTH'S RENT ASSISTS WITH PAYING THE FIRST MONTH'S RENT, IN ADVANCE, WHEN MOVING INTO A NEW HOME. ELIGIBILITY IS BASED ON INCOME. RECIPIENTS MUST BE ABLE TO DEMONSTRATE THE ABILITY TO CONTINUE TO PAY RENT AFTER ASSISTANCE IS PROVIDED. ONE MONTH'S RENT INITIATIVE IS A PRIVATE COMMUNITY ORGANIZATION WHICH PARTNERS WITH CAC TO ASSIST WITH PAYING PAST DUE RENT. ELIGIBILITY IS BASED ON INCOME AND EVIDENCE OF CRISIS. RECIPIENTS MUST BE CURRENTLY EMPLOYED AND ABLE TO DEMONSTRATE THE ABILITY TO CONTINUE TO MAKE RENT PAYMENTS AFTER ASSISTANCE HAS BEEN PROVIDED. IN 2013, CAC ASSISTED 288 FAMILIES PREVENT EVICTION AND/OR MOVE INTO PERMANENT HOUSING. FOOD ASSISTANCE PROGRAM - THE HOWARD COUNTY FOOD BANK PROVIDES EMERGENCY FOOD GRANTS TO FAMILIES TO ENSURE FAMILIES HAVE ADEQUATE NUTRITIOUS FOOD. ELIGIBILITY IS BASED ON INCOME. THE FOOD BANK ALSO WAREHOUSES FOOD FOR DISTRIBUTION TO OTHER FOOD PANTRIES IN THE COUNTY. THE PRIMARY SOURCE OF PRODUCTS FOR THE FOOD BANK IS DONATIONS FROM GROUPS AND INDIVIDUALS WHO CONDUCT FOOD DRIVES IN THEIR COMMUNITY, AT THEIR SCHOOLS OR WORKPLACES. DURING THE YEAR ENDED JUNE 30, 2013 THE FOOD BANK SERVED 22,161 CLIENTS AND DISTRIBUTED 477,509 POUNDS OF FOOD. CAC OPERATES A COMMUNITY GARDEN WHICH IS MANAGED AND PAID FOR 100% BY VOLUNTEERS AND DONATIONS. IN 2012, CAC HARVESTED ONE TON OF FRUITS AND VEGETABLES FROM THE GARDEN WHICH WAS DISTRIBUTED TO THE FAMILIES WHO VISIT THE HOWARD COUNTY FOOD BANK. ENERGY ASSISTANCE - MARYLAND ENERGY ASSISTANCE PROGRAM (MEAP) PROVIDES ASSISTANCE FOR THE COST OF ALL TYPES OF HEATING FUEL FOR THE HOME. ELIGIBILITY IS BASED ON INCOME. ELECTRIC UNIVERSAL SERVICES PROGRAM (EUSP) PROVIDES ASSISTANCE FOR ELECTRIC BILLS. ELIGIBILITY IS BASED ON INCOME. FUEL FUND PROVIDES ASSISTANCE IN ORDER TO PREVENT CUTOFF OF GAS AND ELECTRIC SERVICE OR TO RESTORE SERVICE IF YOUR SERVICE IS OFF. THE FUEL FUND WILL ALSO PAY FOR HEATING OIL AND OTHER HEATING FUELS IF YOU DO NOT HAVE ANY FUEL. ELIGIBILITY IS BASED ON INCOME. IN ADDITION, YOU MUST HAVE A CUT-OFF NOTICE OR HAVE SERVICE TERMINATED IN ORDER TO BE ELIGIBLE. YOU MUST ALSO HAVE PAID ON THE BILL DURING THE LAST THREE MONTHS, OR BE ABLE TO PAY A PORTION AT APPLICATION TIME. CRISIS INTERVENTION INITIATIVE (CII) PROVIDES ASSISTANCE TO BGE CUSTOMERS WHO CONTINUE TO HAVE DIFFICULTY WITH PAYING THEIR BILLS AFTER HAVING RECEIVED MEAP, EUSP AND FUEL FUND ASSISTANCE. ELIGIBILITY IS BASED ON INCOME. DURING YEAR ENDED, JUNE 30, 2013, 4,529 MEAP HOUSEHOLDS AND 4,898 EUSP HOUSEHOLDS RECEIVED ENERGY ASSISTANCE. OTHER - IN FY 2013, 15 YOUTHS WERE EMPLOYED THROUGH A SUMMER YOUTH EMPLOYMENT PROGRAM.
